The paper aims at contributing to a better understanding of the linkage between supply chain performance and possible performance improvement with respect to food quality and safety. Therefore, the paper addresses the question whether the level of collaborative planning and close supply chain relationships could help improve quality and safety of organic supply chains. The three main weaknesses in the performance of European organic supply chains identified are high logistic and transport costs, the level of input costs and low expenditure on research and product development. IMPRESA case study brief: Transition to organic production - The case of the Camargue in France Organic Eprints

This case study focuses on the transition to organic farming in the French Camargue. A research programme was launched in the year 2000 with the objective of expanding organic farming in the territory and thus responding to the severe environmental problems, e.g. the pollution of the Rhône River. The main impacts of the research – additionally driven by external factors, especially economic ones – are the increase in the surface under organic rice (the main crop in the territory) as well as increased revenues at farm level. We hereby trace back the innovation pathway, describe the key influencing factors and draw general conclusions for research and innovation in EU agriculture.

Consumers increasingly demand products with specific social, ethical and environmental attributes as well as food products with regional identity. We investigated consumer preferences and willingness to pay for selected OrganicPlus arguments referring to such product attributes. The OrganicPlus arguments were communicated on organic egg packages and tested by means of consumer choice experiments in five European countries in a near-buying situation. The data was analysed with multivariate analysis. Our study suggests that consumers prefer organic egg packages displaying OrganicPlus arguments rather than packages without OrganicPlus arguments. Il risultato principale della nostra ricerca ha confermato che la comunicazione degli attributi etici addizionali offre a molte aziende biologiche una reale opportunità di differenziazione dei propri prodotti nel più vasto mercato biologico. Molti consumatori e produttori sono d’accordo sul fatto che la produzione biologica in conformità al regolamento UE sull’agricoltura biologica (834/2007) non rappresenta la ‘fase finale’ in riferimento a una produzione alimentare sostenibile ed etica. Avant-propos La Commission européenne a publié en juin 2004 le Plan d’action européen pour l’alimentation et l’agriculture biologiques. Avec ce plan, la Commission visait à évaluer la situation de l’agriculture biologique et à fonder les bases de développement de sa politique future. Au niveau national, de nombreux gouvernements ont également développé des plans d’action pour promouvoir l’agriculture biologique. Il est donc apparu nécessaire de considérer comment de tels plans d’action pouvaient être évalués avec succès. European organic farming policies: an overview Organic Eprints

Organic farming has expanded rapidly in Europe since the 1980s. A key factor is the widespread use of policy support in recognition of environmental and other benefits. Agri-environmental payments are the main form of support. In 2003, almost 54% of the certified organic land area in the EU27 & CH was supported at a cost of €635 million. The increase in supply thus stimulated led to a broader mix of meas-ures, including research, training, advice, consumer promotion and market development. Many states have adopted an integrated action plan approach to optimise the policy mix.

Food quality has become an important topic in the food market. Thus, suppliers have started offering conventional products including additional quality attributes, such as “free from GMO” or “free from additives”. We analysed the preferences and buying behaviour regarding such conventional “low-input” products in competition with conventional and organic product alternatives in consumer choice experiments in Germany and Switzerland. In the experiments, we tested milk, yogurt and apples. Soil carbon sequestration of organic crop and livestock systems and potential for accreditation by carbon markets Organic Eprints

During a two-day RTOACC workshop hosted by the Research Institute of Organic Agriculture (FiBL), participants discussed the potential for organic agriculture in carbon markets and the need to develop strategies for the role of organic agriculture in climate policy. To move in this direction requires quantifying and raising recognition of the mitigation potential of organic agriculture. Thus the participants also looked at available data and began a process of identifying data gaps. In doing so, they presented the related ongoing work of their organizations and drew conclusions for the further orientation and actions of the RTOACC. The following synthesizes the discussions, reports and outcomes of the workshop.

Heutzutage existiert ein sehr komplexer und anonymer Lebensmittelmarkt. Somit ist das Vertrauen in Lebensmittel für den Verbraucher zu einem Schlüsselproblem bei seiner Lebensmittelauswahl geworden. Dieser Beitrag beschäftigt sich mit der Frage, ob Verbraucher dem Produktionsprozess von Biolebensmitteln oder dem Produkt als solches vertrauen. Weiterhin soll der Einfluss von Rückverfolgbarkeitssystemen auf den Kaufentscheidungsprozess untersucht werden. Mit der Halbzeitbewertung der Gemeinsamen Agrarpolitik schlägt die EU-Kommission eine grundsätzlich richtige Richtung ein. Mit neuen, in sich kohärenteren Politikmassnahmen versucht die Kommission die bereits in der Agenda 2000 formulierten Ziele (Wettbewerbsfähigkeit, Ländliche Entwicklung, Nachhaltigkeit) effizienter zu erreichen. Da der ökologische Landbau nicht integrierter Bestandteil der vorgeschlagenen Agrarreform ist, bedarf es eines europäichen Aktionsplanes zur gezielten Förderung des Ökolandbaus.

Enhanced top soil carbon stocks under organic farming Organic Eprints

It has been suggested that conversion to organic farming contributes to soil carbon sequestration, but until now a comprehensive quantitative assessment has been lacking. Therefore, datasets from 74 studies from pairwise comparisons of organic vs. nonorganic farming systems were subjected to metaanalysis to identify differences in soil organic carbon (SOC). We found significant differences and higher values for organically farmed soils of 0.18±0.06% points (mean ± 95% confidence interval) for SOC concentrations, 3.50 ± 1.08 Mg C ha−1 for stocks, and 0.45 ± 0.21 Mg C ha−1 y−1 for sequestration rates compared with nonorganic management. Demonstrated economic benefits of conversion to organic agriculture, combined with solutions to technical and production-related problems, suggest that farmers in Switzerland should have converted in large numbers to organic production. However, the number of organic farms in Switzerland has remained virtually constant in the last 10 yr, so it appears there are other factors that influence the decision of whether or not to convert. The debate about co-existence usually focuses on the situation of neighbouring farms. Organic producers take the position that co-existence affects the whole supply chain. Therefore, this paper compares the maize grain supply chains in Switzerland and Spain in order to identify which factors influence the segregation of genetically modified (GM) maize from non-GM maize, and discusses how organic production copes with the challenge of GM maize. Considerable differences exist between Spain and Switzerland with regard to grain maize as a component of animal feed. Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. Les décisions d’achat ont une influence déterminante sur la demande d’aliments bio. Dans l’étude «Baromètre bio Suisse», les consommateurs ont été interrogés sur leur comportement d’achat au moyen d’une enquête standardisée, en novembre 2015. L’objectif de cette enquête était de déterminer les facteurs qui conditionnent la décision d’achat d’aliments bio et les aspects pertinents de la communication ciblant les consommateurs. L’étude a montré que les consommateurs suisses de produits bio sont majoritairement des femmes, des personnes d’un niveau d’études supérieur et vivant majoritairement en Suisse alémanique. Sofern eine steigende Nachfrage nach Öko-Produkten dem zu erwartenden Preisdruck nicht entgegen wirkt, bleiben den Bauern in Deutschland im Wesentlichen zwei Strategien: die Wettbewerbsfähigkeit durch konsequente Kostensenkung zu verbessern bzw. durch eine positive Differenzierung (zusätzliche Sicherheitsleistungen, hohe Produktqualität, Regionalität) die eigenen Produkte gegenüber osteuropäischer Importware abzugrenzen.
