Over the past decades fisheries policies have been mainly aimed at encouraging capacity reduction in over-exploited fisheries. Correspondingly, research has focused on developing incentives to exit fisheries rather than investigating entry behaviour. However, with ageing and also fewer fishery participants, concern regarding sectoral renewal is increasing. The second-hand market is an important entry point for first-time owners because it potentially reduces capital constraints by supplying cheaper vessels than newly built ones. A new approach to determine the distributional effects of quota management in fisheries ArchiMer

Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. Each PO is then responsible for implementing their own internal rules that provide individual or collective allocations to their members. This study investigates the distributional effects of the various quota management systems adopted by POs on quotas and production for the Bay of Biscay sole fishery. Decommissioning schemes and capacity adjustment: A preliminary analysis of the French experience ArchiMer

The French decommissioning aims at permanently removing vessels from the fishing fleet according to European Union rules laid down within the Common Fisheries Policy. A system of premiums established by the French government is supposed to give the vessel-owners, the incentives to get rid of their fishing unit. This paper details the rules for the applicants and their evolution and it provides a preliminary analysis of the impact of these schemes over the 1991-2001 period. A microeconomic model of discarding behaviour ArchiMer

This paper proposes a formal analysis of the discarding issue including the sorting labour costs. Empirical evidences from an application to the Nephrops fishery in the Bay of Biscay show that sorting is an important time consuming activity on board and a factor of discarding. However existing literature does not explicitly take into account the sorting activity and mainly focus on quota and catch constraints. The discarding model described in the paper includes sorting as a factor explaining discards. The costs of sorting landings and the time to sort them are included in the approach. Capacity and scale inefficiency: Application of data envelopment analysis in the case of the french seaweed fleet ArchiMer

Data Envelopment Analysis (DEA) models are applied to the main French seaweed fleet to examine capacity output, capacity utilization, and scale inefficiency. Coastal seaweed vessels target only one output - kelp - with the same gear but with different input level combinations. The fishery is seasonal and subject mainly to input regulations, especially a one trip per day regulation implemented in 1987. The consequence was a decline in total observed output and a fall in capacity output and efficient output. Only the largest vessels and a few small vessels harvesting without this regulatory constraint operate at the optimal scale. The question of a change in regulation, especially a shift to an individual quota system, is raised.

Fish, fishers, seals and tourists: Economic consequences of creating a marine reserve in a multi-species, multi-activity context ArchiMer

This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). While the former is targeted by commercial fishing, the latter is not subject to harvest but is a potential basis for a commercial non-extractive activity (seal watching). Sustainability of tropical small-scale fisheries: Integrated assessment in French Guiana ArchiMer

Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields. Overall results indicate an average performance in the weak sustainability range. Comparisons made among the FSs show a gradient of sustainability performance from the western portion of the coast to the eastern portion. This 2002 report is the progress report of a study co-financed by the Brittany region and IFREMER within the framework of the XII State-Regional Planning Contract. It follows the 2001 report, which contains a comprehensive description of the Breton fleet in 2000, i.e., all occupations included, as well as its evolution since 1983. The work carried out in 2002 focused on mapping the fishing zones frequented by Brittany's ships as well as on analysing fishing strategies.
