Valuing Benefits of Increasing Irrigation Water Use Efficiency AgEcon
Gyles, Oliver.
A false expectation based on the notion that it is easy to raise water use efficiency, and that all increases in water use efficiency will also increase net social welfare, will lead to gross underestimation of the economic impact of reduced irrigation allocations in the Murray-Darling Basin. A conventional benefit:cost analysis of policy options founded on an understanding of biophysical processes, sound accounting principles, a knowledge of the appropriate response functions and the economics of best operating conditions will reduce the potential for government failure. Some myths, pitfalls and traps for the unwary analyst or policy maker are outlined.

Groundwater policy: issues and alternatives in India AgEcon

This paper reviews policy-related issues discussed in recent conferences that will affect groundwater development and management efforts in South Asia. Emphasis is given to policy issues surrounding emerging groundwater depletion and quality concerns, and issues concerning the equitable development of groundwater for poverty alleviation. The paper outlines the range of services that depend on groundwater resources and outlines the range of services that depend on groundwater resources to provide these services, and the complications stemming from the fragmented approach taken to water management throughout the region. Impact of groundwater markets in peninsular India on water use efficiency: A Data Envelopment Analysis approach AgEcon

In the hard rock areas of India, overdraft of groundwater has led to negative externalities, increases costs of groundwater irrigation and causes welfare losses. Groundwater markets are slowly emerging as niche markets to improve water distribution and to mitigate water scarcity by stimulating more efficient use. A sample containing water sellers, water buyers and control farmers was collected to test the hypothesis of more efficient water use. The effect of groundwater market introduction on the efficiency of water use is studied using Data Envelopment Analysis (DEA). The calculated subvector efficiencies for water use show that water buyers use water most efficient. But also water sellers are more efficient in their water use than the control group....

Charging for irrigation water: The issues and options, with a case study from Iran AgEcon

Inadequate funding for maintenance of irrigation works and emerging shortages of water are prevalent. The use of water charges to generate resources for maintenance and to reduce demand is widely advocated. Examples from other utilities, and from the domestic/industrial sectors of water supply suggest the approach could be effective. In developing countries, the facilities required for measured and controlled delivery of irrigation are rarely in place, and would require a massive investment in physical, legal and administrative infrastructure. Economics of Reduced Water Allocations: Estimating Impacts on the Northern Victorian Dairy Industry AgEcon

Water use efficiency data was used to estimate the impact of reducing sales water allocations on a range of irrigated dairy farms categorised according to intensity of water right. The expected deficiency in available water was estimated for each farm category on the basis of historical demand for sales and the potential production loss estimated. The cost of substitution through management options of purchasing 1) water right (with associated sales), 2) temporary sales water, or 3) feed supplements as grain or hay and silage was calculated. Agriculture is the main user of the world’s water resources. Due to increasing concern on water quality and quantity, there is a growing interest to use the scarce water resources in the most efficient way to feed the growing world population. By employing a meta-analysis, this paper shows that pesticide use in combination with other improved production technologies have tripled agricultural water use efficiency (WUE) in the last 30 years. Recently, the European Union banned several active substances, among these more than 20 pesticides formerly used in crop growing. By doing so the progress in WUE has been put into question. The aim of this study was to evaluate the 'Tommy Atkins' mango yield and photosynthesis in regulated deficit irrigation (RDI) in semiarid conditions of Bahia, Brazil. The experimental design was a randomized block with five treatments and six replications: T1, irrigation supplying 100% crop evapotranspiration (ETc) in phases: I (beginning of flowering to early fruit growth), II (start of expansion until early physiological maturity) and phase III (physiologically mature fruits); T2, RDI with 50% ETc in phase I; T3, RDI with 50% ETc in phase II; T4, RDI with 50% ETc in phase III; T5, No irrigation. ABSTRACT The objective of this article was to study the growth and gas exchange of arugula plants under silicon (Si) fertilization and water stress. The experiment was installed in a greenhouse, located in the municipality of Pombal, PB, Brazil, whose geographic coordinates are 6º 46 ‘S latitude and 37º 49’ W longitude and 178 m of altitude, situated in the 'Sertão Paraibano' micro-region.
