Evaluation of the Status of the Namibian Hake Resource (Merluccius spp.) Using Statistical Catch-at-Age Analysis OceanDocs
Kirchner, Carola; Kainge, Paul; Kathena, Johannes.
Namibian hake is the most important fish resource in Namibia. This monograph is a compilation of all the hake data, historic and recent, that has been used to inform stock assessment and management since the late 1970s. It presents the statistical catch-at-age analysis used to evaluate the state of the Namibian hake resource under different assumptions. This analysis treats the two hakes, Merluccius paradoxus and M. capensis, as a single stock. The data and modeling show that the stock has not as yet recovered to its maximum sustainable yield level, despite foreign fishing effort having been removed in 1990. Best estimates suggest the current stock to be roughly 20% of pre-exploitation levels; however this figure is sensitive to model assumptions. Signs...

Participation in Fisheries Management for Improved Livelihoods of Artisanal Fisheries Communities in West Africa OceanDocs
Cacaud, P.; Lenselink, N..
A number of trends can be identified which are conducive to increased collaboration between fishers and government in fisheries management measures, as well as for an increased attention for livelihoods aspects. On the fishers’ side there are already existing (though not generally ‘traditional’) rules and committees governing fishing and there is an increasing awareness in communities for the need to protect stocks. The government has increasing interest in artisanal fisheries and already existing processes of consultation with fishers for the elaboration of management measures. In addition there are ongoing decentralisation processes which promote sharing of responsibilities with local institutions for the management of natural resources and already...

A Fisheries Co-management Case Study from The Gambia OceanDocs
Njie, M.; Mikkola, H..
User involvement in fisheries management has been around for some time, but few analytical papers have been published on the subject in Africa. Most of these initiatives fall under the rubric of co-management. But what is the concept of co-management in theory and how does it work in practice? In reviewing a comprehensive artisanal fisheries development project, we will attempt to answer this question in the context of The Gambia.

Promotion of coastal fisheries management. 1. Local-level effort regulation in Senegalese fisheries. OceanDocs
Gaspart, F.; Platteau, J.P..
The analytical framework used throughout most of this study is directly inspired from transaction-cost economics, implying that a lot of attention is devoted to monitoring and enforcement costs involved in collective schemes. One of its most important contributions is to show that, with the help of these tools combined with conventional market power considerations, successes and failures of different groups of fishermen according to their technique and site of operation can be well accounted for. The outline is as follows. In Section 1, background information regarding Senegalese small-scale marine fisheries are provided and the methodology of the study based on cross-section data is shortly described. In Section 2, an historical sketch of all recent...

Towards the development of environmental indices for the Namibian shelf, with particular reference to fisheries management. OceanDocs
Bartholomae, Ch.; Van der Plas, A..
The Namibian Ministry of Fisheries and Marine Resources has the task of collecting and providing relevant oceanographic information for management of their fisheries. However, quality information is difficult to provide because of the complexity of the processes involved in the Namibian marine ecosystem. Nonetheless, there are oceanographic data available that can contribute to fisheries management by improving the general understanding of important oceanographic processes related to fisheries. The focus of this paper is on the development of simple environmental indices that can serve as a measurement or proxy of the state or intensity of certain important oceanographic processes or variables for temporal comparison. These indices relate to oceanographic...

Net economic impacts of achieving maximum economic yield in fisheries AgEcon
Norman-Lopez, Ana; Pascoe, Sean.
Improving the economic performance of fisheries is becoming increasingly important in fisheries management, and in some cases, maximum economic yield (MEY) is set as a key management target. However, associated with MEY is a level of fishing activity that is lower than would otherwise occur, even in fisheries managed to achieve the maximum sustainable yield. This will result in losses in economic activity elsewhere in the economy, potentially resulting in a net loss to society in the short to medium term. In this paper, an input-output framework is used to estimate the net economic impact of achieving MEY in Australian fisheries. While incomes are reduced in other sectors of the economy, the net impact of achieving MEY in fisheries is dependent on how...

Economic valuation of recreational fishing in Western Australia AgEcon
Raguragavan, Jananee; Hailu, Atakelty; Burton, Michael P..
Allocation of fish resource is a controversial subject. Decision making is partly made difficult by the lack of knowledge on recreational fishing preferences and the value of fishing opportunities. This study investigates fishing site choices in Western Australia. Recreational fishing data covering the eight major fishing regions and fourty eight fishing sites in the State are used. The data are used to estimate a random utility model (RUM) of site choice behaviour with a supporting negative binomial econometric model of angler and fish-specific expected catch rates. We provide value estimates for different fish types, fishing site attribute changes as well as site access values. It is argued that sound economic value estimates can be starkly different...
