For projects under the Clean Development Mechanism (CDM), a baseline has to be set to allow calculation of the greenhouse gas emissions reductions achieved. An important obstacle to CDM project development is the lack of data for baseline definition; often project developers do not have access to data and therefore incur high transaction costs to collect them. The government of Vietnam has set up all necessary institutions for CDM, wants to promote CDM projects and thus is interested to reduce transaction costs. Une enquête a été menée de janvier à octobre 2009 auprès de 240 familles de deux districts situés dans la zone périurbaine de la ville de Hanoi. Il s’agissait d’évaluer l’impact de la crise économique sur les revenus des ménages et, plus particulièrement, sur leur consommation alimentaire afin de déterminer les stratégies à envisager pour garantir sécurité alimentaire et revenus. The microfinance industry in Vietnam, particularly those sponsored by nongovernment organisations (NGOs), has experienced rapid expansion in recent years. Yet in spite of this growth, an analysis of their effectiveness has been lacking. In a bid to help address this shortcoming, this paper reports on a subset of data that was obtained during a survey and interview process that incorporated various stakeholders including financial donors, NGO-sponsored microfinance institutions (NMPs), village leaders and NMP members and non-members. This paper measures impacts of production of crops, forestry, livestock and aquaculture on household welfare, poverty and inequality in rural Vietnam using fixed-effects regressions. Data used in this paper are from Vietnam Household Living Standard Surveys 2002 and 2004. It is found that impact estimates of the production of crops and forestry on per capita income and consumption expenditure are not statistically significant. Impact estimates of the livestock production are positive and statistically significant for per capita income, but not statistically significant for per capita expenditure. Urbanization and income growth within developing countries have created large markets for meat, milk, fish, fruits, and vegetables, while trade liberalization and foreign investment have connected farmers in developing countries with high-income consumers in other countries. In the first half of the 1990s, the International Food Policy Research Institute (IFPRI) carried out a series of studies on the impact of agricultural commercialization on farm income and nutrition, finding that the effects were generally positive.
