Multistakeholder environmental governance in action: REDD+ discourse coalitions in Tanzania Ecology and Society
Rantala, Salla; University of Helsinki; University of Eastern Finland; salla.rantala@helsinki.fi; Di Gregorio, Monica ; University of Leeds; M.DiGregorio@leeds.ac.uk.
Balancing interests to achieve legitimate and effective policies is a primary and pressing challenge in countries’ efforts to prepare their national reducing emissions from deforestation and forest degradation (REDD+) strategies. Using Tanzania as a country case, we investigated the most polarizing policy discourses and assessed the influence of competing discourse coalitions on the drafting of the national REDD+ strategy. We combined discourse and social network analysis to identify discourse coalitions and assess their influence. The findings indicate that the national REDD+ strategy largely reflects the positions of the discourse coalition that is controlled by powerful state actors who support central control of REDD+ financial mechanisms....

Pausing at the Brink of Interdisciplinarity: Power and Knowledge at the Meeting of Social and Biophysical Science Ecology and Society
MacMynowski, Dena P; Stanford University; macmynowski@stanford.edu.
Interdisciplinary environmental research has been deemed essential to addressing the dynamics of coupled social-biophysical systems. Although decades of scholarship in science and technology studies (STS) take the analysis of interdisciplinarity out of the realm of anecdote, there is almost no overlap between this literature and discussions of interdisciplinarity in ecology-oriented journals. The goals of researchers in these areas are quite different, and thus far, their analyses of interdisciplinarity have been incommensurate with each other's purposes. To introduce an STS perspective into how environmental scientists think about interdisciplinarity, I argue that biophysical and social scientists are not just bringing information and different...

Frames of Scale Challenges in Finnish and Greek Biodiversity Conservation Ecology and Society
Apostolopoulou, Evangelia; Department of Ecology, School of Biology, Aristotle University of Thessaloniki ; evaposto@bio.auth.gr; Paloniemi, Riikka ; Environmental Policy Centre, Finnish Environment Institute (SYKE); riikka.paloniemi@ymparisto.fi.
Global conservation expansion has been associated with significant changes in cross-scale interactions and in the discourses surrounding them engendering new scale challenges in the field of biodiversity conservation. In this paper, we analyze frames of scale challenges by drawing on evidence from eight focus groups of stakeholders and scientists from Greece and Finland. By following a systematic frame analysis we found three dominant frames. First, framing scale challenges as mainly derived from knowledge gaps regarding ecological scale emphasizes the scale problems occurring when only limited consideration is given to the scale-dependence of ecological phenomena. This prioritizes the formulation of scientifically informed conservation policies,...

From coastal timber supply area to Great Bear Rainforest: exploring power in a social–ecological governance innovation. Ecology and Society
Moore, Michele-Lee; University of Victoria; mlmoore@uvic.ca; Tjornbo, Ola; SiG@Waterloo, University of Waterloo; ola.tjornbo@gmail.com.
As the 2005 Millennium Ecosystem Assessment revealed, many social–ecological systems around the world are currently being governed unsustainably. Consequently, social innovation is needed to transform current governance regimes and introduce new more resilient arrangements. Although dominant institutions and social groups may resist such innovations which threaten the status quo and their interests, groups on the margins of the established social order can often trigger governance transformations, despite a lack of conventional financial and institutional resources. In particular, there are numerous cases of marginalized groups initiating processes of radical change to establish sustainable governance practices for threatened...

The need to develop successful collaborative strategies is an enduring problem in sustainable resource management. Our goal is to evaluate the relationship between information networks and conflict in the context of collaborative groundwater management in the rapidly growing central highland region of Arizona. In this region, water-management conflicts have emerged because of stakeholders’ differing geographic perspectives and competing scientific claims. Using social network analyses, we explored the extent to which the Verde River Basin Partnership (VRBP), which was charged with developing and sharing scientific information, has contributed to collaboration in the region. To accomplish this, we examined the role that this stakeholder...

Reducing Emissions from Deforestation and Forest Degradation (REDD+) is a priority issue for forest and climate policy in Indonesia, and REDD+ policy-making activity has been characterized by considerable public consultation. Despite this engagement, discussions on REDD+ in Indonesia are reported to have remained top-down, a disconcerting pattern when adaptive governance and transformational change require cross-scale and cross-sectoral communication. Explicitly modeling the patterns of information exchange related to REDD+ can clarify these claims and help identify potential barriers to the transformational change needed to implement REDD+. We used data obtained through semistructured and structured interviews held in 2011 with representatives from a...

