Consumers buy organic food because they believe in the high quality of the product. Furthermore, the EU legal regulatory framework for organic food and farming defines high quality of the products as an important goal of production. A major challenge is the need to define food quality concepts andmethods for determination. A background is described which allows embedding of the quality definitions as well as evaluation methods into a conceptual framework connected to the vision and mission of organic agriculture and food production. In the EU funded research project EconWelfare (www.econwelfare.eu) the Research Institute of Organic Agriculture (FiBL) has compiled a database of animal welfare initiatives in Europe. Altogether 84 initiatives from DE, ES, IT, NL, SE, PL, UK and Macedonia were clustered and analysed with regard to their main goals, instruments used, major actors and success factors , taking account of national differences. Over the last decade the development of Organic Action Plans (OAPs) has gained momentum as a mechanism for achieving a more integrated and balanced approach to organic policy-making in different European countries and at EU level. Based on the analysis of animal welfare legislation and private organic and non-organic standards in the EU funded project EconWelfare, areas for improvement of animal welfare in organic farming regulations and standards were identified. A more outcome-oriented approach to improve animal welfare for cattle with a checklist for inspectors and farmers was tested and evaluated in Switzerland. Proposals are made how to improve animal welfare on organic farms in standard setting and with a voluntary complementary assessment tool linked to inspection of organic farms. |

Im Hinblick auf die Richtlinien besteht heute ein doppeltes Dilemma: Zum einen geben immer öfter staatliche Stellen – anstatt engagierter Bio-Bauern – die Inhalte der Regeln vor. Einst suchte der ökologische Landbau die staatliche Anerkennung, nun wird sie von manchen Akteuren kritisch gesehen. Gewünscht werden hingegen Konzepte, die den Bauern wieder mehr Eigenverantwortung geben. Wie soll das geschehen? Zum anderen ist die Gesellschaft zwar bereit, den Bio-Landwirten ihre positiven gesellschaftlichen Leistungen zu bezahlen, allerdings sind diese in den Richtlinien nicht immer auf den ersten Blick erkenn- und messbar. |

The Organic Revision project was funded by the EU with the aim of supporting the further development of the EU Regulation 2092/91 on organic production. As part of the project focus groups were run in five European countries on value concepts of organic producers and other stakeholders, during 2004-2005. Stakeholder involvement in action plans and/or policies for organic food and farming are seen as part of good governance. Within the EU project ORGAP (www.orgap.org) recommendations are made how to consider and evaluate the level und degree of stakeholder involvement. Different stakeholder perspectives (organic principles, market, public goods) have to bee taken into account in the different stages of an action plan/policy (the design, decision, implementation and evaluation). Participatory methods can be useful if sufficient resources and time are available. |

Die IFOAM hat an der Biofach 2014 die Idee einer biologischen Landwirtschaft 3.0 lanciert.
