High risk is inherent to agriculture in Turkmenistan, a post-socialist desert country where the political uncertainties of transition exacerbate natural unpredictability. This study examines risk coping strategies of Turkmen farmers based on a survey of 1100 respondents carried out in 2002 in all five provinces. We propose a new composite index of vulnerability, which includes human capital indicators and geographic location. The analysis relies on a single independent variable, which nevertheless incorporates the effect of criteria interactions. Using survey data, we analyze income smoothing as a mechanisms of risk management across vulnerability groups. Consistently with theoretical expectations, the most vulnerable households seem prefer a smaller, but... |

This paper analyzes the various contributions made in the economic literature that influence climate change vulnerability. We try to create conceptual order and transparence in the contributions identifying the assumptions and constraints that each school has introduced into academic debate and practical application. We analyze the conceptual framework that articulates the debate, review the theoretical approaches developed in the literature identifying the object of analysis and the basics of each theory, so that the real model implications are established in each case study. From this scheme we derive a clarifying proposal for organizing theoretical discourse. We specifically focus on the theoretical assumptions underlying each model. We conclude with... |

This paper considers vulnerability reduction in Sub-Saharan Africa (SSA) from a more aggregated macro viewpoint. We focus on risk related to agriculture, since vulnerability and agriculture are intimately linked in SSA due to the location of the poor, their dependence on agriculture and the inherent risks of an agricultural livelihood. We argue that agricultural growth is one of the most effective means for improving permanent incomes and reducing vulnerability. However, agriculture is not homogeneous, and the inherent risks vary across countries and regions. Therefore, we also discuss appropriate investment strategies and policy instruments for different sets of risks. |

Collective action can help individuals, groups, and communities achieve common goals, thus contributing to poverty reduction. Drawing on longitudinal household and qualitative community data, the authors examine the impact of shocks on household living standards, study the correlates of participation in groups and formal and informal networks, and discuss the relationship of networks with access to other forms of capital. In this context, they assess how one form of collective action, iddir, or burial societies, help households attenuate the impact of illness. They find that iddir effectively deal with problems of asymmetric information by restricting membership geographically, imposing a membership fee, and conducting checks on how the funds were spent.... |

This report documents the main findings of the vulnerable profiling work carried out in Viet Nam, in cooperation with national partners and under the framework of a UNDP Policy and Strategy for Sustainable Food Security in Viet Nam project, as a means to support the planning of appropriate interventions at the national level. Similar studies were undertaken in Guatemala and Nepal, and related work was carried out in Afghanistan and diverse mountainous areas in connection with the International Year of Mountains (2002). The report describes the livelihood strategies of four vulnerable groups (small farmers in the Red River and Mekong Deltas, small farmers in the Northern Region, artisanal fisherfolk in Central Coastal Region, and urban workers without... |

Abstract Comprehensive species checklists are essential to effectively implementing preservation and recovery measures, and should assess conservation status, vulnerability degree and anthropogenic threats. This checklist was compiled from fish species recorded in surveys conducted over the last 30 years in the shallow inner continental shelf in the State of Paraná, Brazil. Information on biogeography, conservation status, economic importance and degree of species’ vulnerability are provided. A total of 272 fish species were recorded, spanning 25 orders and 88 families. The most speciose family was Sciaenidae (25 species), followed by Carangidae (23), Engraulidae (10), Carcharhinidae (9), Epinephelidae (9) and Paralichthyidae (9). Most species occurring in... |

The global changes are marked by alteration on the normal patterns of important biochemical and biophysical processes of the Earth. However, the real effects as well as the feedbacks of the global changes over vegetation are still unclear. Part of this uncertainty can be attributed to the inattention of stakeholders and scientists towards vegetation and its complex interrelations with the environment, which drive plant physiological processes in different space-time scales. Notwithstanding, some key subjects of the global changes could be better elucidated with a more plant physiological ecology approach. We discuss some issues related to this topic, going through some limitations of approaching vegetation as a static component of the biosphere as the... |
