Practical application of the Ecosystem Service Approach (ESA): lessons learned and recommendations for the future ArchiMer
Beaumont, Nicola J; Mongruel, Remi; Hooper, Tara.
An Ecosystem Service Approach (ESA) is increasingly advocated for use in both environmental management and academic applications. However, despite extensive conceptual development, there are still very few examples of the effective use of the ESA for operational management. This contribution reports on the field application of the ESA at six marine and coastal case study sites. Each case study demonstrates a variation on an interdisciplinary approach to translate complex natural science data into ecosystem service terminology, and then explores the usefulness of this information in a management context. From these experiences 6 key recommendations are made to aid the future application of the ESA: (1) Invest resources in collective planning of ESA; (2)...

The economic cost of wetland destruction AgEcon
Schmidt, Carmel Elizabeth.
Wetlands are often refereed to as the ‘kidney of the river’, but what is the value of the water filtration they provide, and what is the cost of wetland destruction? This paper determines the economic value of wetlands for water filtration. It demonstrates that wetlands are of considerable economic value, even where the volume of water filtered is in excess of that required for domestic consumption. It argues that if legislation required those who destroy natural wetlands to replace the water filtration process the wetlands once provided, it would be necessary to construct water filtration plants at significant cost.

An integrated simulation model to evaluate national policies for the abatement of agricultural nutrients in the Baltic Sea AgEcon
Hyytiainen, Kari; Ahtiainen, Heini; Heikkila, Jaakko; Helin, Janne; Huhtala, Anni; Iho, Antti; Koikkalainen, Kauko; Miettinen, Antti; Pouta, Eija; Vesterinen, Janne.
This study introduces a prototype model for evaluating policies to abate agricultural nutrients in the Baltic Sea from a Finnish national point of view. The stochastic simulation model integrates nutrient dynamics of nitrogen and phosphorus in the sea basins adjoining the Finnish coast, nutrient loads from land and other sources, benefits from nutrient abatement (in the form of recreation and other ecosystem services) and the costs of agricultural abatement activities. The aim of this study is to present the overall structure of the model and to demonstrate its potential using preliminary parameters. The model is made flexible for further improvements in all of its ecological and economic components. Results of a sensitivity analysis suggest that...

What's the Use? Welfare Estimates from Revealed Preference Models when Weak Complementarity does not Hold AgEcon
Herriges, Joseph A.; Kling, Catherine L.; Phaneuf, Daniel J..
The focal point of the revealed preference (RP) valuation literature, including recreation demand and random utility maximization (RUM) models, has been on eliciting the "use" value associated with environmental amenities; i.e., that portion of value associated with direct use of a resource. Maler's (1974) concept of weak complementarity is typically invoked to justify this focus. Indeed, weak complementarity explicitly or implicitly underlies most of the RP literature. In this paper, we consider the measurement of welfare in RP models when weak complementarity does not hold. In particular, the Kuhn-Tucker (KT) framework (e.g., Phaneuf et al. 2000) does not impose weak complementarity a priori, raising the possibility of rejecting weakly complementary in...

Some External Costs of Dairy Farming in Canterbury AgEcon
Tait, Peter R.; Cullen, Ross.
Intensification of agricultural practices is occurring in Canterbury. Dairy farm conversions continue with land use increasing 132% since 1995. Current concerns emanate predominantly from issues of water quantity and quality, in particular the degradation of lowland streams. These and other costs are not transmitted through markets for dairy products, these negative externalities represent allocation and equity concerns for regional policy makers. This study canvassed regional policy administrators, assembled available valuation studies and performed rudimentary calculations based on reviewed New Zealand literature to form an estimate of the external costs of dairy farming in Canterbury. External costs are estimated at $28.7 to $45 million annually. Using...

BIDDING ON RAILCARS FOR GRAIN: A STRATEGIC ANALYSIS AgEcon
Wilson, William W.; Dahl, Bruce L..
Many of the U.S. railroads have introduced highly differentiated services for grain shipments in recent years, generally in the area of forward guaranteed car service. Taken together with other alternatives, these mechanisms have had the effect of establishing priority allocations among shippers. In most cases, pricing and allocation of these services has been with some type of bidding mechanisms. This paper explores the economic implications of these mechanisms on the grain shipping industry. A model was developed to identify factors affecting the value of these services and was analyzed in the context of a typical midwestern grain shipment. A game theory model of competitive bidding was also developed to analyze the effects of critical strategic...

Using Experimental Auctions for Marketing Applications: A Discussion AgEcon
Lusk, Jayson L..
The present article discusses general issues associated with experimental auctions and their relative advantages and disadvantages over other marketing research techniques. Experimental auctions create an active market environment with feedback where subjects exchange real goods and real money, which is not generally the case with other methods. The article also discusses four experimental design issues associated with experimental auctions: auction mechanism, market feedback and bidder affiliation, demand reduction and wealth effects, and multiple attribute valuation. Each of these experimental design issues, if not properly controlled, have the potential to create serious flaws in marketing recommendations.

Integrated Hydro-Economic Modelling: Challenges and Experiences in an Australian Catchment AgEcon
Kragt, Marit Ellen; Bennett, Jeffrey W..
Integrated catchment policies are widely used to manage natural resources in Australian catchments. Integration of environmental processes with socio-economic systems is often difficult due to the limitations of decision support tools. To support assessments of the environmental and economic trade-offs of changes in catchment management, fully integrated models are needed. This research demonstrates a Bayesian Network (BN) approach to integrating environmental modelling with economic valuation. The model incorporates hydrological, ecological and economic models for the George catchment in Tasmania. Choice experiments were used to elicit information about the non-market costs and benefits of environmental changes. This allows the efficiency of alternative...

