IOC Committee on International Oceanographic Data and Information Exchange OceanDocs
The Sixteenth Session of the IOC Committee on IODE was attended by nearly 100 participants from 37 countries and a number of partner organizations. The Committee recommended specific support to the IODE Regional Coordinators. In view of the success of the “Pilot Project on the Revision of MEDI” the Committee recommended to (i) make the MEDI a permanent IODE programme; (ii) establish a Steering Group for MEDI; and (iii) include the MEDI software tool in IODE training activities and capacity building products/projects. The Committee recognized the importance for IODE, through its data centres, to actively participate in the planning of marine scientific and monitoring programmes. IODE’s web presence OceanDocs

The history of the IODE programme’s web presence goes back to September 1995 when the IOC’s web site was opened as one of the first UNESCO web sites. As the site was developed by the Ocean Services unit staff (Ocean Services also includes IODE) emphasis was put from the start on users services. This led to several on-line information products such as the Ocean Pilot, Ocean Experts Directory (the precursor of GLODIR), IOC’s on-line Publication service, IOC’s List of Acronyms, International Marine Meeting List, Oceans Electronic Mailing Lists and Ocean Software

Repackaging Marine And Aquatic Information For Fishermen In Ghana: The Way Forward OceanDocs

The study is an attempt to provide a model or prototype for basic information on fishing such as required by fishermen in Ghana. It is based on questions raised by the fishermen themselves. Numerous researches have been carried out on marine and aquatic resources but the findings remain abstract to fishermen, the majority of whom are illiterate. The information needs of the fishermen is repackaged in easily comprehensible form. Types of fishing implements, techniques of fish preservation, marketing methods, fish farming and further sources of information are given. The next step is to translate this information into the local languages.

In this manual a complete overview is provided of the procedures to develop national or regional information exchange networks within a developing country framework. Attention is given to types of information which need to be exchanged, identification of network components, the network structure, the role and responsibilities of a dispatch centre and its staff. The Global Directory of Marine and Freshwater Professionals: OceanExpert OceanDocs

OceanExpert started as the Global Directory of Marine (and Freshwater) Professionals (GLODIR) in 1997 after the IODE Group of Experts on Marine Information Management (GE-MIM) had noted that the International Directory of Marine Scientists project, developed and maintained in the 1970s and 1980s by several UN agencies had been stopped despite its high appreciation by the ocean research community. The first version of the new GLODIR was launched in 1997 as a web product enabling experts to enter and edit their information. This third version of the plan has been drafted based on comments received at the GOOS SC meeting held in Beijing in April, 1999 and from the GOOS Project Office recently. There has been a major rewrite by which the document has become more of a strategy document for the development of GOOS data management. In addition to the strategies the document will contain details of the elements of the initial observing system and the participating organizations. It is intended to be a live document on-line that will continue to be a complete reference for GOOS data management.

The second phase of the project for the development of an Ocean Data and Information Network for Africa (ODINAFRICA-II) aims at enabling member states from Africa to get access to data available in other data centres, develop skills for manipulation of data and preparation of data and information products, and develop infrastructure for archival, analysis and dissemination of the data and information products. The ODINAFRICA project proposal was prepared by experts from institutions in Africa that had taken part in the earlier phases of the project, including the two projects on Regional Cooperation in Scientific Information Exchange (RECOSCIX-CEA and RECOSCIX-WIO), as well as the Ocean Data and Information Network for Eastern Africa (ODINEA).

Information-related courses in a new international study programme in ecological marine management OMA

This contribution focuses on some courses that are related to information, in a specialized study programme in ecological marine management, named ECOMAMA. The ECOMAMA postgraduate specialized study programme is organized mainly in the faculty of science of the Vrije Universiteit Brussel (V.U.B.) in Belgium. It started in 1997. It is international in the sense that many students come from developing countries besides a few students from Belgium. It is an inter-university programme in the sense that the professors come from many universities and scientific institutes in Belgium. Normally it takes two years to obtain the degree.

COMPUTER ADOPTION AND USE OF INFORMATION SERVICES BY NORTH CAROLINA COMMERCIAL FARMERS AgEcon

The extent of information use by farmers for farm management is tracked in terms of computer adoption and usefulness, and the use of professional providers of information services. The study is based on a survey conducted in 1991, on North Carolina, as part of a regional project involving about fourteen states. The results revealed a low rate of computer adoption by the farmers surveyed. However, computer adoption and usefulness were explained by farm size, educational attainment and farm income. Also farmers' use of professional services, such as that provided by tax preparers and extension agents were positively influenced by farm size, age and educational level.

A Preliminary Assessment of the Potential Role of Information and Communication Technology in Support of Poverty Alleviation Policies for Rural Populations--AGRI-ICT Project Report AgEcon

This working paper summarizes the results of a structured collective exercise where participants first presented their country reports and experience. A cross-country comparison was then conducted, item by item in order to identify common and specific problems. A brainstorming approach enabled to discuss possible solutions and strategies to be further tailored for each country. Finally, in a follow up step these strategies were synthesized into a more comprehensive framework intended to provide basic guidelines for other Asian and Pacific countries in the field of ICT to support decision-making for poverty alleviation in rural areas where poor populations rely on the CGPRT sector.
