Perception of Land Scarcity by Peri-Urban Farmers AgEcon

Farmers in peri-urban regions face many problems, among which land scarcity is a major one according to literature. However, as indicated by a survey among farmers in the peri-urban region around Brussels, land scarcity is not perceived as a problem by all farmers to the same extent. Based on econometric analysis, the survey results show that perception of land scarcity is mainly influenced by differences in landownership and perceived ratio between farm land prices and real land prices. Changes in each of these variables will lead to a shift in the problems a farmer faces and will therefore stimulate different farming or land use strategies.

SUSTAINABLE EFFICIENCY OF FIRMS WHEN NEW SUSTAINABILITY TARGETS ARE INTRODUCED AgEcon

There is a high potential for simultaneously increasing sustainability of the earth system and economic development by removing inefficiencies currently present both at the production input and output side. In this paper a static view on sustainability is employed, by introducing capacity constraints as the boundaries above (or below) which the system cannot maintain its stable state. Currently these capacity constraints are often not respected. In this paper it is shown how the efficiency improvement pathway of an industry and the firms within it can be calculated to come to a sustainable, profit maximizing state, given the existence of these capacity constraints.

Last decade, the importance of multifunctionality and environmental issues in agricultural policies has been growing. This shift in scope of agricultural policy instruments implies an adjustment of the conventional ex-ante policy analysis systems. New requirements on input and output parameters will be needed. The objective of this paper is to show how the input/output management can be improved. Focus is on how the information management by the system can enhance the policy analysis and decision making and facilitate information flow and social support from the stakeholder debate.

Understanding the System Context of Alternative Food Supply Chains AgEcon

This paper focuses upon the case of alternative food supply chains (AFSCs) as a "laboratory" for the implementation of sustainability concepts on a larger scale. To realize this type of upscaling, two important conditions should be fulfilled: the initiatives have to combine a performing internal organisation with the ability to understand and interact with the larger food system. To explore these concepts, the theory of hybrid organisations and the system innovation policy approach are discussed. Theory and empirical evidence learns that both concepts are complementary, as they both stress the importance of networking with actors that can be situated within or outside the supply chain.

Food Certification Schemes as Private Institutions of Sustainability AgEcon

institutions of sustainability (PIoS), which are sets of rules that a series of private actors voluntary follow to reach a sustainability target. Within PIoS, a strong position on sustainability themes is used as a mean to maximize private utility. Consequently, there is a potential win-win situation for both the private actors and the society. Typical for these multistakeholder PIoS is their hybrid configuration. Ménard (2004) introduced the concept of hybrids as an intermediate between pure anonymous spot markets and firms as hierarchies. Tracing the Poverty Impact of Market Reforms in Bangladesh AgEcon

The paper analyse the impact of market reforms on poverty in Bangladesh. To estimate the poverty impact at household level, a binary logit model has been estimated with two latest waves of household income and expenditure data from Bangladesh. The results show that a significant improvement has been made in reducing poverty in the recent decades. As a net importing country, liberalization might has direct impact on household’s real income through the changes of real rice prices. The results also show that net rice buyer households are poorer than net rice sellers. So, decreased rice prices in domestic markets induced by liberalization have benefited the net rice buyers in Bangladesh, hence poverty declines.

The market reform policy in agriculture and the trade liberalization during the early 1990s has led to structural changes in the agricultural sector of Bangladesh. The question of whether market reform policies in Bangladesh facilitated rice production is examined in this paper. This paper uses stochastic frontier production function to measure total factor productivity (TFP), technical change, and technical efficiency change covering the period of pre-market reform (1987) and post-market reform (2000 and 2004). Impact of groundwater markets in peninsular India on water use efficiency: A Data Envelopment Analysis approach AgEcon

