This article examines the provision of public goods in an urban area and the effect voting has on the level and location of amenities throughout a city. It is particularly appropriate for small communities that must finance economic development projects with limited funds. The work presented is a result of working with rural communities throughout America that have seen their historic downtowns deteriorate as big box retail grows on the urban fringe. I find this shift in community development may be a result of the way local economic development is financed and projects are decided upon. This paper describes a global model for agriculture and bioenergy (GLOMAB) that incorporates biomass, biofuels and bioelectricity sectors into the GTAP-Energy model by expanding the global GTAP database, production and consumption structures. Biofuels are separated between first- generation (sugar ethanol, starch ethanol) and second- generation (cellulosic ethanol) biofuels and associated biomass feedstocks (maize, sugar cane, crop residues, woody biomass). Beside biofuels, the model also incorporates bioelectricity (as separate form conventional electricity) which competes for the same biomass feedstocks with cellulosic ethanol sector (agricultural residues, woody biomass). This article investigates how land-use regulations differentially influence suburban versus rural-residential development. Particular emphasis is placed on how both the provision of municipal services (e.g., sewer and water) and zoned maximum density constrain higher-density residential development. We estimated a spatially explicit model with parcel data on recent housing development in Sonoma County, California. To account for heterogeneity in compliance with zoning regulations, we used a random-parameter logit model. The designation of sewer and water services was the most important determinant of suburban development. Land use change in developing countries is of great interest to policymakers and researchers from many backgrounds. Concerns about consequences of deforestation for global climate change and biodiversity have received the most publicity, but loss of wetlands, declining land productivity, and watershed management are also problems facing developing countries. In developing countries, analysis is especially constrained by lack of data. This paper reviews modeling approaches for data-constrained environments that involve methods such as neural nets and dynamic programming and research results that link individual household survey data with satellite images using geographic positioning systems. |

The work aims at elaborating an investigative methodology which can highlight the transformation of territorial structures and the social-economic dynamics that influence management of the territory and landscape in order to provide operative instructions for an integrated elaboration of instruments for urban planning and economic programming. The investigation has taken into consideration, using GIS instrument, the evolution of the landscape, of the road network, of the settlements and of the socio-economic system in the period that goes from the early decades of the 19th century to the present period. We investigate conceptually and empirically the role of economic incentives in the primary land allocation in China in recent years. A theoretical analysis demonstrates how recent fiscal and governance reforms give rise to land conversion decisions and long run urban spatial sizes much like those generated by competitive land markets with private land ownership. An econometric investigation of Shanghai and the provinces surrounding it demonstrates the presence of rent gradients, often used as an indication of the presence of land markets.
