| This paper examines the substantial regulatory changes in North American telecommunications markets over the past decade. We argue that a combination of U.S. domestic politics and the logic of international strategic positioning produced substantial and far-reaching reform driven primarily by multilateral actions at the WTO and a set of unilateral U.S. initiatives (primarily benchmarks). Internationally, although NAFTA played an important role as a "building block" for the WTO agreement, we argue the lack of market coverage and more far-reaching WTO agreement ultimately limited NAFTA's role in driving reform. | In the international trade literature there seems to be some confusion between "openness" and "protection" measures. The aim of this paper is to bring together the "state of the art" in quantifying trade policy measures, so we focus on the extent of the protection granted by policies rather than on the degree of openness of the economy. Given the huge size of literature dealing with these issues, we limit our review as follows. | The framework allows comprehensive and consistent measurement and classification of U.S. domestic support to 2015 under different assumptions. Projections of future U.S. domestic support patterns are made with estimates published in the USDA Agricultural Baseline Projections. We also use information from the OECD, FAPRI, NASS, and our own estimates. | Recent shortfalls in the supply of maize in the Kingdom of Swaziland have exacerbated the country's growing food insecurity and led to fresh calls for full deregulation of the maize marketing system. The proponents of deregulation believe that it eliminates inefficient production and service units by transferring resources to their best alternative uses. | This paper shows that research on international agricultural trade reform can make much greater contributions to understanding than was feasible in earlier trade negotiations. Part of this is due to improvements in the basic data on production, consumption and trade associated with the development of the GTAP database and part due to the greater availability of disaggregated data on applied and bound rates of protection.
