Modelling the fishing costs of French commercial vessels in the Bay of Biscay ArchiMer

Ten years after the start of the European Data Collection Framework the availability of cost indicators for assessing the economic status of fisheries or bio-economic modelling is still deficient. Moreover, economic time series are difficult to maintain due to fishermen weariness and sample coverage is often insufficient. To overcome these problems, the paper builds predictive models per operational cost category (fuel, landing, other variable, fixed, salary and total) for the French Bay of Biscay fleet. The cost models had good fit and stressed the key role of gear and vessel size (length mostly) for explaining fishing costs. Incentive effect of joint and several liability in fishery cooperatives on regulatory compliance ArchiMer

Cooperative‐based catch share systems can be implemented such that the members of the same fishery cooperative are jointly and severally liable for not exceeding collectively assigned fishing rights. In practice, this means that a regulator can take away catch privileges from an entire cooperative that overruns its collective quota, effectively creating a penalty much larger than what could be recovered with an individual fine. Fishery cooperatives then typically implement their own internal compliance regime that includes monitoring and penalties. Investigating trade-offs in alternative catch-share systems: an individual-based bio-economic model applied to the Bay of Biscay sole fishery ArchiMer

An individual-based bio-economic model (IAM) is presented and applied to the Bay of Biscay sole fishery to investigate alternative quota management systems from a multi-criteria perspective. For this study, the model integrates several institutional arrangements related to catch share management. The current French co-management system with non-transferability of quota is compared to an alternative ITQ system in a context of transition to maximum sustainable yield (MSY). Trade-offs between ecological and socio-economic impacts are highlighted and the effectiveness of governance scenarios is discussed in regard to the challenge of capacity adjustment. Different means contributing to anchored FAD's fishing selectivity in the Lesser Antilles ArchiMer

In order to improve the sustainable development of FADs fishing, it is important to reduce the capture of juveniles or species that need a decrease in fishing effort, temporarily or definitively. Through previous statistics data coming from commercial fishing trips and new experimental fishing trips, we compared different gears and techniques selectivity for the species and the size of the capture around FADs. We also compared different type of bait used, the best hours to fish for better productivity and to target adults. Finally we look at the influence of the FAD distance from shore. Managing fleet capacity effectively under second-hand market redistribution ArchiMer

Fishing capacity management policies have been traditionally implemented at national level with national targets for capacity reduction. More recently, capacity management policies have increasingly targeted specific fisheries. French fisheries spatially vary along the French coastline and are associated to specific regions. In this deliverable we investigated the drivers of investment in fisheries and how those can be activated to stimulate investment in alternative technologies to protect the benthos. To capture a wider range of factors than quantitative factors only we modified the work plan and included interviews with fishing industries in all regions. As a result we identified a wide range of reasons why fishers have (or have not) invested in alternative gears. As expected, the profitability of alternative technology is an important factor to invest but we also found many others.
