Report of the second stakeholder workshop of the Organic Revision Project Organic Eprints

At the European Joint Organic Congress held in Odense, Denmark on 30 - 31 May 2006 the Organic Revision Project organised the Theme 3 "What should be the rule?" The theme included sessions in related to the ongoing revision of the EU regulation. The sessions for this theme were the 2nd stakeholder workshop of the Organic Revision Project. This report contains a short summary of all sessions that are directly relevant to the theme. Annex 1 includes the programme of the sessions in this theme. Assessing the public goods provided by organic agriculture: lessons learned from practice Organic Eprints

The role of farms as providers of public goods has long been recognised, and measuring performance in this area is of increasing interest to policy makers, in light of the approaching Common Agricultural Policy reform. The Organic Research Centre has been working on this topic in recent years, through the development of sustainability assessment tools. The latest outcome from this process is a ‘Public Goods’ assessment tool, developed through a Natural England funded project which aimed to evaluate the benefits accruing from organic management and entering into an Organic Entry Level Stewardship (OELS) agreement. This paper describes the development of the Public Goods (PG) tool, and what has been learned in the process.

Development of software to plan conversion to organic production (OrgPlan) Organic Eprints

This report was presented at the UK Organic Research 2002 Conference. OrgPlan is a computer programme aimed at farmers and advisors assisting with the planning of an organic conversion. The programme is divided into technical modules, supported by a standard enterprise database, a report builder and an advisory section. Through the farm profile builder, rotation, cropping and livestock planner, conversion scenarios over several years can be developed and are evaluated for technical and financial feasibility by calculating farm gate budgets for key resources (forage energy and key nutrients) and financial reports (cash flow budget and profit and loss account). Effects of High Stocking Grazing Density of Diverse Swards on Forage Production, Animal Performance and Soil Organic Matter: A Case Study Organic Eprints

Mob grazing is regarded as a grazing management practice to increase soil organic matter, pasture productivity and nutrient cycling. There are different perspectives in the literature regarding the definition of mob grazing, but it is generally accepted that mob grazing is characterised by high stocking densities of livestock which are moved frequently from paddock to paddock (e.g. with the aid of electric fences), trampling forage into the soil as they graze. It has also been recognised that biodiverse pastures have the potential to build up carbon levels in the soil much more effectively than conventional (usually monocultures) or less diverse pastures; in turn all can enhance animal productivity and maintain good herd health. Production costs across the EU in 2006 Organic Eprints

We have recently been involved in an EU project which is looking at farm accountancy cost estimation, the FACEPA (Farm Accountancy Cost Estimation and Policy Analysis of European Agriculture) project. Our part of this project was a relatively small section but very interesting as it involved looking at costs of production for a variety of organic products across several EU countries. The main products considered were milk, wheat and potatoes and the countries were UK, Denmark, Sweden, Poland, France, Italy, and Netherlands. The data were obtained for the year 2006 and all currencies were converted to Euros for ease of comparison. Motives for buying local, organic food through English Box Schemes Organic Eprints

The aim is to explain the growing interest of English consumers in local organic food sold through box schemes, by providing insights into the motives of customers of such schemes and examining the relationship with their awareness about problems of the agro-food system. A mixed methods approach combined in-depth interviews with 22 box scheme customers with a quantitative survey of 416 consumers, analysed by means of Principal Component Analysis (PCA) and an Ordered Logit model. Overview of supply and demand for concentrated organic feed in the EU in 2002 and 2003. Summary of draft project report of EEC 2092/91 (Organic) Revision Organic Eprints

Annex IB of the EU Regulation on organic farming (2092/91) sets out that animals on organic farms should be fed with feed stuffs from organic farming systems. Only if organic feed is not available in sufficient quantity and quality, can a set percentage of those non-organic components be used that are listed in Annex II. The derogations for using conventional feed are due to expire in August 2005 and currently negotiations in Brussels are concerned with what rules will apply after August. Ethical concerns associated with organic food in Europe Organic Eprints

Values are at the centre of organic farming. The paper examines ethical concerns that are important to consumers, producers and other stakeholders in relation to organic farming practice and how this relates to current standards and the four IFOAM principles of health, ecology, fairness and care. Most concerns can be categorised under four headings but important issues are cross cutting. Currently, standards cover, both directly and indirectly, only a part of ethical values associated with organic food and agriculture but many producers aim to deliver on a broader range.

The report aims to contribute to a better knowledge and understanding of basic ethical values of organic agriculture. It identifies basic values and value differences among a range of stakeholders in Europe and provides some recommendation for further development of the EU regulation 2092/91. In 2001, the German Federal Government established the Federal Scheme for Organic Agriculture (BÖL). The goal was to improve the professionalism of organic farming in Germany; to support sustained growth in production of organic food; and to stimulate a corresponding growth in the market for organic food. How do ethical values of organic agriculture relate to standards and current pratice? Organic Eprints

The concern that in a growing market organic farming will be more intensive and industrialised has led to renewed interest in organic principles. This paper examines what organic values are covered by standards. It uses the ethical value basis of organic agriculture as described in the four IFOAM Principles of Organic Farming of Health, Ecology, Fairness and Care which encompass the values of sustainability, naturalness and of systems approach. It further explores whether these values are reflected in current organic farming practice and what challenges arise from them in relation to the future development of organic farming.

Europe and the EU: IRS contribution for the 2003 Organic Food and Farming Report Organic Eprints

Organic and in-conversion land area in the EU-15 has grown in 2002 to approximately 5.1m hectares and 3.6 per cent of utilisable agricultural area on 165,500 holdings. In this period land area grew by an estimated 10 per cent with increases in the number of farms at 6 per cent. The EU Commission has recognised the importance of organic farming in encouraging more environmentally farming methods has taken further steps to improve policy support. A consultation for the development of an EU Action Plan for organic farming took place during 2002 and the publication of further steps is expected at the end of 2003.
