Este estudo tem o objetivo de demonstrar se a política de incentivos adotada por Mato Grosso do Sul para apoiar a ovinocultura conseguiu provocar os efeitos positivos planejados na cadeia produtiva da carne ovina do estado. Foi feita uma pesquisa qualitativa, através de entrevistas com elementos-chave da cadeia produtiva, observação direta dos estágios da cadeia e uso de informações de fontes secundarias. A análise das características dos incentivos concedidos ao longo dos últimos anos para a ovinocultura em MS, mostra que estes incentivos não incorporam mecanismos de estímulo à modernização tecnológica das empresas, nem ao treinamento da mão-de-obra empregada. The agricultural sector is India has been characterized with high supply of labour than demand, low wages, skewed distribution of land, and limited options of earning livelihood. This sector has undergone a vast change in recent past, mainly due to the increased rural-to-urban migration and partly due to the inception of MGNREGS and other public works. The structural changes in Indian economy in recent past have made male-migration a lucrative phenomenon while schemes like MGNREGS are found to be attractive for females in rural locations due to various reasons discussed in the paper. ON THE OPTIMAL IMPLEMENTATION OF AGRICULTURAL POLICY REFORMS AgEcon

Economic analyses of farm policies generally focus on the long run, steady state impacts while the transition dynamics are often overlooked. In this paper we develop a determinist dynamic computable general equilibrium analysis allowing agents to form imperfect versus pefect expectations. Using an illustrative CAP reform scenario, we simulate an abrupt versus a gradual implementation of this reform. Our results show that if economic agents are able to perfectly anticipate the impacts of the reform, then delaying its implementation is never optimal. On the other hand, if agents gradually learn from market developments, then we find some cases where a gradual implementation of this reform is welfare improving. Consumer Preferences for U.S. Beef Products: A Meta Analysis AgEcon

By conducting a meta-analysis using 50 observations collected from 15 primary studies, we systematically analyze heterogeneities in consumer preferences for U.S. beef products and the results have valuable implications both from a policy perspective as well as from a methodological perspective. The main findings include that consumers in European and Asian countries are willing to pay less for U.S. beef products than those in North American countries and that the BSE incidence in the U.S. substantially damaged consumer preferences for U.S. beef products outside the U.S. but not in the U.S. The results with respect to methodological heterogeneities also indicate that choice experiments yield higher WTP values and that the sample size is negatively...

The paper deals with organic produce in one of the largest and, concerning organic production one of the most diffused counties in Hungary, Pest County located in the north-central part of the country. Factors influencing farmers’ decision on adopting or not e.g. farm size, farm type, location, structure, market for organic products, existence of organic AEM were analysed. In general agricultural policies aim to achieve several objectives using different combinations of instruments. In this study, our aim is to analyse how efficiently policy instruments used in the EU’s Common Agricultural Policy respond to policy objectives. We will present a formal framework to analyse the effects of instruments to a particular objectives. Our analysis will reveal that there are several controversies between stated agricultural policy objectives and policy instruments.

This article attempts to determine significance of differences among young and older farmers’ judgments on selected performance aspects of two EU paying agencies in Poland, namely Agency for Restructuring and Modernization of Agriculture (ARMA) and Agricultural Market Agency (AMA). Single payment scheme and dual values of land in PMP models AgEcon

Land dual values are one of the important aspects of the results of mathematical programming models used to evaluate the impact of agricultural policy measures at regional and farm level. When the decoupling of direct payments and the payment entitlements per hectare are included in PMP models in the context of the Single Payment Scheme (SPS), the analysis of the land dual values is more complex than in models which do not take these aspects into account. Changing Farm Structure and the Distribution of Farm Payments and Federal Crop Insurance AgEcon

The distribution of commodity-related payments and Federal crop insurance indemnities to U.S. farmers has shifted to larger farms as more and more U.S. agricultural production is done on those farms. Since the operators of larger farms tend to have higher household incomes than other farm operators, commodity-related program payments and Federal crop insurance indemnities also have shifted to higher income households. By 2009, half of commodity-related program payments went to farms operated by households earning over $89,540, a quarter went to farms operated by households with incomes greater than $209,000 and 10 percent went to farms operated by households with incomes of at least $425,000. The objective of this study is to evaluate the farm level impacts of the change in policy that occurred in 1996 with the passage of the FAIR Act. This is done by estimating the impact to farmers’ income if the 1990 Farm Bill provisions had been extended as opposed to enacting FAIR in 1996. In another sense, the study provides insight into the question of whether farmers would have been financially better off over the period 1996-2002 with FAIR or the 1990 Farm Bill.

Following the paradigm for reforming the current CAP, the first objective of this study is to give insights into the economic impact of post-2013 CAP measures at different levels of aggregation (e.g. EU, Member State and region). The post-2013 CAP measures included are directed towards income for the farmers, competitiveness, valuable areas and ecosystem services. The second objective is to analyse the impact of a scenario that combines the above mentioned post-2013 CAP measures. Greater flexibility in U.S. farm programs with elimination of the restriction on the planting of fruit and vegetable crops (FAVR crops) is likely to be a major issue in congressional 2007 farm policy discussions. Michigan is a state with a wide range of both FAVR and program crops planted under the current policy.
