The implementation of a crop insurance program is an old requirement of the agricultural sector. After the failure of the National Crop Insurance Company (CNSA), in the period of 1954 through 1966, the federal government started to stimulate the agricultural insurance market. Evaluating the 1996 EU food aid reform: Did it really lead to better targeting? AgEcon
Maas, Sarah.
The paper analyses the 1996 EU food aid reform and addresses the question of its impact on improving EU food aid allocation in terms of reaching those countries which are most vulnerable to food insecurity. Using a two-stage regression model the analysis finds that EU food aid in kind is increasingly targeted towards developing countries affected by food insecurity. Most importantly, characteristics such as low calorie supply and balance-of-payments difficulties gained in importance in EU food aid allocation during the recent years. However, even though progress is noticeable, the results suggest a lack of coordination between the EU and other food aid donors which exacerbates food aid variability and may lower aid effectiveness.

Performance of Crop Insurance Scheme in Udaipur District of Rajasthan AgEcon

farms in Salumber tehsil of Udaipur district during 2008-09. The study has revealed that farm income per family is higher on beneficiary farms as compared to non-beneficiary farms. The progress of crop insurance scheme in Rajasthan has been found positive, as is evidenced through compound and linear growth rates. In the Udaipur district, the progress of crop insurance scheme has been found positive, except the claim passed to the number of farmers and amount of sum insured. Does Gibrat's Law Hold Amongst Dairy Farmers in Northern Ireland? AgEcon

This paper tests whether the Law of Proportionate Effects (Gibrat, 1931), which states that farms grow at a rate that is independent of their size, holds for the dairy farms in Northern Ireland. Previous studies have tended to concentrate on testing whether the law holds for all farms. The methodology used in this study permits investigation of whether the law holds for some farms or all farms according to their size. The approach used avoids the subjective splitting of samples, which tends to bias results. The finding shows that the Gibrat law does hold except in the case of small farms. A Binary Logit Estimation of Factors Affecting Adoption of GPS Guidance Systems by Cotton Producers AgEcon

Binary logit analysis was used to identify the factors influencing adoption of Global Positioning System (GPS) guidance systems by cotton farmers in 11 Mid-south and Southeastern states. Results indicate that adoption was more likely by those who had already adopted other precision-farming practices and had used computers for farm management. In addition, younger and more affluent farmers were more likely to adopt. Farmers with larger farms and with relatively high yields were also more likely to adopt. Education was not a significant factor in a farmer’s decision to adopt GPS guidance systems.

The relationship between multifunctionality and the roles of rural communities has not been discussed fully although the connection between the two is an essential issue in the rural policy arena. Pursuing this issue, this paper considers that multifunctional hamlet activities are generated as institutional joint products within the hamlet. Also evaluated is the connection between multifunctional activities and institutional hamlet conditions under the Japanese direct payment program for less favored areas. Marketing Promotion of Texas Agricultural Products: The Rural Dimension of the GO TEXAN Program AgEcon

The Texas Department of Agriculture launched the GO TEXAN marketing promotion program in 1999 to support Texas agricultural and food production. The underlying assumption is that if successful, the program would support directly or indirectly the demand for Texas agricultural production and the well-being of the state’s rural population. This research analyzes responses to an official 2008 survey sent to the GO TEXAN program beneficiaries. Overall, this study suggests that not all activities in the program have a clearly positive impact. Survival and Growth of Family Farms in a Transition Country – The Hungarian Case AgEcon

The paper investigates the validity of Gibrat’s Law in Hungarian agriculture. We use FADN data between 2001 and 2007 and employ quantile regression techniques to test the validity of Gibrat’s Law across quantiles. The Law is strongly rejected for all quantiles, providing strong evidence that smaller farms tend to grow faster than larger ones. We provide a number of socio-economic factors that can explain farm growth. Of these we found that total subsidies received by farm and far operator’s age are the most significant factors.

On the Systemic Nature of Weather Risk AgEcon

Systemic weather risk is a major obstacle for the formation of private (nonsubsidized) crop insurance. This paper explores the possibility of spatial diversification of insurance by estimating the joint occurrence of unfavorable weather conditions in different locations. For that purpose copula methods are employed that allow an adequate description of stochastic dependencies between multivariate random variables. The estimation procedure is applied to weather data in Germany. Our results indicate that indemnity payments based on temperature as well as on cumulative rainfall show strong stochastic dependence even at a national scale. Análise espacial da produtividade agrícola no Estado do Paraná: implicações para o seguro agrícola AgEcon

This paper analyses the spatial pattern of the agricultural yield data. Using the spatial statistics, it is possible to estimate some parameters of the semivariogram to study the problem of the systemic risk, which has great implications for the crop insurance program in Brazil. In particular, the “range” parameter was estimated. This parameter measures the distance, in which the spatial correlation tends to zero. For the empirical analysis, county yield data was used provided by IBGE, for soybean and corn, in the state of Paraná, through 1990 and 2002. The results showed that there is spatial dependence in every year analysed, going to zero in relatively long distances (in km).

RUSSIAN AGRI-FOOD SECTOR: 16 MONTHS AFTER THE BREAKDOWN OF THE MONETARY SYSTEM AgEcon

In August 1998 the Russian foreign exchange market and financial system collapsed. As a consequence the rouble devaluated in real terms against the currencies of the main trade partners, generating an output push in the agri-food sector. This improved the financial health of most producer, thus "opening a window of opportunity" enhancing the long run growth prospects. But, it is not apparent whether the agri-food sector make use of the enhanced circumstances. Insufficient incentive systems due to non-enforcement of legal rules within firms and farms and lack of credibility of Russian government promote a rent-seeking behaviour of employer and employees. Human Resource Management Risks: Sources and Control Strategies Based on Dairy Farmer Focus Groups AgEcon

Human resource management in agriculture and associated risks are under-researched topics. To identify the sources of human resource management risks confronting dairy farms, gain insights into how dairy farmers perceive the impacts of these risks, and identify control strategies, four focus group discussions were held with dairy farm managers. Managers’ perceptions served to develop a framework for the analysis of human resource management risks in agriculture and derive recommendations for reducing these risks. Results of this study have been used to tailor educational programs for farmers and suggest strategies for future research.

Yield trend estimation in the presence of non-constant technological change and weather effects AgEcon

The application of yield time series in risk analysis prerequisites the estimation of technological trend which might be present in the data. In this paper, we show that in presence of highly volatile yield time series and non-constant technology, the consideration of the weather effect in the trend equation can seriously improve trend estimation results. We used ordinary least squares (OLS) and MM, a robust estimator. Our empirical analysis is based on weather data as well as farm-level and county-level yield data for a sample of grain-producing farms in Kazakhstan.

Cereal grains are important staple foods in Africa but yields are still too low at 1.5 tons per ha for maize while compared with a global average of 4.5 tons per ha. This can be partly attributed to limited development of commercial seed markets, low use of improved seeds, small and highly fragmented seed markets. Zusammenfassung: Ziel dieser Fallstudie ist, die Wirkung der Ausgleichszulage auf verschiedene Bereiche der Landwirtschaft und des ländlichen Raumes in einem „typischen“ benachteiligten Gebiet vertieft zu untersuchen. Die Region steht dabei stellvertretend für eine Ackerbauregion mit Roggenanbau auf leichten Böden in den neuen Bundesländern.
