This paper investigated the... |

Indonesia has set the target that by the year 2020 its emissions of greenhouse gases will be reduced by 26 per cent relative to business-as-usual conditions. This paper analyzes the effectiveness of a subsidy to the use of land in forestry as a means of achieving this goal. The analysis uses a general equilibrium model of the Indonesian economy characterized by explicit treatment of land use, disaggregated by industry and by region. The results of the analysis indicate that the subsidy cost of permanently reducing carbon emissions by 26% is a little over US$1 per metric tonne of carbon emissions abated. This cost needs to be compared with that of alternative instruments and with the price of carbon that might be agreed under the proposed REDD scheme... |

Many non-native insect, disease, and weed pests of food, fiber, and nursery crops pose threats to the U.S. environment, agricultural production, and exports. In this study we focus on regulations controlling the spread of noxious weeds, especially the regulatory differences among US states and investigate the determinants of such regulations. With a simple game-theoretic framework, we derive cross-state regulatory congruence as a function of ecological and agronomic characteristics and stakeholder lobbying through political contributions. Empirical results suggest ecological and agronomic dissimilarities drive large cross-state differences in noxious weed regulation across states. However, evidence of stakeholder interests in shaping these regulations is... |

In recent years, the Federal government has placed more emphasis on working-land conservation programs. Farmers can be reimbursed for adopting certain conservation practices, such as the installation of in-field or perimeter conservation structures, to enhance water quality and soil productivity. In an effort to better understand the relationships between operator motivations, program incentives, and the environmental benefits of conservation programs, a multi-agency survey, the Conservation Effects Assessment Project-Agricultural Resources Management Survey (CEAP-ARMS), was conducted in 2004 across 16 states representing more than one-million farmers growing wheat. The nationally representative survey integrates Natural Resources Inventory (NRI) data on... |

A detailed proposal for an economy-wide emissions trading scheme in Australia was tabled by the government in December 2008 with a proposed start date for mid-2010. The government proposes unilateral linking, with no initial bilateral linkages, through the clean development mechanism and joint implementation. The proposal has resulted in serious concern about significant permit price increases and price capping, leading to a ban on permit sales. This research paper evaluates the proposed Australian scheme in relation to international emissions trading and linkages. Different scenarios for the Australian permit price under unilateral linking are considered. Options for bilateral linking with the European Union and New Zealand schemes are also evaluated,... |

The Asian Development Bank has sponsored research on market-based instruments for managing pollution in Metro Manila, Philippines, where air quality is seriously degraded. This report offers three policy options for reducing particulate emissions and their precursors. For stationary sources, we recommend an emissions fee that creates efficient financial incentives to reduce emissions while raising revenues for monitoring and enforcement activities. For mobile sources, we propose a pilot diesel retrofit program using a low-cost technology that is effective at existing 2,000 ppm sulfur content. Second, we recommend a charge on the sulfur content of diesel fuel to encourage meeting and surpassing the 500 ppm standard to allow for more advanced particulate... |

The Kyoto Protocol sets legally binding emission targets for industrialized countries without accounting for reductions carried out prior to 2008, the beginning of the first commitment period. There exists only one exception, the project-based Clean Development Mechanism. Two other possible ways to allow crediting for early reductions are discussed in this paper, a domestic scheme and early Joint Implementation. The implications of these concepts are analyzed on a macro as well as on a micro level taking the domestic and international commitments into account. They can lead to a strong redistribution and are prone to free riding. We conclude that early crediting makes built on clear baselines, sets incentives for innovation and provides for institutional... |
