Producer Livestock Disease Management Incentives and Decisions AgEcon

This paper examines the economics of farm decisions to prevent and control infectious livestock disease. In the case of diseases with costly control tolerating some level of disease is often rational to the producer. Public policy intervention is based on future value and public good aspects of disease control which can lead to a discrepancy between private and public action thresholds. Producer incentives for disease management can be changed through new technologies that lower the cost of prevention or control, subsidies or cost sharing of control measures, or on the consumer side, a change in public desire for disease risk-free products that changes relative prices. Farmer Cooperative Theory: Recent Developments AgEcon

Since 1980, agricultural economists have begun to reexamine fundamental issues in the theory of agricultural cooperation. These include the basic nature of farmer cooperation; the theoretical benefits and limits of cooperative enterprise; and the implications of these for cooperative members, managers, and public policy. Analysts have extended previous models of the cooperative as a type of business firm in order to analyze the impact of large cooperatives on market performance. The management of public irrigated perimeters has been considered crucial in many countries. In many scientific papers the main problem raised is the process of transference of management from the public sector to the private users. Thus, the objective of this paper is to study CODEVASF’s sixteen public irrigated perimeters in order to evaluate their emancipation process. Both bibliographic research and analysis of Brazilian legislation were done and a methodological proposal was elaborated which allows for evaluation of those perimeters in function of their peculiarities, especially management efficiency, operation and maintenance of their infrastructure, solvency of the producers, profitability of the agricultural activity and soil use. Coordinating Development: Can Income-based Incentive Schemes Eliminate Pareto Inferior Equilibria? AgEcon

Individuals’ inability to coordinate investment may significantly constrain economic development. In this paper we study a simple investment game characterized by multiple equilibria and ask whether an income-based incentive scheme can uniquely implement the high investment outcome. A general property of this game is the presence of a crossover investment point at which an individual’s incomes from investment and non-investment are equal. We show that arbitrarily small errors in the government’s knowledge of this crossover point can prevent unique implementation of the high investment outcome. We conclude that informational requirements are likely to severely limit a government’s ability to use income-based incentive schemes as a coordination device.

Adaptive governance is a concept from institutional theory that deals with the evolution of institutions for the management of shared assets, particularly common pool resources and other forms of natural capital. Most agricultural production results in both marketable and non-marketable products. Most policy decisions however, tend to be made based only on the market value, which ignores the non-marketable value or amenity benefits. One type of amenity benefits is farmland amenities which are attributes of farmland that are uniquely provided by actively farmed land. Examples include the scenic beauty of rolling pasture, orchards and the cultural value of farming as a way of life. Farmland also produces non-farm amenities, such as open space, wildlife habitats, and groundwater recharge. WILL FARMERS USE SAFER PESTICIDES? AgEcon

Virtually all technology adoption studies are conducted ex post, yet policy makers often need to assess the likely level of adoption before the technology is introduced. This study uses data from a contingent valuation survey of Michigan corn growers to assess what factors would influence the adoption of two safer corn herbicides, one that is not carcinogenic and one that does not leach. Results indicate that price, risk perception, and sources of pest control information are all important. This suggests that public policies designed to change perceptions and improve information dissemination may encourage voluntary use of more environmentally friendly technologies.

Evidence suggests that economists and agricultural economists have an unusual ability to create anxiety for university administration. Interviewers with university provosts and deans revealed support for faculty conducting relevant policy analysis, and discomfort with economists' participation in internal university decision making. Este estudo tem o objetivo de demonstrar se a política de incentivos adotada por Mato Grosso do Sul para apoiar a ovinocultura conseguiu provocar os efeitos positivos planejados na cadeia produtiva da carne ovina do estado. Foi feita uma pesquisa qualitativa, através de entrevistas com elementos-chave da cadeia produtiva, observação direta dos estágios da cadeia e uso de informações de fontes secundarias. ABSTRACT: In Brazil, at least 30% of the total financial resources provided by the federal government for school feeding should be used to buy products from family farming. The present study examines the profile of the purchase of these products in municipalities of the state of Rio Grande do Sul (RS), south Brazil, in 2014. A cross-sectional descriptive study was carried out with information obtained through a questionnaire sent to the municipalities and filled by respondents. Of the 371 participating municipalities, 367 acquired products from family farming, and 86.8% of these municipalities achieved the minimum percentage required.