DESIGN OF ELECTRONIC CONTROL GOVERNOR FOR A SINGLE CYLINDER GASOLINE ENGINE BASED ON AN INTELLIGENT SENSING ALGORITHM REA
Sun,Lixiang; Yang,Yan; Ma,Fang; Jing,Wen; Zheng,Yibo; Wu,Hao.
ABSTRACT At present, most large machinery and vehicle engines are electronically controlled but their electronic control systems are too expensive to be popularised and applied in small gasoline engines with relatively low prices. Therefore, small gasoline engines still use mechanical speed regulators. Mechanical speed regulators not only have the defects of inertia lag, friction resistance, inherent speed regulation and the like, but also have the disadvantage that dynamic performance and steady performance cannot be combined, which is not suitable for the increasingly improved speed regulation performance of gasoline engines. This paper describes the design of an electronically controlled intelligent governor for small gasoline engines. Starting from a...

Perfomance evaluation of a direct injection engine using different blends of soybean (Glycine max) methyl biodiesel REA
Nietiedt,Gustavo H.; Schlosser,José F.; Russini,Alexandre; Frantz,Ulisses G.; Ribas,Rodrigo L..
Diesel fuel is used widely in Brazil and worldwide. On the other hand, the growing environmental awareness leads to a greater demand for renewable energy resources. Thus, this study aimed to evaluate the use of different blends of soybean (Glycine max) methyl biodiesel and diesel in an ignition compression engine with direct injection fuel. The tests were performed on an electric eddy current dynamometer, using the blends B10, B50 and B100, with 10; 50 e 100% of biodiesel, respectively, in comparison to the commercial diesel B5, with 5% of biodiesel added to the fossil diesel. The engine performance was analyzed trough the tractor power take off (PTO) for each fuel, and the best results obtained for the power and the specific fuel consumption,...

PERFORMANCE OF AN AGRICULTURAL DIESEL ENGINE USING DIFFERENTS FUELS REA
Perin,Gismael F.; Schlosser,José F.; Galon,Leandro; Rodrigues,Fabrício A.; Frantz,Ulisses G..
ABSTRACT The use of fuels for agricultural Diesel engines cycle, both of mineral origin (Diesel) or vegetable and animal origin (biodiesel) can significantly alter its performance. Therefore, the aim of this study was to quantify the change in torque, power and consumption of agricultural Diesel engine fuel using minerals and vegetables fuels. It was used a tractor power take-off coupled to a magnetic brake dynamometer (for measuring speed and torque for subsequent calculation of power), and a flow meter (for measuring the hourly fuel consumption and specific fuel consumption calculation). Eleven different fuels (S10 mineral diesel with 5%, 10%, 15%, 20% and 50% biodiesel and mineral diesel S500 with 5%, 10%, 15%, 20% and 50% biodiesel, have been used pure...

Bringing ‘Deep Knowledge’ of Fisheries into Marine Spatial Planning ArchiMer
Said, Alicia; Trouillet, Brice.
In marine spatial planning (MSP), the production of knowledge about marine-based activities is fundamental because it informs the process through which policies delineating the use of space are created and maintained. This paper revises our view of knowledge—developed during the mapping and planning processes—as the undisputed factual basis on which policy is developed. Rather, it argues that the construction, management, validation, and marginalisation of different types of knowledge stemming from different stakeholders or disciplinary approaches is at the heart of policy and planning processes. Using the case of fisheries-generated knowledge in the implementation of MSP, we contend that the fisheries data informing the MSP process are still very much...

Collective Action and Property Rights for Poverty Reduction: A Review of Methods and Approaches AgEcon
Mwangi, Esther; Markelova, Helen.
While much attention has been given to examining various aspects of poverty, a number of studies have shown that institutional environment in which the poor exist conditions welfare outcomes, thus highlighting the inherently crucial importance of institutions for poverty reduction. The institutions of property rights and collective action are among those identified as playing a major role in the livelihood strategies of the poor. This paper highlights ways to operationalize the conceptual framework developed by Di Gregorio and colleagues (2008), which provides an analytical tool to study poverty through the institutional lens with a special focus on collective action and property rights. By emphasizing the multidimensionality of poverty, the authors...

Power Struggle in the Food Chain? Lessons from Empirical Studies on Power Influences in Chains and Marketing Channels AgEcon
Belaya, Vera; Hanf, Jon Henrich.
Power plays a key role in any chain relationship. In the past large manufacturers such as Unilever and Nestle were the most dominant players in the chain. However, as a result of consolidation among retailers, power has shifted towards retailers. Nowadays such retailers as Wal-Mart, Carrefour, and Tesco are seen as powerful gatekeepers controlling the access to the end consumer. Moreover, branded manufacturers and large multinational retailers become increasingly dependent on fewer and larger suppliers who can deliver high quality products at competitive prices. Since many decades there is discussion going on about the role of power in chains and marketing channels. In order to understand how power and its interactions with other constructs in the chain...

