Spatial management of inshore areas: Theory and practice ArchiMer
Claudet, Joachim; Roussel, S; Pelletier, Dominique; Rey Valette, Hélène.
Coastal uses have deeply evolved these last decades and high anthropogenic pressures on coastal ecosystems have affected the sustainability of these areas with respect to the services and the resources they may provide. Traditional fisheries management has failed to avoid overexploitation of most coastal marine resources. Management measures based on an Integrated Coastal Zone Management (ICZM) are thus required. Spatial management covers various ranges of properties that may enhance usual regulatory means. If spatial considerations are explicitly integrated in fisheries management, the latter may contribute to zoning design in order to balance the economic, social and biological values of natural marine resources. While traditional fisheries management...

Evaluating Management Scenarios for Fished Resources of the New Caledonian Lagoon Using a Spatially-Explicit Model ArchiMer
Preuss, Bastien; Pelletier, Dominique; Wantiez, Laurent.
In the New Caledonian lagoon, fish populations live in a highly-fragmented habitat and seascape, and many are exploited by commercial, recreational and subsistence fishers. Although fishing has been increasing over decades, fisheries sustainability has not been assessed. We used the ISIS-Fish tool to build a spatially-explicit dynamic model for two major fish resources: spangled emperor and coral trout. The model was constructed and parameterized from many existing data habitat, fish populations, and fishing pressures. After calibration, it was used to simulate the outcomes of several management scenarios including MPA, size limitation, and increase in commercial fisher number. Results showed that depending on the species, an MPA could result in a...

Métiers, effort and catches of a Mediterranean small-scale coastal fishery: The case of the Côte Bleue Marine Park ArchiMer
Leleu, Kevin; Pelletier, Dominique; Charbonnel, Eric; Letourneur, Yves; Alban, Frederique; Bachet, Frederic; Boudouresque, Charles F..
The overexploitation of fishery resources has led to a major fisheries crisis. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue...

Complementarity of Rotating Video and Underwater Visual Census for Assessing Species Richness, Frequency and Density of Reef Fish on Coral Reef Slopes ArchiMer
Mallet, Delphine; Wantiez, Laurent; Lemouellic, Soazig; Vigliola, Laurent; Pelletier, Dominique.
Estimating diversity and abundance of fish species is fundamental for understanding community structure and dynamics of coral reefs. When designing a sampling protocol, one crucial step is the choice of the most suitable sampling technique which is a compromise between the questions addressed, the available means and the precision required. The objective of this study is to compare the ability to sample reef fish communities at the same locations using two techniques based on the same stationary point count method: one using Underwater Visual Census (UVC) and the other rotating video (STAVIRO). UVC and STAVIRO observations were carried out on the exact same 26 points on the reef slope of an intermediate reef and the associated inner barrier reefs. STAVIRO...

A general framework for indicator design and use with application to the assessment of coastal water quality and marine protected area management ArchiMer
Beliaeff, Benoit; Pelletier, Dominique.
Environmental management decisions based upon indicators are the end point of a process involving stakeholders and scientists. These steps should be explicit and follow a chronology. This paper presents a general framework for the design and use of management-oriented indicators, integrating management questions and performance criteria. We first examined the desirable characteristics of indicators aimed at providing decision-support for marine environmental management. Ideally, one should select the indicator that guarantees a safe and unambiguous decision leading to the appropriate measures in terms of regulation, remediation or control. In the present study, indicators are assessed according to two criteria: relevance and effectiveness. Relevance...

Comparison of visual census and high definition video transects for monitoring coral reef fish assemblages ArchiMer
Pelletier, Dominique; Leleu, Kevin; Mou-tham, Gerard; Guillemot, Nicolas; Chabanet, Pascale.
Monitoring fish and underwater habitats, particularly in and around marine protected areas (MPAs) requires non-destructive observation methods. This is generally achieved by divers conducting underwater visual censuses (UVC), but video-based techniques are now being used more often to observe underwater macrofauna and habitats. A comparison of these two techniques is relevant with the development of high-definition (HD) video, which constitutes a substantial improvement over previously available video resolutions at limited extra cost. We conducted a paired observation experiment involving both HD video and UVC in an MPA located in the New Caledonian lagoon, which is a highly diversified coral reef ecosystem. We compared three techniques for counting fish...

Marine reserves constitute effective tools for preserving fish stocks and associated human benefits. However, not all reserves perform equally, and predicting the response of marine communities to management actions in the long run is challenging. Our decadal-scale survey of recreational fishing yields at France’s 45-year old Cerbère-Banyuls marine reserve indicated significant protection benefits, with 40–50% higher fishing yields per unit effort in the partial-protection zone of the reserve (where fishing is permitted but at a lower level) than in surrounding non-reserve areas. Over the period 2005–2014, catch per unit effort (CPUE) declined both inside and outside the reserve, while weight per unit effort (WPUE) increased by 131% inside and decreased by...

Oceanic survival and movements of wild and captive-reared immature green turtles (Chelonia mydas) in the Indian Ocean ArchiMer
Pelletier, Dominique; Roos, David; Ciccione, Stéphane.
The ability of captive-reared turtles to survive in the wild is not precisely known, nor are movements of immature turtles in the open ocean. To provide information on these issues, a satellite tracking experiment was conducted in the western Indian Ocean to monitor oceanic movements of immature green turtles. Two wild turtles and four captive-reared individuals were tracked. The latter had been displaced after birth from nesting sites to a distant rearing site. Wild turtles survived after release, but did not move far away from release site. We hypothesize that this resident behaviour may be explained by stage-specific habitat requirements. Captive-reared turtles survived after release and migrated over thousands of kilometres. Among these, the oldest...

Spatially explicit fisheries simulation models for policy evaluation ArchiMer
Pelletier, Dominique; Mahevas, Stephanie.
This paper deals with the design of modelling tools suitable for investigating the consequences of alternative policies on the dynamics of resources and fisheries, such as the evaluation of marine protected areas (MPA). We first review the numerous models that have been developed for this purpose, and compare them from several standpoints: population modelling, exploitation modelling and management measure modelling. We then present a generic fisheries simulation model, Integration of Spatial Information for FISHeries simulation (ISIS-Fish). This spatially explicit model allows quantitative policy screening for fisheries with mixed-species harvests. It may be used to investigate the effects of combined management scenarios including a variety of policies:...
