Reflections AgEcon
Ranis, Gustav.
This paper examines the causes of Taiwan's exceptional economic performance, focusing on the influence of organizational and policy choices and how Taiwan's example differs from those of more typical less-developed countries. After briefly citing cultural factors as proposed by his late colleague John Fei, Ranis proceeds to explore the issues of organic nationalism, natural resource endowment, access to foreign capital and other political factors that have produced such economic success. The author demonstrates how Taiwan's unique combination of strong organic nationalism, meager natural resources and limited access to foreign capital helped curb the Extended Dutch Disease phenomenon endemic in LDCs. In addition, the government's nonoscillatory, relatively...

ECONOMIC IMPACT OF OUT-SOURCING FROM STATE AGENCIES IN BISMARCK TO RURAL NORTH DAKOTA AgEcon
Sell, Randall S.; Leistritz, F. Larry.
This investigation of the potential savings to the State of North Dakota because of reduced office space and labor costs and alternatively, the potential benefits to rural communities of increasing employment by adding some state agency jobs was stimulated by Senate Concurrent Resolution No. 4006, which directed the Legislative Council to study state agency office space needs to determine the feasibility and desirability of transferring state agencies or state employees to rural areas. The objective of this analysis was two-fold; (1) determine the cost difference of operating offices in Bismarck versus rural communities and (2) determine the local/regional economic impacts of the potential jobs. The results indicated that development of satellite data...

Relationship between the cultivated land change and the population and economic development in Shandong Province since 1990 AgEcon
Li, Xin; Guo, Ning; Song, Fu-rong.
According to the statistical data of Shandong Province from 1990 to 2006, we use the method of statistical analysis to analyze the dynamic relationship between the cultivated land change and the population and economic development in recent 17 years. We establish the regression model for the research on the correlation among cultivated land change, population, GDP and per capita GDP. Result shows that the cultivated land area in Shandong Province experienced three stages from slow decrease, sharp decrease to slight decrease in 1990-2006, and the per capita area of cultivated land had been decreasing gradually during the 17 years. There are significant correlation among the cultivated land area, population and per capita GDP in Shandong Province, and they...

DEVELOPING THE NATURE-BASED TOURISM SECTOR IN SOUTHWESTERN NORTH DAKOTA AgEcon
Hodur, Nancy M.; Leistritz, F. Larry; Wolfe, Kara L..
The purpose of this study was to: 1) identify opportunities for expanding the tourism sector in southwestern North Dakota, 2) identify challenges and obstacles facing the area's tourism businesses, and 3) frame key issues and outline potential options for area decision makers (the primary clientele for the study). The findings reveal some basic characteristics of businesses in the region's tourism sector, identify some of the key constraints to expansion and development, and identify respondents' perceptions of opportunities for growth and expansion.

Energy and Economic Development: An Assessment of the State of Knowledge AgEcon
Toman, Michael; Jemelkova, Barbora.
Energy development is an integral part of enhanced economic development. The fact that expanded provision and use of energy services is strongly associated with economic development leaves open how important energy is as a causal factor in economic development, however; and energy development competes with other opportunities for scarce capital and opportunities for policy and institutional reform. In this paper we first give a brief conceptual discussion that seeks to identify the channels through which increased availability of energy services might be a key to stimulating economic development along different stages of the development process. We then examine some empirical work to see what evidence it might provide regarding possible channels of...

Persistent Pockets of Extreme American Poverty and Job Growth: Is There a Place-Based Policy Role? AgEcon
Partridge, Mark D.; Rickman, Dan S..
Over the past four decades almost 400 U.S. counties have persistently experienced poverty rates in excess of 20%. This raises the question of whether poverty-reducing policies should be directed more at helping people or helping the places where they reside. Using a variety of approaches, including geographically weighted regression analysis, we find that local job growth especially reduces poverty in persistent-poverty counties. Findings also show that these counties do not respond more sluggishly to exogenous shocks. Finally, this analysis identifies some key geographic differences among persistent-poverty clusters. Taken together, place-based economic development has a potential role for reducing poverty in these counties.

DEVELOPING THE OUTDOOR RECREATION-RELATED AND NATURE-BASED TOURISM SECTOR IN SOUTHWESTERN NORTH DAKOTA AgEcon
Leistritz, F. Larry; Hodur, Nancy M..
Southwestern North Dakota has historically been economically dependent on agriculture and the energy industry. Since the early 1980s, the region has experienced substantial out-migration and population loss as both the agricultural and energy sectors have undergone substantial consolidation with subsequent declining employment. The patterns of economic restructuring, out-migration, and population decline throughout the region led to the designation of the eight southwestern counties of North Dakota (a.k.a., State Planning Region 8) as a Rural Economic Area Partnership (REAP) zone in 1995. The USDA program was established to help address critical economic and community development issues unique to rural areas by facilitating a collaborative and...

