The report presents a review of the most important European and international legislation that set the framework for organic certification, of reports prepared by international agencies working with organic standard setting and certification, and of relevant scientific literature. It discusses problems, future challenges of the organic control systems in Europe leading to suggestions for improvement. Food quality assurance is of key importance for the future development of the Common Agricultural Policy of the EU. A large number of mandatory and voluntary assurance and certification schemes exist for agriculture and in the food industry leading to the risk of increased costs for producers and confusion of consumers. Such schemes include the setting of... |

Discussion Labour input on organic farms in Switzerland and Germany is on average 20% higher than on comparable conventional farms (Offermann and Nieberg 2000). Therefore, it is not surprising, that policy-makers expect positive impacts both on organic farming development and on rural employment by modifying the current direct payment approach. However, Dabbert et al. (2002) expect only minor effects to agricultural employment due to the small size of the sub-sector. The supporters of modified payment schemes argue, that coupling direct payments to labour force might lead to a fairer allocation of subsidies. ‘Fairer allocation’ in this context means reallocation of payments from large farms with low labour input per hectare to small family farms where... |

The EU-CEEOFP project will identify how the complementary development of Organic Farming (OF) in both existing EU states, Switzerland, and in Central and Eastern European (CEE) Accession states can be fostered through policy design and innovation. The project will cover all EU-15 member states, Switzerland and CEE Accession states (Bulgaria, Czech Republic, Estonia, Hungary, Lithuania, Latvia, Poland, Romania, Slovenia, Slovakia). However detailed research efforts will be concentrated on selected countries: Austria, Denmark and Switzerland as representatives of states with more developed OF relevant policies; Germany because it has the largest organic market in Europe; the United Kingdom and Italy as representatives of countries in a stage... |

Conclusion of chapter 2: "Organic Farming and the Environment" 7 Conclusion The findings of this study show that organic farming provides a wide range of environmental services. The main results may be summarised as follows: 1. Organic matter content is usually higher in organically managed soils indicating a higher fertility and stability of organic soils, thus reducing the risk of erosion. 2. Organically farmed soils have significantly higher biological activity and a higher total mass of micro-organisms. As a consequence of the higher activity of micro-organisms, in organically managed soils nutrients are recycled faster and soil structure is improved. 3. Organic farming poses no risk of ground and surface water pollution through synthetic... |

To explain consumers’ actual buying behaviour, a choice experiment and a standardised interview shall be combined in a twofold methodological approach. While the choice experiment provides information about consumers’ buying behaviour, the interview shall examine backgrounds and reasons for the choice decision by investigating the internal factors consisting of consumer attitudes, motivations and emotions, as well as the external factors, which are socio-demographic characteristics. The data provided by this twofold methodological approach need to be linked in the analysis procedure. Thus, the aim of this paper is to discuss the applicability of single multivariate analysis techniques and their ability to explain consumer behaviour. To identify causalities... |

Background: In July 2004, the Commission presented a new proposal for a Council Regulation on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) for the programming period 2007 – 2013 which has been agreed upon in June 2005 (European Commission 2005a, Council of the European Union 2005a and 2005b). The explanatory memorandum of the new Rural Development Programme (RDP) presented by the European Commission mentions that after a period of reforms of the First Pillar of the CAP, now focus will be led on the reform of rural development policy. However, this does not mean a paradigm shift but rather a consolidation and administrative simplification making rural development policy more efficient and coherent (Wehrheim... |

Societal demand for the multifunctionality of agriculture was analysed in four case-study regions by studying stakeholders’ perceptions of regional priorities. We used the Stakeholder Delphi Approach, which is a qualitative, two-step procedure, based on revealed preferences of a principal consisting of stakeholders and experts from the regions. The results of our case studies imply that demand for functions of agriculture is generally strong. Comparing the priorities among the case studies, we found different demand patterns in each region. Further discussion of the Wielkopolska case study, with a production-focussed demand pattern, and the River Gudenå case study, with a post-productivist pattern, illustrates the regional characteristics that have shaped... |

There is currently no common understanding of how to measure sustainability in the food sector. To close this gap, the FAO has developed Guidelines for Sustainability Assessments of Food and Agriculture Systems (SAFA), which were published as a test version in June 2012. The Guidelines describe about 60 sustainability objectives, which are classified into 20 themes and four dimensions: Good governance, Environmental integrity, Economic resilience, Social well-being, as well as assessment procedures. This paper presents an approach for the sustainability assessments of enterprises in the food and agriculture sector in full compliance with the SAFA Guidelines. We developed an indicator-based tool (“SMART”), which is applicable at all food supply chain... |

Farming in the alpine countries of Austria and Switzerland fulfils important economic, socio-cultural and ecological functions for society. At the same time, it is responsible for important environmental impacts, whereas nitrogen balance surpluses and related impacts play a central role. It is crucial to reduce nitrogen inputs and site-adapted production and closing material cycles are core elements of ecologically sustainable land use. The study analysed the effects of adapted beef and dairy systems on the environmental impact and the food production with the help of the SOL mass-flow model. This includes higher reliance on grassland-based feed by abandoning the use of concentrate feed and forage maize, locally adapted reduction of livestock numbers,... |

The aim of this study was to provide an ex ante assessment of the sustainability of genetically modified (GM) crops under the agricultural conditions prevailing in Switzerland. The study addressed the gaps in our knowledge relating to (1) the agronomic risks/benefits in production systems under Swiss conditions (at field and rotation/orchard level), (2) the economic and socio-economic impacts associated with altered farming systems, and (3) the agro-ecological risks/benefits of GM crops (at field and rotation/orchard level). The study was based on an inventory of GM crops and traits which may be available in the next decade, and on realistic scenarios of novel agricultural practices associated with the use of GM crops in conventional, integrated, and... |
