The levels of support that trade and domestic farm policies afford to agriculture, and the related processes of policy reform intended to improve the economic efficiency of agricultural production, processing, and marketing, are important issues for developing countries. The effects of policy on agriculture are well documented for wealthy countries, especially by the established and respected studies from the Organisation for Economic Cooperation and Development. However, systematic analysis is often lacking for poor countries because of the difficulty and cost of measuring policy effects consistently over time and across commodities. This study contributes to filling the existing research gap by examining the impacts of agricultural policies and policy... |

The microfinance industry in Vietnam, particularly those sponsored by nongovernment organisations (NGOs), has experienced rapid expansion in recent years. Yet in spite of this growth, an analysis of their effectiveness has been lacking. In a bid to help address this shortcoming, this paper reports on a subset of data that was obtained during a survey and interview process that incorporated various stakeholders including financial donors, NGO-sponsored microfinance institutions (NMPs), village leaders and NMP members and non-members. Perceptions of NMPs effectiveness are discussed from the standpoint of various stakeholders. NMPs are found to be at a critical juncture. While their activities are widely perceived to contribute to poverty alleviation, their... |

The use of mathematical models to describe the interactions of variables is useful in modern management. In this paper, a 'mixed' model combining the knapsack problem, a household model and a form of spatial equilibrium model into a modelling framework is developed. The impacts of changes in off-farm wage rates, transaction costs in the rental market, the output prices of paddy crops, and land transactions were examined in the model. The simulation has led to the conclusion that the real benefits to farm households from land consolidation may not be apparent until the real opportunity cost of farm labour begins to rise. In addition, a reform policy in the administrative sector which encourages, not only the process of land accumulation and the rental... |

This paper reports on the findings of a study to investigate market outlet choice decision-making of urban consumers in Vietnam with regards to fresh pork purchases and generate empirical evidence on factors that influence these choices. Data from a survey of 600 consumers in Hanoi and Ho Chi Minh City was used to estimate a multinomial logit model of market outlet choice based on three alternatives: traditional temporary market outlets, permanent open markets, and modern retail outlets. Results suggest that market outlet choice by consumers of fresh pork in urban cities of Vietnam is conditioned by factors related to mobility and level of affluence, time budgets, concerns about food safety and hygiene, proximity to market outlets, and geographical... |

This paper presents a case study of how livestock policies are made and implemented in a national context, and how they can be improved to better serve the interests of the poor. Livestock is a sector with a great potential for growth compared to other sectors in agriculture. However, appropriate policies and institutions that allow the poor to tap this growth potential may not exist or may be inadequate. In some cases, existing policies may actually hinder the poor from doing so. The study used the key informant method supplemented with official documents, newspaper sources and recently published research on the livestock sector. Interviews helped reveal policymakers' concerns, whereas field trips allowed the researcher to talk to a few peasants and... |

For projects under the Clean Development Mechanism (CDM), a baseline has to be set to allow calculation of the greenhouse gas emissions reductions achieved. An important obstacle to CDM project development is the lack of data for baseline definition; often project developers do not have access to data and therefore incur high transaction costs to collect them. The government of Vietnam has set up all necessary institutions for CDM, wants to promote CDM projects and thus is interested to reduce transaction costs. We calculate emission factors of the Vietnam electricity grid according to the rules defined by the CDM Executive Board for small scale projects and for large renewable electricity generation projects. The emission factors lie between 365 and 899 g... |

This paper explores the economics of land degradation in the rice-shrimp system in the Mekong Delta of Vietnam. A bioeconomic NPV model was developed to evaluate and compare the long-term benefits of alternative production choices and farm technologies. There is an alternative rice-shrimp technology emerging in Vietnam that does not have the same land degrading impacts as the 'traditional' system, however the high capital outlay and risk associated with such technology presents its own problems. In the paper the economic incentives for adoption of the non-land degrading rice-shrimp technology are explored. Conclusions are drawn with regard to the opportunity cost of land degradation and technological change. Some conclusions are also provided on the policy... |

This abstract summarises this article which relies on available official statistics to outline salient features of Vietnam’s pig industry and changes in its structure occurring between 1996 and 2006. However, coverage of the latter aspect is limited by the availability of data. The focus of the article is on primary supplies of the quantity of pork. Between 1996 and 2006, Vietnam’s volume of production of pork more than doubled and its availability of pork per capita (from its own stock) approximately doubled. This was an outstanding achievement. In 2006, however, growth rates in pork supplies and its availability per capita slowed. Both increased pig numbers and rising pork yields contributed to the increased supply of pork in Vietnam between 1996 and... |

Over the last decade the Vietnamese government has instigated land reforms that recognise the household as the basic unit of production and allocate land use rights to households. Under the 1993 Land Law these rights can be transferred, exchanged, leased, inherited, and mortgaged. This Land Law provided the foundation for the development of a market for land use rights. During 2001, 400 farm households were surveyed in four provinces in Vietnam. Along with production and consumption data, evidence was sought of land accumulation and consolidation, land use changes, and attitudes to land reform issues. Analysis of the data shows that there is an active market for land use rights, but the level of activity varies considerably between provinces. Some... |
