Empirische Untersuchungen zum optimalen Spezialisierungsgrad ökologisch wirtschaftender Marktfruchtbetriebe AgEcon
Francksen, Tammo; Gubi, Gunther; Latacz-Lohmann, Uwe.
This paper employs the concept of technology efficiency to analyse the optimal degree of specialisation of organic arable farms. Based on bookkeeping data from 461 organic farms, three technology specific frontiers (each representing a different degree of specialisation)and an all-encompassing metafrontier are estimated using a combination of Data Envelopment Analysis and Window Analysis. The results indicate that a significant proportion of sample farms have not chosen their optimal degree of specialisation. We quantify the potential productivity gain from switching to the optimal specialisation class. This is highest for moderately specialised farms switching to higher degrees of specialisation. We demonstrate that there are significant differences in...

Efficiency and total factor productivity in post-EU accession Hungarian sugar beet production AgEcon
Fogarasi, Jozsef.
This paper analyses efficiency and total factor productivity (TFP) in Hungarian sugar beet production applying non-parametric frontier techniques. For 2004 and 2005 efficiency and TFP are calculated by Data Envelopment Analysis (DEA) and by a Malmquist index respectively. Between 2004 and 2005 the average technical efficiency was very stable, around 0.80 for CRS efficiency and 0.87 for VRS efficiency, suggesting that in both years farms were similarly clustered towards the frontier. The analysis of returns to scale reveals that during both years half (48%) of the sugar beet growers were operating under increasing returns to scale. In the two analysed years changes occurred between decreasing returns to scale and scale efficient farms, when the first...

AGRICULTURAL PRODUCTIVITY ANALYSIS OF EUROPEAN UNION AND EASTERN REGIONS AgEcon
Serrao, Amilcar.
This research work uses stochastic frontier analysis (SFA) and data envelopment analysis (DEA) to examine the sources of agricultural productivity growth over time and of productivity differences among countries and regions in European Union over the period 1980-1998. A comparison of the mean productivity scores obtained by the two approaches show that DEA results are higher than in SFA results, because DEA fits a tighter (more flexible) frontier than the translog frontier. This study is a valuable warning for people to be carefully about the effects of the methodology choice upon their results and to use more than one approach if they suspect that it may have some influence.

Impact of groundwater markets in peninsular India on water use efficiency: A Data Envelopment Analysis approach AgEcon
Manjunatha, A.V.; Speelman, Stijn; Van Huylenbroeck, Guido; Chandrakanth, Mysore G..
In the hard rock areas of India, overdraft of groundwater has led to negative externalities, increases costs of groundwater irrigation and causes welfare losses. Groundwater markets are slowly emerging as niche markets to improve water distribution and to mitigate water scarcity by stimulating more efficient use. A sample containing water sellers, water buyers and control farmers was collected to test the hypothesis of more efficient water use. The effect of groundwater market introduction on the efficiency of water use is studied using Data Envelopment Analysis (DEA). The calculated subvector efficiencies for water use show that water buyers use water most efficient. But also water sellers are more efficient in their water use than the control group....

Measuring Eco-efficiency of Agricultural Activity in European Countries: A Malmquist Index Analysis AgEcon
Serrao, Amilcar.
This paper develops an environmental performance index by applying the benefit of the doubt weighting and the Malmquist index concepts using Kuosmanen and Kortelainen’s approaches. The main difference between these approaches and other methods is that environmental performance is based on the definition of the eco-efficiency as the ratio of economic value added to the environmental damage index. The overall environmental performance index is also decomposed into two components representing changes due to technological progress (or regress) and due to changes in relative eco-efficiency. The dynamic environmental performance analysis is applied to 15 European agricultures from 1990 to 2004. Model results show that technical progress mostly explain...

