A false expectation based on the notion that it is easy to raise water use efficiency, and that all increases in water use efficiency will also increase net social welfare, will lead to gross underestimation of the economic impact of reduced irrigation allocations in the Murray-Darling Basin. A conventional benefit:cost analysis of policy options founded on an understanding of biophysical processes, sound accounting principles, a knowledge of the appropriate response functions and the economics of best operating conditions will reduce the potential for government failure. Some myths, pitfalls and traps for the unwary analyst or policy maker are outlined. |

China's fast growing economy has brought some environmental problems, especially in water administration. Inefficiencies in irrigation activities have created severe negative effects to the environment of rural communities, and the more serious water shortages hamper food production, too. Major questions at hand are, how to improve water use efficiency, to reduce negative external effects, to optimize water allocation in agriculture, to invest in water saving technologies, and to assure more water for high value added agriculture. The aim of this study was to evaluate the 'Tommy Atkins' mango yield and photosynthesis in regulated deficit irrigation (RDI) in semiarid conditions of Bahia, Brazil. The experimental design was a randomized block with five treatments and six replications: T1, irrigation supplying 100% crop evapotranspiration (ETc) in phases: I (beginning of flowering to early fruit growth), II (start of expansion until early physiological maturity) and phase III (physiologically mature fruits); T2, RDI with 50% ETc in phase I; T3, RDI with 50% ETc in phase II; T4, RDI with 50% ETc in phase III; T5, No irrigation. ABSTRACT The objective of this article was to study the growth and gas exchange of arugula plants under silicon (Si) fertilization and water stress. The experiment was installed in a greenhouse, located in the municipality of Pombal, PB, Brazil, whose geographic coordinates are 6º 46 ‘S latitude and 37º 49’ W longitude and 178 m of altitude, situated in the 'Sertão Paraibano' micro-region.
