Die Landwirtschaft trägt weltweit mit 12–32 Prozent zum Klimawandel bei. Hauptquellen sind der Methanausstoss der Wiederkäuer, der CO2-Verbrauch für die Herstellung von Düngern und Pestiziden, die Abholzung von Wäldern für den Ackerbau und Weideflächen sowie die Bodenerosion. Auch der Einsatz des Pflugs verbraucht viel Energie, verstärkt den Abbau von Humus und belastet somit das Klima. Gemäss bisherigen Untersuchungen benötigt die biologische Landwirtschaft schon heute mit den gängigen Methoden weniger Energie als die konventionelle Bewirtschaftung. A Policy Impact Model for Organic Farming in Switzerland Organic Eprints

Although organic farming has expanded significantly in Europe in the last decade, a sectoral policy model is still missing that is able to analyse the impact of policy measures on organic farming. The use of programming models in the form of a sector-consistent farm group model seems to be a promising model approach, whereas applied general equilibrium models are regarded as less promising. An example is given for a policy impact model for organic farming. The bottom-up structure of this type of model makes it possible to analyse the impact of policy measures on farm incomes and volumes of production of organic and conventional farms at farm, regional and sectoral level.

The paper summarises the result of a study carried out on behalf of the EU Commission that had two main aims of firstly, providing a comprehensive overview of public support measures for organic farming in all 27 Member States and, secondly, exploring the relationship between policy measures, policy strategies and the development of the organic farming sector (both in terms of production and market development) in six case study countries (Austria, Czech Republic, Denmark, Germany, Italy and the United Kingdom. Zusammenfassung Während der Jahre 2009-2011 wurden am FiBL über verschiedene Projekte Grundlagen zur betrieblichen und produktbezogenen Energie- und Klimabilanzierung erarbeitet. Daraus wurde ein Modellansatz entwickelt, mit dem der Energieverbrauch und die Treibhausgasemissionen (THG-Emissionen) auf Betriebsebene abgeschätzt werden können. Aus diesen Vorarbeiten ist 2011 und 2012 das FiBL-Betriebsmodell entstanden, mit dem es möglich ist: 1. detaillierte Klimabilanzen von Schweizer Biobetrieben durchzuführen, 2. zwischenbetriebliche Vergleiche anzustellen und 3. die Auswirkungen von betrieblichen Veränderungen oder Anpassungsstrategien auf die THG-Emissionen zu berechnen. This paper attempts to assess the Impacts of Science-based Research and Innovation Programme (ISRIP) of farmer’s transition to organic rice in Camargue. We applied a methods-mix revolving around the Impact Pathway Analysis (IPA) with the goal of shedding light on complex mechanisms that occur along innovation processes and reconstructing ex-post the impact pathway of the “basket of innovations” which was identified as main innovation in the theory of change of the programme. Der Beitrag der agrarökonomischen Forschung zu der Frage, wie und mit welchen Instrumenten der ökologischen Landbau in Europa politisch unterstützt werden kann, konzentrierte sich bisher vor allem auf zwei Ansätze: die Wirkungsanalyse von bestehenden Politikmaßnahmen und die Entwicklung neuer Politikinstrumente. The fact sheet presents the tool of the product-related life cycle assessment as it is currently used for assessing ecological sustainability in the food and farming sector. Based on internal and external calculations, the authors analyse the meaningfulness of comparative life cycle assessment of food from extensive production systems with those from more intensive production systems. In the interest of a comprehensive environmental assessment of food production, the authors propose substantial extensions of the existing method at different levels.

Organic farming and the prospects for stimulating public goods under the CAP 2014-2020 Organic Eprints

The 2013 reform of the Common Agricultural Policy (CAP) for the 2014–2020 period aimed to be a flagship initiative for the delivery of more environmental and climate friendly agriculture, encapsulated in the slogan "public money for public goods”. To achieve its environmental and climate change goals, the EU uses key instruments of Pillars 1 and 2 to provide more public goods from EU agriculture. Organic farming is recognised under both instruments for the first time in terms of its contribution to public goods.

Das vorliegende Papier hat zum Ziel, den aktuellen Stand der wissenschaftlichen Literatur zum volkswirtschaftlichen Nutzen der Bio-Landwirtschaft durch gesellschaftliche Leistungen in Österreich zusammenzustellen. Dabei wurde versucht, soweit wie möglich auf österreichische Studien zurückzugreifen. Falls keine österreichischen Studien vorlagen, wurden internationale Studien herangezogen. Aufgrund dieser Fakten wurden sieben Schlussfolgerungen gezogen, die die derzeitige gesellschaftliche Diskussion um die Reform der österreichischen Agrarumweltpolitik versachlichen und ihr neue Impulse geben sollen. Die Bereitschaft, Ökomassnahmen auf dem eigenen Betrieb umzusetzen, hängt entscheidend von der Betriebsstruktur und den naturräumlichen Voraussetzungen ab. Ziel dieser Studie war es festzustellen, ob es Unterschiede in der Umsetzung von Ökomassnahmen auf Bio- im Vergleich zu ÖLN-Betrieben gibt. Ein statistischer Vergleich der Umsetzungsraten beider Landbausysteme anhand der landwirtschaftlichen Betriebsstrukturerhebung 2005 ergab, dass Massnahmen auf Biobetrieben durchschnittlich um zwei Drittel häufiger umgesetzt werden, 20% Ökoflächen auf Bio- und 13% auf ÖLN-Betrieben. The willingness of farmers to adopt agri-environmental measures depends greatly on the farm type and management as well as on the geographic conditions of the farm. The present paper analyses the differences in uptake of agri-environmental measures between organic and non-organic farms. A statistical comparison based on the 2005 Swiss Farm Census showed that organic farms have on average 68% higher adoption rates than non-organic farms, with a mean level of 22% on organic and 13% on nonorganic farms. The greatest differences were identified for the measures “hedges”, “extensive meadows”, “less intensive meadows”.