Beurteilung der technischen Effizienz der Agrarsektoren der EU-Beitrittsländer anhand parametrischer und nichtparametrischer Analyseverfahren AgEcon
Francksen, Tammo; Latacz-Lohmann, Uwe.
This paper employs Data Envelopment Analysis and Stochastic Frontier Analysis to examine the technical efficiency of the agricultural sectors of the Central and Eastern European accession Countries (CEECs) during the period 1998-2001. The results indicate that the agricultural sectors of many accession countries are both technically inefficient and scale-inefficient. The analysis of changes in total factor productivity suggests slow rates of adoption of technical progress, declining technical efficiency of agricultural enterprises and, as a result, less efficient use of existing technologies and resources during the considered time period.

Technical Change Performance and Water Use Efficiency in the Irrigated Areas: Data Envelopment Analysis Approach AgEcon
Chemak, Fraj.
In order to cope with the water scarcity, Tunisia has to manage efficiently the water demand of the economic and social sectors mainly that of the agricultural irrigated activities. Within this context, this investigation aims to analyze the technical efficiency, the water use efficiency and the dynamic of the productivity of the irrigated areas in the Sidi Bouzid region. Farm surveys have been carried out during 2003 and 2007 cropping years and technology performance has been assessed using Data Envelopment Analysis approach. Malmquist index has been also computed in order to characterize the productivity change. Empirical findings showed that the technical efficiency of the farms has increased by 17% during this period leading to an improvement of the...

TECHNICAL AND ECONOMIC EFFICIENCY OF RUSSIAN CORPORATE FARMS: THE CASE OF THE MOSCOW REGION AgEcon
Svetlov, Nikolai M.; Hockmann, Heinrich.
The research focus of the paper is to distinguish allocative and technical inefficiencies on Moscow region corporate farms. DEA specifications with both monetary and technical objective functions are applied. Reduced costs and sensitivity analyses are used to identify fixed inputs constraining either allocative or technical efficiency. To decrease heterogeneity and allow for the accessibility to different technologies of a given farm, the farms are grouped with respect to the set of outputs they produce. Thus, as a result of an unstable market environment, it is shown that allocative inefficiency causes 65-100 % (depending on the group) of total inefficiency in 2002 and 60-96 % in 1999. As for technical inefficiency, in 1999 its major source was the lack...

DUTCH, HUNGARIAN AND GERMAN DAIRY FARMS TECHNICAL EFFICIENCY COMPARISON AgEcon
Kovacs, Krisztian; Emvalomatis, Grigorios.
The abolishment of the dairy quota system in the EU is expected to increase competition across dairy farms in Europe. Assuming a common price for milk in the EU, only the most efficient farms will survive in the new environment. The main objective of the paper is to compare dairy farms in Germany, The Netherlands and Hungary about their technical efficiency. In the first part of the research, the efficiency is measured by partial efficiency indexes using one dimensional efficiency measuring. In the second part, the Data Envelopment Analysis (DEA) have to be used to measure efficiency in a multidimensional space, using six inputs and two outputs. It appears from the results that the highest efficiency farms are in the Netherlands, and then Germany and...

DEA APPLICATION TO EVALUATE THE TECHNICAL AND ECOLOGICAL EFFICIENCY OF WATER PRICING POLICIES AgEcon
Giannoccaro, Giacomo; Prosperi, Maurizio; Zanni, G..
With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are required to pursue the improvement of the use efficiency of the water resources in the agricultural sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate the technical and the ecological efficiency of the policy. According to our results, we found that, coherently with the WFD principles, the direct pricing methods show the highest levels of efficiency. However, we have also found that some indirect pricing methods show relatively high levels of efficiency. Therefore, since the high cost for the management and...

Assessment of Environment Impact of CAP Reforms on European Agricultural Production Efficiency AgEcon
Serrao, Amilcar.
The studies of performance and production efficiency have ignored additional products of most transformation processes classified as undesirable outputs. Without the inclusion of the undesirable outputs, the efficiency measurement is a purely technical measure, and it does not account for the interaction of the system with the environment and the impact of policy decisions on the system. Moreover, there are technological dependencies between the desirable and the undesirable outputs which have to be included in the analytical tools used to measure efficiency. The relationships between the desirable and the undesirable outputs motivate the exploration of new areas of the measurement of efficiency to incorporate policy decisions and address new issues. This...

