Modelling the Impact of 2003 CAP Reform on Crop Production: The case of Durum Wheat in Italy AgEcon

This paper aims to summarize some of the major results emerging from simulating the impact of the CAP reform (the so-called Fischler Reform or Luxembourg Agreement, LA) within the AG-MEMOD model of the agri-food sector in Italy. The paper shows how the model generates impacts when alternative policy scenarios (Agenda 2000 vs. LA) are specified. As major evidence of this impact in the Italian case, the crop sector is dealt with in detail. In particular, the case of supplementary payments for durum wheat clarifies how the reform may specifically affect Mediterranean agriculture and how alternative specifications of the regime switch in durum wheat support relevantly influence the impact.

Los Impactos de la abolición de la Politica Agraria Común en España: Una aproximación analítica AgEcon

The aim of this paper is to quantitatively assess the long run economic impact of Common Agricultural Policy (CAP) abolition, where in particular, we focus on the Spanish economy. To carry out our analysis, we employ the Global Trade Analysis Project (GTAP) computable general equilibrium model with accompanying version 6 data. In its present incarnation, the data captures the global economy in 2001. To characterise abolition of the CAP we unilaterally remove all pillar one CAP support. In addition, we eliminate export subsidies and EU import tariffs which affect primary agriculture and food processing sectors, all of it according to the benchmark equilibrium in 2001. Flexible quota constraints in positive mathematical programming models AgEcon

To explain over- and underuse of available quota, Buysse et al. (2007) have integrated the shadow cost of the quota constraint in a quota flexibility function in a positive mathematical programming model. This method and central hypothesis, formulated and tested for the case of Belgian sugar beet farms, is in current paper extended and confirmed for the cases of Flemish dairy quota and manure emission rights. Despite the different organisation, objectives and implementations of the diverse quota systems, the results are similar. The Impact of First and Second Pillars' Aids from CAP on Farm Profits in France AgEcon

The aim of the paper is to present a picture of the distribution of direct aids ("first" and "second" pillars of the Common Agricultural Policy or CAP) and their impact on farm profits among France in the year 2002. Analysis on separated impacts of each of these direct support schemes on farm profits among France allowed to assess whether these aids reduce or increase gaps between average farm profits between French departements (French administrative divisions).

The Impact of CAP and EU Cohesion Support on Growth and Convergence of the Eastern Slovenia Region in the Period 2007-2013 AgEcon

The paper investigates economic performance of the Eastern Slovenia region in the changed economic and policy environment after the accession to the EU. The likely impacts of public expenditure in the field of cohesion and agricultural policy in the period of the Community financial perspective 2007-2013 are analysed by the regional Input–Output model estimated with modified GRIT methodology. The objective of this paper is to analyse and quantify the spatial dimension of the CAP effects in an area of Northern Italy. The analysis is based on survey information about stated intentions of farm-household in two CAP scenarios, treated through statistical analysis intended to identify the potential determinants of different farm reactions, focusing on explicit spatial variables (altitude, LFA, agrarian regions) among explanatory variables. The studies of performance and production efficiency have ignored additional products of most transformation processes classified as undesirable outputs. Without the inclusion of the undesirable outputs, the efficiency measurement is a purely technical measure, and it does not account for the interaction of the system with the environment and the impact of policy decisions on the system. A Panel Data Analysis of the Determinants of Farmland Price: An Application to the Effects of the 1992 Cap Reform in Belgium AgEcon

This study identifies the effects of the 1992 and subsequent CAP reforms on arable farmland price in Belgium. We first propose a brief literature review of studies identifying the determinants of farmland price. Afterwards, we use a panel data set to estimate a capitalization model of farmland price. We first show that the compensatory payments introduce by the 1992 CAP reform exert a positive effect on the arable farmland price in Belgium. We also identify a structural break in the land price equation after the adoption of the new support instruments as well as a regional break between Wallonia and Flanders.

Evaluating the Effects of Decoupled Payments under Output and Price Uncertainty AgEcon

This paper examines the effects of decoupling policies on Greek cotton production under the hypothesis that producers face uncertainty about output price and quantity. Using our estimation results we simulate the effects on cotton production under four alternative policy scenarios: the ‘Old’ CAP regime (i.e. the policy practiced until 2005), the Mid-Term Review regime, a fully decoupled policy regime and a free trade-no policy scenario. Our results indicate the decoupled payment will have two contradictious effects on risk aversion. Producers become less risk averse through the wealth effect but more risk averse because of the increased output variance. The aim of this paper is twofold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Also, we employ structural data of the regions to calculate average farm revenues and to show how support and revenues have developed over time. Our paper assesses the impacts of the partially decoupled (PD) scheme, implemented during the 1990s and first half of the 2000s in the framework of the Common Agricultural Policy (CAP), on on-farm investment as well as on other production decisions. The development of theory on agricultural income problems springs from empirical investigations showing that agricultural income is unstable over time, and that compared to other trades, it is diminishing. The theorists explain this with the fact that agricultural production factors are relatively rigid, due to lack of alternative application. This in turn means that the necessary adjustment to changes in relative pricing takes place too slowly. One solution would be an improvement to the alternative application of agricultural production factors, through structural policies. Welfare distribution between EU Member States through different national decoupling options. Implications for Spain AgEcon

SUMMARY: This paper makes use of an agricultural sector model to analyse welfare effects derived from different national implementation options of the CAP Reform 2003. It shows that agricultural prices developed more favourable in a full premium decoupling scenario, since agricultural production declines more pronounced compared to a partial decoupling scenario. The use of the partial decoupling mechanism helps Member States to distribute income into less favoured areas but is not the optimal policy choice. However, if other Member States follow the same path of reform, a "prisoner's dilemma" will most likely be observed: partial decoupling appears as the preferred option for individual Member States, since high domestic production and high producer prices...
