Much water has flowed under the bridge since ministers failed to conclude world trade negotiations in July 2009. The world underwent an historical recession brought about by the U.S. financial toxic asset scandal. Global trade has declined sharply and is forecasted to decline by 9% in real terms in 2009. World economic growth rates have declined dramatically. There have been several cases of covert (and some overt) protectionism by both developed and advanced economies. This study evaluated international trade of value-added wheat products. Analyzed were market size and growth rate by country for each product group. Shift share analysis was used to examine changes in market shares for each value-added wheat product group. Major international exporters were identified for each product group, and market shares held by the major exporters for specific importing markets were analyzed.

In this article the author explores in detail the “unforeseen developments” requirement in the Agreement on Safeguards under the WTO. The author seeks to answer questions such as whether the requirement (i.e., unforeseen developments must be demonstrated in order for safeguard measures to be justified) is an integral part of the Agreement on Safeguards, and how the subjectivity associated with this requirement contributes to the difficulty of constructing a reasoned and adequate account of the causal chain. Market-Creating Effect of the Internet on Food Trade AgEcon

This paper analyses the impact of the number of the Internet users on food industry trade between developed OECD countries using both panel and cross-sectional data. We find the positive, significant and over time increasing effect of the Internet on food industry exports confirming that the Internet reduces market-specific entry costs for food industry exports. The significant positive effect pertained to the Internet is found in the importing countries. The significant positive effects on food industry exports are found for the country’s economic size and bilateral common features and proximities. The Internet mitigates the countries proximities, but increased the distance between the countries.

The Effects of Biotechnology Policy on Trade and Growth AgEcon

Despite the clear influence of European Union biotechnology restrictions on trade patterns, very little work has been done to model these influences or their long-run effects. This paper presents an economic trade theory model of biotechnology, biotechnology research and development (R&D), and biotechnology regulation. The model analyzes the impact of European Union consumer preferences on production and consumption of biotechnology products, the level and national origin of biotechnology R&D, trade patterns, and growth. The results indicate that developing countries may become the major producers of biotechnology agricultural products if they can establish the necessary legal infrastructure; and that European biotechnology regulations effectively...

Globalization results when markets become more integrated because of reduced transaction and transport costs. These costs have fallen because of sustained advances in transport technology and, more dramatically, in digital information and communication technology (ICT). Although communication costs tend to be a minor component of total trading costs, reductions in these costs may strongly stimulate international trade. The empirical evidence in support of this effect is, however, scant and its strength may depend on the composition of ICT and the nature of the product being traded. IMPACTS OF GLOBALIZATION ON AGRICULTURAL COMPETITIVENESS: THE CASE OF NAFTA AgEcon

Major components of agricultural competitiveness, including definitions, factors, and indicators of competitiveness, are discussed, The case of the North American Free Trade Agreement (NAFTA) is used to illustrate how factors have influenced the competitive position of the NAFTA countries. Traditional neoclassical trade theory is used to evaluate the impact of currency exchange rate fluctuations and trade preferences on agricultural competitiveness. Pre- and post-NAFTA market shares are evaluated for five agricultural commodities of importance to the southern United States. The results of these evaluations are compared with theoretical expectations and discussed with special emphasis on implications for future trade negotiations.

On Trade Impact of Exchange Rate Volatility and Institutional Quality: The Case of Central European Countries AgEcon

This paper explores the effect of exchange rate volatility and of the institutional quality on international trade flows of transition economies in Central European Countries by applying a gravity model of balance panel between 1999 and 2008. The results show that nominal exchange rate volatility has had a significant negative effect on trade by applying Psuedo-Maximum-Likelihood (PML) estimator method over this period. The institutional quality need to be improved in case of size of government and the quality of regulation. The negative effect of exchange rate volatility on agricultural exports suggests that joining Central European Countries to the euro zone can reduce the negative effects of exchange rate volatility on trade.

