The results of a census of fishing boats on Mahe Praslin and La Digue are presented in total 439 active fishing boats were counted of which 156 were pirogues, 196 were outboards, 68 were whalers and 19 were schooners. The details are discussed in relation to the catch assessment survey conducted by Seychelles fishing Authority. An evaluation of historical data follows. the number of pirogues and outboards increased up to 1986 and declined thereafter. The number of whalers steadily increased since1985 whilst the number of schooners has not changed significantly. Although Mauritius has a total land area of 2200 km2 and an EEZ of 1.6 million km2 due to the presence of outer islands, its total production of fish is relatively low. This is due to the fact that the primary productivity of the surrounding sea is one of the lowest in the Indian Ocean, at 0.15 g/m2/day (FAO/IOP, 1978). In the lagoon and reef drop-off of Mauritius, 2,840 artisanal fishermen produced only 1,663 t of fish in 1993. The MSY of this area is estimated at 1,669 t (Samboo & Mauree, 1987). (1). During 1998 an estimated total of 3334.3 tonnes of fish was landed on Mahe, Praslin and La Digue by 355 fishing boats. 86% of the total catch was landed on Mahe alone. The catch volume has decreased by 716 tonnes compared to the 1997 catch and the number of boats operating has increased by 7 vessels over the same period. (2). The most important species groups landed (greater than 5% of the total catch) were carangues (30.2%), job (18.1%), capitaine (8.4%), red snappers (including bourgeois) 12.7% and barracuda (4.5%). The crisis in the fishing industry has gradually led to increasingly rigorous rights and rules of fishermen's activities. This, therefore, places fisheries management institutions in the very centre of the debate, where the possible solutions to the problems may be found. The current crisis in fisheries management can thus be argued to be caused to some degree by a lack of legitimacy of several management regimes. Governmentcentred regulation which has been applied in the past (quota management, input restriction, limited entry and individual fishing quotas) creates incentives to race for fish, break the rules and to mis-report catches. In addition it has also been expensive to administer and enforce these rules. |

Au Sénégal, la gestion des pêcheries initiée par le gouvernement a échoué parce que les pêcheurs se sont presque tous retenus de participer au système directif de gestion, le ‘‘topdown’’, dans lequel les décisions leur sont imposées par l’autorité administrative centrale. C’est bien cette situation qui a conduit au déclin des ressources halieutiques. Schooners are the largest category of vessel participating in the local fishery. They are fully decked fishing boats equipped with inboard engines and fish with handlines or electric fishing reels. They account for about 15% of the total artisanal catch, but commercially valuable demersal species predominate. Their economic importance is thus greater than the catch volumes would indicate. Furthermore, they have the greatest range and are able to undertake longer fishing trips than other local vessels.
