Water Conservation and Residential Landscapes: Household Preferences, Household Choices AgEcon

Communities throughout the Western United States are challenged by tight water supplies and swelling populations. Information is needed to better develop and target municipal water conservation programs. Significant water savings ranging from 35% to 70% are possible from changes in residential landscaping and improved management of outside watering, which often accounts for more than 50% of total residential water use. This study examines landscape choices of homeowners in three cities in New Mexico in order to identify and measure behavioral factors affecting water conservation. Basin-level use and productivity of water: examples from South Asia AgEcon

Discusses and illustrates concepts for identifying ways of improving productivity of water within basins. The results of applying a water accounting procedure to four sub-basins in South Asia (Bhakra in India; Chishtian in Pakistan; Huruluwewa in northern Sri Lanka; and Kirindi Oya in southern Sri Lanka) are presented. The methodology used identifies the quantities and productivity of various uses of water within a basin. This information is then used to identify the water-saving potential, and the means of improving the productivity of the managed supplies.

Of water withdrawn for agricultural crop irrigation, a portion is consumed and the remainder comes back to the hydrologic system as return flows. Previous models of irrigation water demand have mostly focused on the change in withdrawals in response to price changes, even though knowledge of the response of consumptive use is often more significant for river basin planning. This study develops a simulation/mathematical programming model of water demand representing an irrigation company in northeastern Colorado to analyze the effect of hypothetical price increases on both the demand for withdrawals and a derived demand for consumptive use. Heterogeneous Responses to Water Conservation Programs: The Case of Residential Users in Los Angeles AgEcon

We propose a detailed analysis of heterogeneity in households’ responses to water conservation programs (price increase, voluntary and mandatory conservation) during periods of water shortage. Using a unique dataset covering water consumption of all residential users in Los Angeles (California) during the drought (1988-1992), we show that households generally were responsive to the conservation measures but that the magnitude of households’ responses varies depending on the instrument and on households’ characteristics, in particular the size of their lot. Price elasticity is estimated between –0.29 and –0.47 in the high season (June-October), and between 0 and –0.19 in the low season (November-May). Determining the Price-Responsiveness of Demands for Irrigation Water Deliveries versus Consumptive Use AgEcon

A water-crop simulation/mathematical programming model of irrigation water demand in northeastern Colorado is formulated to develop an original concept of derived demand for consumptive use of water. Conventional demand functions for water deliveries are also developed, and the effect of hypothetical price increases on both consumption and delivery are illustrated. Findings indicate that demand elasticity estimates are quite sensitive to model specification, and consumptive use demand tends to be significantly less price-responsive than delivery demand. Thus price incentives are likely to have only limited impacts on basin-wide water consumption and would not make much additional water available for emerging demands.

Adoption and impacts of zero tillage as a resource conserving technology in the irrigated plains of South Asia AgEcon

The recent stagnation of productivity growth in the irrigated areas of the Indo-Gangetic Plains of South Asia has led to a quest for resource-conserving technologies that can save water, reduce production costs and improve production. The present synthesis of two detailed country studies confirmed widespread adoption of zero tillage (ZT) wheat in the rice-wheat systems of India’s Haryana State (34.5% of surveyed households) and Pakistan’s Punjab province (19%). Natural resource degradation and water scarcity are a global concern, which typically threatens the sustainability of smallholder farmers' livelihoods in semi-arid developing areas. As part of research efforts, a number of water-conservation technologies (WCT) have been developed, yet with low adoption rates in smallholder farming environments. This paper discusses the concepts of adoption and innovation, comparing the perspectives of research operators to the ones of smallholder farmers. The reduction in the availability of irrigation water and the increase in pumping costs resulting from the decline in the Ogallala Aquifer make good management decisions more critical for the survival of the farm firm and the success of the agricultural sector in the Texas Panhandle. Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. This paper describes the emergence of improved traditional planting pits (zaï) in Burkina Faso in the early 1980s as well as their advantages, disadvantages and impact. The zaï emerged in a context of recurrent droughts and frequent harvest failures, which triggered farmers to start improving this local practice. Measuring the Impact of the Environmental Quality Incentives Program (EQIP) on Irrigation Efficiency and Water Conservation AgEcon

Since the passage of the 1996 Farm Act, the Environmental Quality Incentives Program (EQIP) has provided over $10 billion in technology adoption subsidies. One of the national conservation priorities in EQIP is water conservation, but it is not known how participation in EQIP by irrigators affects water application rates and decisions to expand or reduce a farm’s irrigated acreage. Using a farm-level panel data set drawn from three national samples of irrigators taken in 1998, 2003, and 2008, this study provides the first national scale econometric estimates of the changes in water application rates and irrigated acreage that result when a farm receives EQIP payments.
