This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. Consumers increasingly demand products with specific social, ethical and environmental attributes as well as food products with regional identity. We investigated consumer preferences and willingness to pay for selected OrganicPlus arguments referring to such product attributes. The OrganicPlus arguments were communicated on organic egg packages and tested by means of consumer choice experiments in five European countries in a near-buying situation. The data was analysed with multivariate analysis. Our study suggests that consumers prefer organic egg packages displaying OrganicPlus arguments rather than packages without OrganicPlus arguments. The European project LIVESEED (www.liveseed.eu) is based on the concept that cultivars adapted to organic systems are key for realizing the full potential of organic agriculture in Europe. Il risultato principale della nostra ricerca ha confermato che la comunicazione degli attributi etici addizionali offre a molte aziende biologiche una reale opportunità di differenziazione dei propri prodotti nel più vasto mercato biologico. Molti consumatori e produttori sono d’accordo sul fatto che la produzione biologica in conformità al regolamento UE sull’agricoltura biologica (834/2007) non rappresenta la ‘fase finale’ in riferimento a una produzione alimentare sostenibile ed etica. The existing method of certification in organic agriculture system, which requires a periodical inspection for all the operators, is inefficient due to the high cost of these controls. A risk based decision support system, that could assist the inspection body during the planning of the annual inspection visits, is advocated to be more cost-effective and efficient. Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. So far no official statistical data on the current status of organic viticulture in Europe exist. Even though most countries in the European Union, the EU accession countries and the EFTA countries collate data on their land under organic management, figures on land use patterns are not always available. The share of organic vineyards of all vineyards is still small. The percentage of organic vineyards is – with the exception of Greece, Italy, Spain - smaller than the percentage of organic land of all agricultural land in the respective countries. A Risk Based Inspection (RBI) scheme is a planning tool used to develop the optimum plan for the execution of inspection activities. Organic certification system could benefit from the implementation of RBIs in terms of higher effectiveness, i.e. trustability, and lower transaction costs for organic operators. Data from certification bodies provide basic information about non-compliances and structural aspects of organic operators. Here we propose a methodological approach to risk analysis modelling, based on discrete choice models and Bayesian networks, both aiming at the identification of key risk factor in the organic certification process in the European Union. |