Knowledge and the Valuation of Public Goods and Experiential Commodities: Information Provision and Acquisition AgEcon
Tisdell, Clement A..
Provides empirical evidence of significant lack of relevant knowledge of some public goods and experiential commodities. It also analyses whether information provision about the attributes or characteristics of commodities is likely to result in individuals’ finding their ‘true’ preferences for these, and identifies the type and nature of information that should be conveyed to enable commodities to be appropriately valued. It also recognizes that sometimes commodities may contain attributes that individuals are unable to evaluate. Furthermore, individuals acquire and filter information about commodities. Factors influencing these activities require analysis. A cost-benefit analysis of information acquisition suggests that individuals are less likely to...

Global Compensation for Oil Pollution Damages: The Innovations of The American Oil Pollution Act AgEcon
Boyd, James.
Via technology and operations standards, U.S. regulation exerts an important influence over worldwide marine safety standards. But in addition, several other aspects of U.S. law deserve wider international consideration and adoption. First, the Oil Pollution Act's natural resource damage provisions are an innovative and effective way to deter marine pollution and provide for the restoration of injured ecological resources. Second, the relatively strict financial requirements imposed on marine transporters help ensure that polluters, rather than the public, pay if damage is caused. Liability and financial responsibility rules are not unknown in other countries. But the United States has a longer history with implementation and applies its rules more...

Is Embedding Entailed in Consumer Valuation of Food Safety Characteristics? AgEcon
Morkbak, Morten Raun; Christensen, Tove; Gyrd-Hansen, Dorte E.; Olsen, Soren Boye.
Consumers’ preferences for food safety characteristics are investigated with particular focus on existence of an embedding effect. Embedding exists if consumer valuation of food safety is insensitive to scope. Two choice experiments have been conducted valuing food safety in respectively minced pork and chicken breasts, exemplified by avoiding human risks of Salmonella infections and strengthening the restrictions of using antibiotics in the pork production and in terms of avoiding human risks of Salmonella and Campylobacter infections respectively. The results showed no indications of an embedding effect between the food safety characteristics, in neither of the cases.

Economic analysis of spatial preferences heterogeneity of water quality AgEcon
Martin-Ortega, Julia; Brouwer, Roy; Berbel, Julio.
The main objective of this study is to account for spatial preference variability in the economic valuation of water quality improvements in the river basin context. This is expected to be particularly relevant for the implementation of the European WFD, as it will involve spatially differentiated perceptions of the benefits of water quality changes. A choice experiment is developed based on maps to elicit welfare measures for water quality improvements across sub-basins in the Guadalquivir River Basin in Spain. Variation is introduced simultaneously in the spatial distribution of goods and services and their beneficiaries, for the accounting of spatial preference heterogeneity (i.e. people’s different valuation of changes in environmental good provision...

The Benefits of Air Pollutant Emissions Reductions in Maryland: Results from the Maryland Externalities Screening and Valuation Model AgEcon
Austin, David H.; Krupnick, Alan J.; Burtraw, Dallas; Stoessell, Terrell.
This paper reports the results of policy simulations of environmental and human health externalities arising from the production of electricity. The primary purpose of this paper is to illustrate the Maryland Externalities Screening and Valuation Model, developed for the State of Maryland's Department of Natural Resources. A secondary purpose is to estimate likely Maryland benefits from Title IV emissions reductions at electric power generation facilities. Sources and scope of benefits, and the potential of policy to achieve specific environmental and human health goals, are suggested by the results. We find that expected health benefits from reductions in power plant emissions dominate the estimated benefits of improved recreational visibility and...

Are Agricultural Measures for Groundwater Protection Beneficial When Compared to Purification of Polluted Groundwater? AgEcon
Hasler, Berit; Lundhede, Thomas.
The groundwater resource, the drinking water areas and the surface water quality can be protected by measures, e.g. by reductions of pesticide and nutrient applications, conversion of arable land to grasslands or forests etc. The objective of the paper is to estimate the benefits of groundwater protection by the valuation method choice experiments. This method allows for separate estimation and comparison of the different attributes connected to groundwater protection i.e. the effects on drinking water and surface water quality as compared to the benefits from cleaning and treatment of polluted drinking water to make it suitable for drinking water consumption. The results indicate that the benefits are significant, and that the willingness to pay for...

Stated Choice Experiments with Complex Ecosystem Changes: The Effect of Information Formats on Estimated Variances and Choice Parameters AgEcon
Hoehn, John P.; Lupi, Frank; Kaplowitz, Michael D..
Stated choice experiments about ecosystem changes involve complex information. This study examines whether the format in which ecosystem information is presented to respondents affects stated choice outcomes. Our analysis develops a utility-maximizing model to describe respondent behavior. The model shows how alternative questionnaire formats alter respondents’ use of filtering heuristics and result in differences in preference estimates. Empirical results from a large-scale stated choice experiment confirm that different format presentations of the same information lead to different preference parameter estimates and error variances. A tabular format results in choice parameter estimates with statistically smaller variances than parameters estimated from...

A Ricardian analysis of the impact of climate change on African cropland AgEcon
Kurukulasuriya, Pradeep; Mendelsohn, Robert.
This study examines the impact of climate change on cropland in Africa, using a Ricardian cross-sectional approach. Relying on farm data from an 11-country survey of over 9500 farmers, annual net revenue is regressed on climate and other variables. The study confirms that current climate affects the net revenues of farms across Africa. Applying these results to possible future climates reveals that dryland farms are especially climate sensitive. Even as early as 2020, climate change could have strong negative impacts on currently dry and hot locations. By 2100, dryland crop net revenues could rise by 51% if future warming is mild and wet but fall by 43% if future climates are hot and dry. The crop net revenues of currently irrigated farms are likely to be...
