In many European fisheries and particularly ORs, small-scale vessels are often multipurpose targeting different species using different gears. Given the narrow island shelves, vessels may develop their activity in coastal areas, on the edge of the continental shelf or offshore in deep-water or large pelagic fisheries but it is currently difficult to quantify the distribution of fishing effort between the different fishing gears and between the different areas. it is an important issue to better quantify the fishing effort, its spatial and temporal distribution with the principal objective of alleviating fishing pressure on the coastal fishing resources. Effects of the Share Remuneration System on Fisheries Management Targets and Rent Distribution 5

Most fisheries worldwide remunerate their crew with a share system, where crew receive a part of the revenues or a part of the revenues less costs, rather than a fixed wage. Although labor is one of the main costs in fisheries and the share remuneration system has a strong influence on firm behavior and its economic performance, little attention has been paid it. In a share remuneration system, crew salaries can significantly increase when the economic performance of a vessel improves. This allows the crew to capture part of the fisheries rent. Rights-based management regimes are considered by economists as an important solution to the problems of excess capacity and biological over-harvesting of fisheries. In practice, adoption of such regimes, and particularly of those relying on individual quota allocations, has often met with resistance from within the fisheries concerned. Remuneration systems used in the fishing sector and their consequences on crew wages and labor rent creation 5

In most fisheries worldwide, crew are paid through different shared remuneration systems rather than a fixed wage. In shared remuneration systems, wages can significantly increase when the economic performance of vessels improve, and consequently provide incentives to workers. However, in recent years, mainly due to high overexploitation levels that lead to reduced productivity and consequently lower salaries shared remuneration systems have lost their attractiveness. Different remuneration systems applied in fisheries world-wide are described and analyzed comparatively. Results explain how crew wages and rent distribution outcomes vary between the different remuneration systems depending on the state of exploitation of the resource.

A bio-economic analysis of experimental selective devices in the Norway lobster (Nephrops norvegicus) fishery in the Bay of Biscay 5

Several fleets with various fishing strategies operate as a mixed fishery in the Bay of Biscay. Among the main fleets, bottom trawlers target Norway lobster (Nephrops norvegicus) and, together with gillnetters, they also catch hake (Merluccius merluccius). Trawling leads to average-size catches that are below the minimum landing size (MLS); such catches are discarded since they cannot be sold. These discards result in negative impacts on stock renewal, as most of them do not survive. This also results in an economic loss for both bottom trawlers and gillnetters since these discards represent a future loss of rent. Il propose dans une première partie une synthèse des productions par espèce pour la Guadeloupe, la Martinique, la Guyane, La Réunion et Mayotte, ainsi que l’effort de pêche par flottille/métiers pour ces territoires ultra-marins (rapport OBSDEB 2018, annexe 2) et une synthèse de l’état des stocks qui font l’objet d’une évaluation. La seconde partie du rapport est consacrée à un diagnostic de l’état des connaissances et des priorités d’acquisition de connaissance en vue d’une approche écosystémique de la gestion des pêcheries concernées. The context and the objectives for producing indicators within the EU data collection framework, the survey is presented including the organization and collection procedure, field training and reporting as well as communication. The collection sampling plan is detailed with a description of, the reference population, the stratified sampling frame, the calculation of the sampling allocations. The samples are also described.
