Die vorgestellten Überlegungen zur Situation des ökologischen Landbaus in Deutschland anhand des Erklärungsmodells von Michelsen et al. (2001) zeigen insgesamt, dass Deutschland in den Bereichen 1 bis 3 (Etablierung eines unabhängigen Öko-Sektors, Politische Initiativen hinsichtlich Richtlinien und Kontrollen, Staatliche Transferzahlungen für den ökologischen Landbau) gute Voraussetzung für die Ausdehnung des ökologischen Landbaus aufweist. Die nähere Auseinandersetzung zeigt aber auch deutlich, dass in allen drei Bereichen Defizite herrschen, die der Entwicklung des Öko-Landbaus entgegen stehen. The role of multi-target policy instruments in agri-environmental policy mixes Organic Eprints

The Tinbergen Rule has been used to criticise multi-target policy instruments for being inefficient. The aim of this paper is to clarify the role of multi-target policy instruments using the case of agri-environmental policy. Employing an analytical linear optimisation model, this paper demonstrates that there is no general contradiction between multi-target policy instruments and the Tinbergen Rule, if multi-target policy instruments are embedded in a policy-mix with a sufficient number of targeted instruments. We show that the relation between cost-effectiveness of the instruments, related to all policy targets, is the key determinant for an economically sound choice of policy instruments. Direct payments coupled to labour force – socio-economic consequences to organic farming – Organic Eprints

Discussion Labour input on organic farms in Switzerland and Germany is on average 20% higher than on comparable conventional farms (Offermann and Nieberg 2000). Therefore, it is not surprising, that policy-makers expect positive impacts both on organic farming development and on rural employment by modifying the current direct payment approach. However, Dabbert et al. (2002) expect only minor effects to agricultural employment due to the small size of the sub-sector. Participatory guarantee systems: organic certification to empower farmers and strengthen communities Organic Eprints

Participatory guarantee systems (PGS) can provide guarantees to consumers while avoiding the entry barriers of third-party certification. This study investigates farmers’ motivations for, and experiences and outcomes from, participation in PGS. Interviews with 84 farmers from seven countries were analyzed in light of empowerment theory and social process theory. The results suggest that participation in PGS can empower farmers by basing their activities on long-lasting social processes and connection to their communities. Combining tradition and bottom-up collaboration within local level social structures enables PGS to overcome their challenges and ensure their future as an alternative system to third-party certification.

Societal Demand for Commodity and Non-commodity Outputs – A Regional Perspective Organic Eprints

Societal demand for the multifunctionality of agriculture was analysed in four case-study regions by studying stakeholders’ perceptions of regional priorities. We used the Stakeholder Delphi Approach, which is a qualitative, two-step procedure, based on revealed preferences of a principal consisting of stakeholders and experts from the regions. The results of our case studies imply that demand for functions of agriculture is generally strong. Comparing the priorities among the case studies, we found different demand patterns in each region. The influence of on-farm advice on beliefs and motivations for Swiss lowland farmers to implement ecological compensation areas on their farms Organic Eprints

Purpose: Farmers hold a key to reaching biodiversity targets, but will only carry out this service to society if they are sufficiently motivated to do so. The aim of this study is to evaluate the potential of on-farm advice as a tool for motivating farmers to take action to preserve or even to enhance biodiversity on their farms. Design/methodology/approach: To address this aim, we surveyed 133 farmers (response rate 43.9%), of whom 23 had received on-farm advice about farmland biodiversity conservation over a period of six years. Sustainability Monitoring and Assessment Routine: Results from pilot applications of the FAO SAFA Guidelines Organic Eprints
