It is widely believed that a number of countries, including the EU, engaged in dirty tariffication during the Uruguay Round of trade talks. This article examines the EUs record on sugar and finds little evidence to substantiate the claim. However, world prices increased between the base period (1986-88) and the date of implementation (1995), and so tariffication resulted in an increase in the tax that would have been charged on sugar imports into the EU. As well, the Special Safeguard provisions meant that a substantial additional levy could be charged. |

The role of trust in eight selected agri-food chains in four EU countries is explored. The empirical analysis is based on a qualitative assessment of 28 expert interviews conducted in summer/autumn 2005. The findings suggest that trust is more pronounced among SMEs which are characterised by the existence of personal relationships between business partners. However, as is clear for pork breeders, if a source of distrust exists, trust may not fully develop. Megállapítható, hogy Magyarország Európa kukoricatermelésében jelentős szerepet játszik, annak ellenére is, hogy az 1980-as évek közepétől nem tart lépést a hazai termésátlagok növekedése az EU-15 tagállamának átlagával. This study attempts to identify and measure quantitatively the effects of changing economic environment and trade policies on China’s agricultural imports from the EU as well as globally. The approach is to model behavioural relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. The results indicate that Chinese agricultural imports are relatively inelastic to absolute price changes, but relative price changes significantly affect the market shares of EU exports due to price competition. Given the importance of EU demand for chilled fish fillets to the exporting sectors in Tanzania and Uganda, this study estimated the EUs import demand for fillets by country of origin to assess the competitiveness of exporters. Results imply that prices in Tanzania and Uganda had an insignificant impact on total imports expenditures in the EU. Conditional and unconditional cross-price effects indicated that exports from Lake Victoria did not compete with exports from other suppliers, such as Iceland, Norway and ROW. Import demand forecasts showed that market share in the EU should remain relatively unchanged given the trend in prices. |

This paper examined China’s agricultural imports in regard to income growth, import price changes, and tariff reductions due to China’s trade liberalisation. More specifically, it attempted to model behavioural relationships in the agricultural trade between China and the EU by using annual trade data from 1986 to 2005. Econometric models were constructed for six agricultural products exported from the EU to China – frozen pigmeat, frozen fish, whey, barley, beer, and wine. The European Union’s sugar policy, in place since 1968, underwent its first major reform in 2005 in response to mounting and unsustainable imbalances in supply and demand. The reform, however, targeted only a few policy instruments (intervention price cut, voluntary production quota buyout, and restrictions on nonquota sugar exports), while leaving other key policies unchanged (interstate quota trading, sugar-substitute competition, and import barriers). This paper examines the performance of African agri-food exports to the EU market over the first decade of the new millennium. The EU is Africa’s single largest export market absorbing just half of all African agri-food exports. Substantial structural change is taking place in EU agriculture. Average farm size is increasing and labour is continuing to move out of the sector. Slow growth in food demand and the effects of technological change on supply are likely to exert downward pressure on real agricultural prices. Within this context, policies at the EU and national levels will have mixed effects on economic adaptation and structural change. There is considerable uncertainty about the long-run viability of the so-called European model of agriculture, particularly given the intensification of pressures for change through economic globalisation. |

The present paper provides an analysis of agricultural sigma convergence in four old Member States and in Hungary. The analysis was derived from the output and input data from the Economic Accounts for Agriculture between 1990-2005. The results obtained indicate significant convergence in the old Member States and Hungary. First of all this held true for incomes but the inputs do not reveal a perceptible pattern. However, in terms of outputs Hungary lags well behind the Old Member States, but the difference is not nearly as great for inputs. Previous analyses of dairy farm structural change focused on the variation over time in one or a small number of regions. Here we present an EU15-wide analysis of the change of the number of farms in different size classes. The purpose is (1) to identify the differences in regional development patterns and (2) to measure the explanatory relevance and effect of key factors suggested in the literature. Apart from the unprecedented scope, the underlying Markov chain analysis also contributes by combining observed transitions in micro data with macro data on farm numbers. Results show widely significant impacts of most explanatory variables, but also reveal the complexity of the underlying processes. |

The regulatory regime for contamination permits the imposition of import bans with neither a scientific justification nor a risk assessment. No scientific assessment of Triffid flax was done prior to the import ban.