ESTIMATING NON-CONCAVE METAFRONTIERS USING DATA ENVELOPE ANALYSIS AgEcon
Breustedt, Gunnar; Francksen, Tammo; Latacz-Lohmann, Uwe.
In this article we propose non-concave metafrontiers for estimating the inefficiency among production functions which do not necessarily belong to the same technology. In this case, estimating a joint production by literature approaches might be inappropriate. We call this inefficiency technological inefficiency and suggest Data Envelopment Analysis to construct a metafrontier production function which consists only of parts of different (group) frontier production functions. Thus, in contrast to the common literature our metafrontier does not need any assumptions additional to the group production functions. We illustrate our approach by means of a large sample of differently diversified crop farms. Results show that the literature approach overestimates...

Measuring Technical Efficiency of Dairy Farms with Imprecise Data: A Fuzzy Data Envelopment Analysis Approach AgEcon
Mugera, Amin W..
This article integrates fuzzy set theory in Data Envelopment Analysis (DEA) framework to compute technical efficiency scores when input and output data are imprecise. The underlying assumption in convectional DEA is that inputs and outputs data are measured with precision. However, production agriculture takes place in an uncertain environment and, in some situations, input and output data may be imprecise. We present an approach of measuring efficiency when data is known to lie within specified intervals and empirically illustrate this approach using a group of 34 dairy producers in Pennsylvania. Compared to the convectional DEA scores that are point estimates, the computed fuzzy efficiency scores allow the decision maker to trace the performance of a...

The Data Envelopment Analysis (DEA) for determining the efficiency of a production AgEcon
Lissitsa, Alexej; Babitcheva, Tamara.
The Data Envelopment Analysis (DEA) is a relatively new method to measure Technical Efficiency (TE). TE of a Decision Making Unit (DMU) is defined as a ratio of the produced goods and services (Outputs) to the used resources (Inputs). Efficiency comparison become more complicated when market values of the Inputs and Outputs are not available and the figures are expressed in the different measurement units. So, aggregation of the figures into cost or revenue groups become impossible. Such efficiency analysis is especially important for the enterprises in the transformation process. In DEA the Linear Programming (LP) is used to determine relative efficiency of the analysed enterprises. The basic principles of the DEA are introduced in this Discussion Paper...

Measurements of Agricultural Productivity and Efficiency Gains from NAFTA AgEcon
Yeboah, Osei-Agyeman; Gunden, Cihat; Shaik, Saleem; Allen, Albert J.; Li, Tongzhe.
The primary objective of this study is to empirically determine whether North American Free Trade Agreement (NAFTA) has contributed to increased agricultural productivity in any of its member countries. Implementation of the NAFTA began on January 1, 1994. This agreement removed most barriers to trade and investment among the United States, Canada, and Mexico, in which all non-tariff barriers to agricultural trade between these countries were eliminated. Data Envelopment Analysis (DEA) and the Malmquist Productivity Index were used to estimate the total factor productivity change, technical change, and efficiency change of agricultural production for each NAFTA country. Then, using time series data, the efficiency changes in countries were compared to...

Normative Economics or Improvement of Economic Life at Regional Level in the Czech Republic AgEcon
Klufova, Renata; Friebelova, Jana; Faltova Leitmanova, Ivana.
In the context of improvement of economic life, normative economics has to cope, if it is not only a theoretical construct, with various facts which are brought by the economic reality. Becoming aware of the mutual causality of economic phenomena and processes, the consideration of these facts should first define factually a particular area of interest and then identify formally a direction of its improvement. To reduce regional disparities, the key points are both the selection of disparities identification criterions and the specification of values of these criterions. The paper deals with the area which is nowadays relatively common – regional disparities. The improvement in this sense focuses on the decreasing of differences between particular regions...
