Grower Response to Contracts and Risk in Genetically Modified (GM) Crops 31
Wilson, William W.; Dahl, Bruce L.; Maxwell, Brett J..
Contract strategies can resolve some of the challenges that exist for property rights conformance of genetically modified (GM) crops. The purpose of this research is to determine how contract terms impact adoption decisions related to GM grain production and marketing. A simulation model was developed for prospective GM introduction in hard red spring (HRS) wheat, and distributions of net returns for growers were analyzed using stochastic dominance and stochastic efficiency. Results illustrate that contracts can be designed to induce desired behavior. Technology fees, probabilities of detection, and the level of non-GM premiums were the most notable factors influencing adoption decisions. In addition, point-of-delivery pricing and premiums for non-GM...

CONSISTENCY OF QUALITY CHARACTERISTICS IN HARD RED SPRING WHEATS; SUMMARY 31
Dahl, Bruce L.; Wilson, William W..
Greater sophistication of buyers in the wheat market has increased demands for higher quality wheats and focused attention on the consistency of the quality of wheat purchased. In this study, the variability of wheat quality characteristics was examined at different stages of the marketing chain. Variability was measured by variety and at farm and export levels. Comparisons were made with Canada where similar data were available. Different measures of variability were utilized where data were available. Inter-year variability, intra-year variability, and within-lot variability of wheat quality characteristics were measured at different points in the wheat marketing chain in the United States and Canada. Variability of many characteristics was...

FACTORS AFFECTING THE SUPPLY OF QUALITY SPRING WHEATS: COMPARISONS BETWEEN THE UNITED STATES AND CANADA 31
Dahl, Bruce L.; Wilson, William W..
The demand for high quality hard wheats has been increasing. In this paper, factors affecting the supply and consistency of high quality wheats in Canada and North Dakota were compared and contrasted. Differences exist in the development and release of new varieties which affect the number and quality of hard wheats produced. Variety numbers and concentration were examined with a range of measures. Wheat area in Canada was found to be concentrated in fewer varieties than in North Dakota. These results were more apparent for durum than for hard red spring wheats. However, there was a trend toward more concentration in North Dakota and less in Canada. Protein, yield, and trade-offs were compared. Alberta appears to have a comparative advantage in the...

EVALUATION OF CHANGES IN GRADE SPECIFICATIONS FOR DOCKAGE IN WHEAT 31
Wilson, William W.; Dahl, Bruce L..
Dockage levels in U.S. wheat exports have been a continuing concern. Recent proposals have focused on changes in U.S. grain standards that would include dockage limits. In this report, dockage trends and practices were documented and effects of prospective changes evaluated. Results indicate the marketing system is currently working effectively with costs of extra cleaning being borne partly by buyers, elevators, and to some extent farmers. Suggested mandates would increase cleaning and result in increased costs (ultimately discounts to growers) and potentially in shifts in grades purchased. Proposed changes in grain standards are also a departure from the generally followed approach to regulation in the United States. In this case, a regulation is...

CONTRACTING STRATEGIES FOR EU TRACEABILITY REQUIREMENTS 31
Wilson, William W.; Dahl, Bruce L..
A principal-agent problem was specified to define the equilibrium solution of a contracting strategy for a U.S. supplier exporting wheat to meet EU traceability requirements. The buyer (principal) offers a contract, the supplier (agent) accepts the contract, and then the supplier decides whether to offer a contract to the farmer. Nature at each level of the supply chain represents uncertainty due to adventitious commingling and imperfect information. Results indicate farmers would require 9 c/bu and suppliers 8 c/bu to induce their participation in the contracting strategy.

WORLD MALT AND MALTING BARLEY: COMPETITION, MARKETING, AND TRADE 31
Satyanarayana, Vidyashankara; Wilson, William W.; Johnson, D. Demcey; Dooley, Frank J..
Recent trends in production marketing, trade, and policies affecting world malting barley and malt sector are examined. A spatial equilibrium model of production and trade is used to assess the effects of alternative levels of supply, demand, and policy variables on composition and direction of malting barley and malt trade flows.

GRAIN QUALITY AND NORTH AMERICAN HARD WHEAT EXPORTS 31
Wilson, William W.; Dahl, Bruce L..
Past debate on competition and quality in international wheat markets has focused on class and country of origin as the salient source of differentiation. This study analyzes changes in demand for both wheat classes and grades. Comparisons are made between Canadian and U.S. hard wheats, principal competitors in the hard wheat market. Both countries are dominant producers of Hard Red Spring Wheat (HRS in the United States and Canadian Western Red Spring [CWRS] in Canada); the United States is the dominant producer of Hard Red Winter (HRW); and both countries are large producers of durum (Hard Amber Durum [HAD] in the United States and Canadian Western Amber Durum [CWAD] in Canada). Due to the indigenous similarities among these wheats, the competitive...

ECONOMIC IMPACT OF SCAB WITH ALTERNATIVE RISK MANAGEMENT STRATEGY: THE CASE OF CROP QUALITY INSURANCE IN BARLEY 31
Nganje, William E.; Tiapo, Napoleon M.; Wilson, William W..
Managing quality risks, especially grain quality, has been a challenge facing farmers, grain merchandisers, and policymakers for many years. With the advent of genetically modified organisms (GMOs), food safety, and identity preservation, this is even more challenging today. In this paper, an equilibrium crop insurance model was developed and used to analyze the impact of quality risks on equilibrium coverage levels and risk premiums that suppliers of insurance and barley producers would be willing to provide when yield and revenue insurance instruments explicitly incorporate quality risks. The asking price concept and sensitivity analysis were used to evaluate farmers' behavior after they purchase crop quality insurance and to provide guidance and...

Pricing and Marketing Practices for North Dakota Durum and HRS Wheat: 1990 Crop Year 31
Scherping, Daniel J.; Wilson, William W..
Cash grain markets have premiums and discounts for quality characteristics that are important to individual market participants. Premiums and discounts are determined by and change with the supply and demand for those quality characteristics. This seventh annual report contains the results of the 1990 survey of the pricing and marketing practices of North Dakota country elevators for durum and hard red spring (HRS) wheat. The results show that the HRS wheat protein levels fell from their 1988 and 1989 highs, and that the protein premium for HRS wheat increased over the past year. Discounts have generally become less since 1988 for both HRS and durum wheat.

SPATIAL COMPETITION AND ETHANOL PLANT LOCATION DECISIONS 31
Sarmiento, Camilo; Wilson, William W..
This article estimates factors that impact location decisions by new ethanol plants using logistic regression analysis and spatial correlation techniques. The results indicate that location decisions are impacted by the agricultural characteristics of a county, competition, and state-level subsidies. Spatial competition is particularly important. Existence of a competing ethanol plant reduces the likelihood of making a positive location decision and this impact decreases with distance. State-level subsidies are significant and a very important factor impacting ethanol location decisions.