Sample size and power calculations using the noncentral t-distribution AgEcon
Harrison, David A.; Brady, Anthony R..
The standard formulas for sample size and power calculation, as implemented in the command sampsi, make use of a normal approximation to the t-distribution. When the sample sizes are small, this approximation is poor, resulting in overestimating power (or underestimating sample size). One particular situation in which this is likely to be important is the field of cluster randomized trials. Although the total number of individuals in a cluster randomized trial may be large, the number of clusters will often be small. We present a simulation study from the design of a cluster randomized crossover trial that motivated this work and a command to perform more accurate sample size and power calculations based on the noncentral t-distribution.

Transfer of Institutions: Actors and Constraints - The Russian Case in a Global Context AgEcon
Oleinik, Anton.
Modernity is usually thought as a complex society with clearly differentiated spheres of everyday life. It means, in particular, that economic rules do not interfere with the norms structuring political, social, scientific and other interactions. The complex, differentiated society sharply contrasts with a "small" and homogeneous "pre-modern" society. The process of modernization, i.e. differentiation of the spheres of everyday life, can take various forms. In an advanced country it relies on internal forces. Modernization in this context looks like an evolutionary, "bottom-up" development. In a backward country (Russia and Germany in the first half of the 20th century), modernization requires a strong governmental (from the top to the bottom)...

Power and Supply Chain Management - Insights from Russia AgEcon
Belaya, Vera; Hanf, Jon Henrich.
The research topic of power relationships has been receiving increasingly more attention lately. However, only a few scientific works have studied power in the context of supply chain management. In this regard, intriguing research questions arise of how to distinguish among and deal with negative and positive effects of power in order to avoid problems and use power as an effective tool for supply chain management appear to be an important one. An important challenge, therefore, is to find out what role power plays in supply chain networks and how it affects supply chain management with specific attention to coordination and cooperation, and whether power can be utilized as a tool to promote the overall supply chain effectiveness. Therefore, the aim of...

A COORDENAÇÃO AGROINDUSTRIAL CITRICOLA BRASILEIRA E OS NOVOS RECURSOS DE PODER: DOS POLITICOS AOS JURIDICOS AgEcon
Paulillo, Luiz Fernando; Almeida, Luiz Manoel de Moraes Camargo.
This work shows that the political and legal resources available to citrus farmers have become as strategic as financial, technological and organizational resources. The study presents an analysis of the Brazilian citrus business governance, which is defined by the use of different strategies among citrus farmers and processing plants: the citrus farmers and their main association use political resources, while some big juice processing plants resort to legal resources. This opposition represents a new obstacle to the achievement of positive results by citrus farmers in the current power network. Court orders demonstrate that orange supply contracts have become a fundamental empowering instrument in the sector, leading to strategic gains for the juice...

Saberes, poderes e os dilemas das relações socioambientais AgEcon
Naves, Flavia Luciana.
In the last years the expression environment and the concern in relation to it became common. However, the environmental question, nowadays a social and sociological problem, has been constructed along human history, gaining new and different aspects and leading to different types of conflicts. Under an apparent “consensus” about the importance of the environment there are power conflicts to define, among others, the meaning of environment, the origin and solutions of the environmental problems and the forms of relations between society and nature, which influence the entire functioning of the society. A first step to advance in the discussion about this theme may be understanding that environment or nature is not so “natural”. Therefore, we propose to...

Property Rights, Collective Action, and Poverty: The Role of Institutions for Poverty Reduction AgEcon
di Gregorio, Monica; Hagedorn, Konrad; Kirk, Michael; Korf, Benedikt; McCarthy, Nancy; Meinzen-Dick, Ruth Suseela; Swallow, Brent M..
This paper presents a conceptual framework on how institutions of property rights and collective action can contribute to poverty reduction, including through external interventions and action by poor people themselves. The first part of the paper examines the initial conditions of poverty, highlighting the role of assets, risks and vulnerability, legal structures and power relations. The latter part investigates the decision-making dynamics of actors—both poor and non-poor—and how they can use the tangible and intangible resources they have to shape their livelihoods and the institutions that govern their lives. The paper concludes with a discussion of how attention to property rights and collective action can improve the understanding of outcomes in...