European Trade Integration in the Baltic Sea Region - A Gravity Model Based Analysis AgEcon

The paper explores regional trade integration of the countries involved in the EU eastward enlargement (EU-25) processes distinguishing the possible regional trade clusters within EU-25 that may support integration of the EU-15 and the new member states. We examine whether the gravity equation based on the new trade theory describes trade integration of the EU-25 countries, and whether the results of a gravity model based analysis may be different in the case of the Baltic Sea region (BSR). The gravity models are estimated based on panel data for the years 1993 to 2002. The results of our analysis indicate that the BSR is forming an exception within EU-25. Esse trabalho tem como objetivo estimar as equações de oferta e demanda de pescado comercializado entre o Brasil e os Estados Unidos no período entre 1996 e 2006. As variáveis incluídas no modelo foram: quantidade comercializada, preço, renda per capita do americano e a taxa de câmbio do período. De acordo com os resultados obtidos pode-se concluir que a demanda e a oferta de pescado são elásticas, de modo que um aumento no preço do produto provoca variações mais que proporcionais na quantidade comercializada. This work aims at verifying the competitiveness of the Brazilian soybean in relation to European Union and the of Asia-Pacific Economic Cooperation (APEC) Forum. To do so, the Revealed Comparative Advantage Index (RCAI), and the Regional Orientation Index (ROI) were used. The findings show that Brazil has been presenting a positive Revealed Comparative Advantage Indexes on the considered period and these were increasing except during the years of 1995, 1996, 1999 and 2003. The reason of these drops off may be related to the high exchange rates between 1995 and 1998 and, due to variations in the Brazilian and World soybean exportations. NONCOMPETITIVE PRICING AND EXCHANGE RATE PASS-THROUGH IN SELECTED U.S. AND THAI RICE MARKETS AgEcon

A "pricing to market" international trade model is applied to U.S. and Thai rice exports to high and middle income countries that are continuous rice importers. These markets are characterized by strong quality preferences and highly inelastic demand, and thus exporters may exercise market power. Evidence of noncompetitive pricing either through price discrimination across destinations or through imperfect exchange rate pass-through is found in this small but growing segment of the international rice trade.

AN ANALYSIS OF FARMERS' POLICY ATTITUDES AND PREFERENCES FOR FREE TRADE AgEcon

This study evaluates the attitudes of U.S. (Kansas) farmers regarding "free-trade" and "free-market" policy environments. In contrast to earlier studies, non-specific policy attitudes are evaluated. A direct measure of farm program benefits is also included. Attitudes vary significantly with farm and operator characteristics. Support for free trade was shown to decrease with education and experience, to increase for farms with relatively more rented land, and to increase as total farm wealth increased. Support for free-trade was also higher for crop farms. Farms receiving more government payments are less likely to favor a free-trade policy environment.

Trade-Related Policy and Canadian-U.S. Fed Cattle Transactions Basis AgEcon

Price differences among fed cattle prices in Canada and the United States (referred to here as fed cattle basis) are important for Canadian cattle feeders, but changing government regulations in Canada and the United States have made basis more variable. This article uses transaction data from Canadian feedlots to quantify fed cattle price differentials in light of new policy initiatives. Using transaction prices, we find that differing slaughter regulations, labeling laws, and policies affecting access to U.S. markets for Canadian cattle affect fed cattle basis.

International Trade Liberalization Impact on the U.S. Peanut Industry AgEcon

The acceptance of the NAFTA and GATT trade agreements will impact the U.S. peanut industry. This paper examines trade distorting policies and evaluates the effects of trade liberalization on peanut producers, shellers, manufactures, and U.S. consumers of peanut products. Decreasing marketing quotas and support prices are expected to reduce gross income peanut farmers, revenues to local governments, and tax bases in rural communities. Reduced peanut production would impact buyers/shellers through greater price variability and risk, changes in marketing methods and contractual relationships, and increased emphasis on buying high quality peanuts.
