Última Accounting for water use and productivity AgEcon Molden, David J.. This paper presents a conceptual framework for water accounting and provides generic terminologies and procedures to describe the status of water resource use and consequences of water resources related actions. The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Water accounting terminology and performance indicators are developed and presented with examples at all the three levels. Inadequate funding for maintenance of irrigation works and emerging shortages of water are prevalent. The use of water charges to generate resources for maintenance and to reduce demand is widely advocated. Examples from other utilities, and from the domestic/industrial sectors of water supply suggest the approach could be effective. In developing countries, the facilities required for measured and controlled delivery of irrigation are rarely in place, and would require a massive investment in physical, legal and administrative infrastructure. Use of un-treated/partially treated wastewater for irrigation in the dry countries of Asia and Africa and recycling of treated wastewater in the water scarce developed countries has become a common practice due to various reasons. While the lack of wastewater treatment to appropriate levels before use is a major problem in developing countries, the high cost of wastewater recycling is the major problem in developed countries. The current paper is part of a doctoral research and presents the conceptual framework for the research and the methodology that can be used to tackle the problems associated with wastewater recycling. Potential for change in the mix of irrigated enterprises was estimated for a catchment in the Shepparton irrigation region using linear programming. The model allocated resources to maximise net income in each of the next five decades as if the catchment were one farm. Change was driven by price trends and productivity and constrained by water resources, land capability and investment capital.
