This paper examines the impacts of the Northeast Interstate Dairy Compact (Compact) on the Women, Infants and Children (WIC) program using an autoregressive-moving average (ARMA) model and data from Boston and Hartford. While the results for Boston indicate that the difference between the net fluid milk price paid by WIC program and the forecasted fluid milk price with no Compact in effect was not significant over the period of July 1997 to June 1998, the results for Hartford suggest that the net price paid by WIC was significantly greater than the forecasted price with no Compact in effect over the same period. This paper uses a random sample of 881 farmers drawn from eastern and western Kenya to examine the prevalence and drivers of seed and pollen mediated geneflow in the two major sorghum growing regions. It employs both qualitative and quantitative techniques to assess farmers’ awareness of wild sorghum varieties, the practices they use in maintaining varietal purity and the conditioners of their success in maintaining the purity of cultivated varieties. The study finds that, among others, cultural differences, agro-climate and poverty affect the awareness, practices used in maintaining varietal purity and farmers’ success in doing so. Since 1978, China has adopted a series of economic reforms leading to rapid economic growth and poverty reduction. National Gross Domestic Product (GDP) grew at about 9 percent per annum from 1978 to 2002, while per capita income increased by 8 percent per annum. The post-reform period was also characterized by an unprecedented decline in poverty. This report discusses the potential for procurement of food aid in local/regional markets to improve the effectiveness of response to food emergency victims. The paper examines the relevance of local/regional procurement (LRP) to donors and the rationale for using it, reviews LRP’s efficiency relative to in-kind food aid and to local prices in the markets in which it occurs (focusing on Africa), proposes a classification of risks involved in LRP, discusses a range of potential LRP modalities, and closes by proposing a framework of guiding principles, information systems, and operational procedures for responsible and effective LRP. |

Insufficient access to assets is the main determinant of poverty. We analyze the role of access to assets in explaining household labor allocation strategies, sources of income, levels of income achieved, and poverty headcount ratios among classes of Mexican rural households. To assess the gains from asset redistribution, we both measure the direct income effects from redistribution and simulate the general equilibrium effects of redistribution in a computable non-separable household model. Results show that land redistribution allows to achieve both equity and efficiency gains. FAO measure of undernourishment is calculated based on three main parameters: dietary energy supply (DES), minimum dietary energy requirement (MDER), and the coefficient of variation of dietary energy consumption (CV). In the current implementation of this methodology, the DES and the MDER change over time, as would be expected. The CV, however, remains constant. However, we expect the CV to change over time and be a function of income and prices. This paper discusses why the CV should change in response to changes in these variables, and suggests a practical way to estimate changes in the CV over time in the absence of survey data. |

An important dimension of poverty is access to food. Household food security implies access to the food needed for a healthy and productive life. Lack of access to and/or impaired utilization of food contribute to household food insecurity. This study compares the usefulness of a standardized food insecurity scale for determining the food insecurity status of rural and urban households in Bangladesh and Uganda, and for predicting poverty status.
