Environmental and social justifications for organic conversion subsidies are as pervasive in the United States as in Europe, but national policy does not explicitly support organic agriculture. Using Sweden's experience, we analyze factors that affect whether a subsidy is required to motivate organic conversion. We use a utility difference model to compare farmers who converted before and after the subsidy. Significant factors in conversion without subsidies are greater livestock diversity and more sales outlets. Farmers requiring subsidies manage larger farms, are more concerned with organic inspection quality and adequacy of technical advice, and reside in areas with more organic farms. Interest in establishing nationally uniform certification, labeling, and management standards for organic products grew out of concern that the existence of multiple standards led to consumer and supply chain confusion about, and lack of confidence in, these products. The National Organic Program Final Rule, issued in December 2000, is the result of this interest. We analyze the certification system that was in place prior to the new national rule to evaluate the extent of differences between certification standards and how the national rule is likely to impact the market for organic products. The aim of this work is to analyze the model of consumer involvement with organic fruits and vegetables. An empirical survey was carried out using a 371 sample size questionnaire, which allowed for both path and multigroups analysis to be done. Based on the results obtained, we can affirm that the level of motivation to consume organic fruits and vegetables is intermediate, as the predominant motives are safety and self-realisation, and the volition model follows an inverse theoretical learning process. A framework is developed to examine organic crop insurance established by the Risk Management Agency (RMA). Given that RMA links organic and conventional crop prices, the model is calibrated to reflect both markets to illustrate the impacts that pricing has on insurance coverage. Findings indicate that at the 75% coverage level, RMA's fixed price factor implies an effective coverage ranging from 45% to 106% depending on the ratio of planting-time organic to conventional market prices. Results suggest RMA's program is likely to induce adverse selection, because the nominal coverage level is likely to substantially deviate from the effective coverage. |
