Discussion Paper 32 contains information on property relations and profitability of 100 Russian large-scale farm enterprises, gathered in interviews in the Volgograd region in 2000. They are an integrated part of research activities concerning the privatisation and restructuring of farm enterprises in Central and Eastern Europe and take up the subject of Discussion Paper 18. 31 questions were formulated. The answers were evaluated using multivariate statistical methods. Comprehensive knowledge was obtained about number and size of land and capital shares, voting mode, indebtedness, cost of social security contributions for the employees and of the support for household plots and ensuing consequences for the profitability of enterprises. The main issues of land consolidation in Hungary, with special regard to the voluntary exchange of lands AgEcon

Land ownership and company structure is much more stabile in the agriculture of West- European countries than in Hungary. Therefore the lack of established land policy, land consolidation and farm regulation play the key role on the Hungarian agriculture’s ”map of problems”. These are strongly correlated and tasks urgently to be solved. These measures could help to raise the international competitiveness of Hungarian agriculture, positively influence the population supporting and keeping ability of the agricultural sector, and enable an environmentally sound management. A kérdések széles területet ölelnek fel, ami folytatható a földvédelemmel, a kör-nyezetvédelemmel, a földadó kérdésével stb. A politikának – kompromisszumokkal és megegyezéssel – mielőbb lépnie kell, mert a rendezett birtokviszonyok növelik a földárat, élénkítik a termőföld iránti keresletet. Az emelkedő árak ugyanakkor bővítik a földkínálatot, végeredményben élénkül az egész földpiac. Ez a leghatékonyabb eszköz a termőfölddel kapcsolatos spekulációk visszaszorítására.
