The Economic Impact of California Specialty Crops – A Regional Perspective AgEcon
Hamilton, Lynn L..
The goal of this study, conducted by California Polytechnic State University, San Luis Obispo, is to analyze the economic impact of specialty crops at the county level in California. The top five specialty crops in each of the top five specialty cropproducing counties will be of primary interest. The hope is to provide industry leaders and policy makers with more information about the broader economic importance of specialty crops to local economies. The study was based on collecting secondary data from government sources as well as conducting a survey of 59 specialty crop agribusinesses in Monterey, Fresno, Kern, Tulare and San Diego counties. An input-output modeling program and supplementary database was used to estimate county-level economic impacts of...

The Economic Impact of the Stanislaus County Food Processing Industry and the Food Processing By-Products Use Program AgEcon
Hurley, Sean P.; Bylsma, Jessica.
In 1978, the County of Stanislaus took a proactive stance on the issue of food processing by-product by developing the Stanislaus County Food Processing By-Product Use Program (Program). This program allows food processors to take their by-products to local agricultural producers, who in turn reuse the by-products by feeding it to their livestock or spreading it across their fields as a soil amendment. Since its inception the county has reported that over 6 million tons of by-products have been reused by agricultural producers and consequently diverted from local landfills. Within the last couple of years, the Regional Water Quality Control Board (RWQCB) has brought concerns to Stanislaus County that this program may pose a risk to the county’s surface and...

An Analysis of Alternatives to the Dairy Price Support Program AgEcon
Kaiser, Harry M..
The U.S. dairy industry has operated under a price support program since 1949. Between 1949 and 1980, the dairy price support program generally operated without incurring large government costs and was an effective price stabilizer. However, since 1980, the dairy industry has experienced chronic excess production relative to consumption and consequently government purchases under the price support program have been excessively large (particularly in the mid-1980s). The tremendous increase in government costs of the dairy price support program and a growing dissatisfaction with the program by farmers has prompted proposals to modify or replace this program. This paper examines the potential market impacts of five different dairy policy scenarios. The five...

Zambian Smallholder Behavioral Responses To Food Reserve Agency Activities AgEcon
Mason, Nicole M.; Myers, Robert J..
More than two decades after the initiation of agricultural market reforms in eastern and southern Africa (ESA), governments in the region are increasingly using parastatal grain marketing boards (GMBs) and/or strategic grain reserves (SGRs) to directly influence the prices faced by farmers and consumers (Jayne, Chapoto, and Govereh 2007). In Zambia, the government through the Food Reserve Agency, an SGR/GMB, purchased nearly 400,000 MT of maize from smallholders in 2006/07 and 2007/08, or more than 50% of the maize marketed by this group.

DEVELOPING A FARM PLAN TO ADDRESS WATER QUALITY AND FARM BUSINESS OBJECTIVES: A FRAMEWORK FOR PLANNING AgEcon
Hanchar, John J.; Milligan, Robert A.; Knoblauch, Wayne A..
This report describes a planning framework to help guide on-farm efforts that seek to address agriculture's potential to adversely affect water quality while achieving farm business objectives. Principles and concepts from modern management thought and economics underlie the framework. This report introduces the Whole Farm Planning and Implementation Process of the New York City Watershed Agricultural Program. The process embodies the planning framework and guides on-farm planning and implementation efforts in the New York City Watershed. Economic and management aspects of the process receive emphasis.

Post-Moratorium EU Regulation of Genetically Modified Products: Triffid Flax AgEcon
Viju, Crina; Yeung, May T.; Kerr, William A..
Until there is a successful challenge at the WTO, the EU policy on LLP is likely to remain in place. Under this policy, there is a zero tolerance level for GM material that has not received EU authorization. Zero tolerance, however, has to be operationalized – what does an exporting country have to do to prove it is in compliance with zero tolerance? The Protocol on Triffid flax was formally proposed by the Canadian flax industry, not the Canadian government, and accepted by the European Commission. It entails an extensive and costly testing regime all along the flaxseed supply chain. Canadian exports of flaxseed have resumed to the EU. The Protocol provides sufficient transparency for firms to be willing to engage in international transactions. This...