Tourism as a contributor to development in Sri Lanka: An overview and a case study AgEcon
Tisdell, Clement A.; Bandara, Ranjith.
General background is provided on the potential of tourism growth to contribute to economic development, paying particular attention to the experience of Sri Lanka. An overview of trends in inbound tourism to Sri Lanka is presented with particular consideration being given to its number of inbound tourist arrivals. Sri Lanka’s comparative position in international tourism markets, the composition of its tourist arrivals by area of origin, the extent of foreign earnings by the Sri Lankan tourism industry and variations in the amount of these earnings, and the extent of employment generation by this industry are examined. Regional aspects of the tourism industry in Sri Lanka are given special consideration, and this is followed by a report on the regional...

CHARACTERISTICS AND EXPENDITURES OF PARTICIPANTS IN THE POTHOLES AND PRAIRIE BIRDING FESTIVAL AgEcon
Hodur, Nancy M.; Leistritz, F. Larry; Wolfe, Kara L..
North Dakotans are well aware of the abundance of the state's natural resources. Fishing and hunting are part of the culture of North Dakota, and more recently nature-based tourism has grown in popularity. National surveys illustrate growth trends in nature tourism, soft adventure, and heritage and historical tours. Several studies identify birders as a substantial source of economic activity in other parts of the country; these estimates, however, may not accurately reflect conditions in North Dakota. While anecdotal evidence suggests that nature-based tourism has economic development potential in North Dakota, little research exists describing the characteristics or expenditures of visitors participating in nature-based tourism activities in North...

Outward-Orientation and Development: Are Revisionists Right? AgEcon
Srinivasan, T.N.; Bhagwati, Jagdish.
The costs of import substitution (IS) as a strategy for industrialization, which was deemed synonymous with economic development by many development economists of the fifties and sixties, were shown to be substantial in the influential and nuanced studies of the seventies and eighties under the auspices of OECD, NBER and World Bank. These studies played a critical role in shifting policies in several developing countries away from the IS strategy. Recently there has been a proliferation of cross country regressions as a methodology of analysis of issues relating to growth, trade and other issues. Both proponents (e.g. Sachs and Warner (1995)) and opponents (Rodriguez and Rodrik (1999)) of the view that openness to trade is linked to higher growth have...

Key Issues Affecting the Feasibility of Producer-Owned, Value-Added Ventures in the South AgEcon
Wolfe, Kent; Barefield, Alan.
The transition from agricultural producer to agribusiness entrepreneur is littered with obstacles not associated with traditional farming operations. Producers are typically faced with an established market for their products as well as defined production practices and budgets. These familiar industry institutions are not available for use in the agribusiness environment. As a result, entrepreneurs are faced with new, unfamiliar situations that can significantly affect the success of their proposed or fledging business.

The Impact of Demographic and Structural Change on Transport Use AgEcon
Ballingall, John; Steel, Doug.
The 2002 New Zealand Transport Strategy states that in the long run, economic development and transport activity need not be directly related. This implies that a degree of „decoupling‟ is required – that economic development needs to occur without similar growth in transport. Before evaluating the possible impacts of policies that may be introduced to achieve decoupling, it is vital to consider what might happen to the relationship between economic development and transport over the next 50 or 100 years. Two key factors that are likely to impact upon this relationship in the future are demographic change and structural change. This paper suggests that in the absence of any policy change, some decoupling of economic development and transport may take place...

Low Skill Employment and the Changing Economy of Rural America AgEcon
Gibbs, Robert; Kusmin, Lorin D..
This study reports trends in rural low-skill employment in the 1990s and their impact on the rural workforce. The share of rural jobs classified as low-skill fell by 2.2 percentage points between 1990 and 2000, twice the decline of the urban low-skill employment share, but much less than the decline of the 1980s. Employment shifts from low-skill to skilled occupations within industries, rather than changes in industry mix, explain virtually all of the decline in the rural low-skill employment share. The share decline was particularly large for rural Black women, many of whom moved out of low-skill blue-collar work into service occupations, while the share of rural Hispanics who held low-skill jobs increased.