In the hard rock areas of India, overdraft of groundwater has led to negative externalities, increases costs of groundwater irrigation and causes welfare losses. Groundwater markets are slowly emerging as niche markets to improve water distribution and to mitigate water scarcity by stimulating more efficient use. A sample containing water sellers, water buyers and control farmers was collected to test the hypothesis of more efficient water use. The effect of groundwater market introduction on the efficiency of water use is studied using Data Envelopment Analysis (DEA). The Importance of Water Property Rights: Lessons from South Africa and Tunisia AgEcon

With increasing water scarcity, research on policy options for improved water allocation and governance becomes an urgent priority for many developing and developed countries. Evaluating institutional alternatives is however a challenging task. This article takes a comparative approach and compares case study data from Tunisia and South Africa highlighting the importance of the water rights system for irrigators. Using contingent valuation methods the benefits for water users of changes in water rights systems are quantified. In both countries WTP estimates reveal that from the farmers’ perspective significant improvements can be made to the current water rights systems. This is valuable information for policy makers to guide institutional reforms.

Attitude of Flemish Farmers Towards Alternative Business Governance Structures AgEcon

The Flemish agriculture is characterised by family farms in sole ownership. Alternative business governance structures occur in only 7 % of the cases, although they have advantages on fiscal, family and property grounds. The reason why partnerships don't work in Flemish agriculture are mainly situated at the knowledge and perception level of the farmers. The knowledge of the different structures exists only in a limited group of farmers. The subjective perception of governance structures enhances the limitation of transition to alternative business governance structures. Partnerships will be adapted by farmers who have a higher knowledge of alternative business governance structures and accept that the higher administration is compensated by a lower risk.

Despite the huge diversity observed, this paper argues that collective action always results in the establishment of a collective organization (whether formally organized or not), which is characterized by the presence of a coordination centre. This organism represents all partners united in the collective and performs tasks by order of the individual members and the group. Impact of Trade Liberalization and World Price Changes in Bangladesh: A Computable General Equilibrium Analysis AgEcon

The paper analyzes the impact of trade liberalization and changes in world prices of agricultural commodities in Bangladesh using single country CGE model. Since the agricultural sector is sensitive to overall employment, household welfare and food security, the analysis focuses on the changes in agricultural production, consumption, household income and welfare. The results show that trade liberalization increases the welfare of all household groups while world market price increases decrease welfare. It means that although trade liberalization generates a welfare increase for households but this is dependent on the relative level of world commodity prices. Flexible quota constraints in positive mathematical programming models AgEcon

To explain over- and underuse of available quota, Buysse et al. (2007) have integrated the shadow cost of the quota constraint in a quota flexibility function in a positive mathematical programming model. This method and central hypothesis, formulated and tested for the case of Belgian sugar beet farms, is in current paper extended and confirmed for the cases of Flemish dairy quota and manure emission rights. Despite the different organisation, objectives and implementations of the diverse quota systems, the results are similar. The effect of EU derogation strategies on the complying costs of the nitrate directive AgEcon

Within the framework of the nitrate directive, member states have the possibility to apply for derogation, i.e. increasing fertilization standards under certain conditions. Several EU regions have made use of this possibility but all in a different way. In 2009, 6 different derogation policies were worked out. In this paper a tractable methodology is presented to improve environmental sustainability by incorporating stakeholders’ intensities of preferences into the decision making process. The environmental decision making will be controversial when there is a complex issue at hand. The difficulty comes up as stakeholders cannot see how their preferences are taken into account in the policy making process. To reduce this controversy, we propose a qualitative method to elicit stakeholders’ intensities of preferences towards a set of environmental services. Effects of a flat rate introduction: shifts in farm activity and impact on farmers' income AgEcon

Current thoughts on CAP changes, e.g. the "Health Check", emphasize the necessity to move away from payments based on historical receipts towards a "flatter rate" system. The aim of current research is to simulate the impact of a flat rate system (equal payments per hectare of cultivated land) compared to the current historical system (payments based on individual historic entitlements). Impact on production and income of arable, dairy and cattle farms of two different flat rate scenario's, is assessed with a farm-based sector model for Flanders.
