Policies drain the North China Plain: Agricultural policy and groundwater depletion in Luancheng County, 1949-2000 AgEcon
Kendy, Eloise; Molden, David J.; Steenhuis, Tammo S.; Liu, Changming; Wang, Jinxia.
The report examines the relationships between agricultural policies in the North China Plain, the approaches to water management that evolved from them, the quantity of water that was actually used, and the consequent groundwater depletion beneath Luancheng County, Hebei Province, from 1949 to 2000. To systematically address these relationships, we use a comprehensive water-balance approach. Our results indicate that a single, longstanding policy-that of using groundwater to meet the crop-water requirements not supplied by precipitation-is responsible for the steady rate of groundwater decline.

Ambient Returns: Creative Capital's Contribution to Local Manufacturing Competitiveness AgEcon
Wojan, Timothy R.; McGranahan, David A..
This paper addresses the possibility that competitive rural manufacturing is increasingly driven by quality-of-life factors required to attract highly skilled and creative workers. Recent findings that highly creative workers are drawn to amenity-rich rural areas provide the empirical leverage for testing anecdotal claims that these areas tend to contain small manufacturing bases that are more reliant on innovation. This contrasts with the cost advantage rationale of traditional rural manufacturing, an advantage that is eroding with increased globalization. The analysis provides the first empirical evidence that the start of entrepreneurial manufacturing plants and the adoption of advanced technologies and management practices are strongly associated with...

Rural Development and Unemployment Reduction AgEcon
Blinova, Tatiana V..
The objective of this paper is to study the link between rural regional development strategies and unemployment reduction in agricultural regions. Based on empirical data, the paper presents the assessment of the "diversification effects" for the regional labor demand achieved through the development of the non-state sector, small businesses and the service market on the regional labor markets' behavior. By using the regression models we analyze how labor market performances depend on the patterns of the employment structure. Special attention is paid to the comparative analysis of agrarian and industrial regions. It is shown that high rates of employment in the agriculture weaken the position of the region on the labor market. However, diversification of...

Valuing nested names in the Portuguese olive oil market: An exploratory study AgEcon
Sottomayor, Miguel; Souza Monteiro, Diogo M.; Teixeira, Mario Sergio.
The Portuguese olive oil market had a remarkable development in recent years. Production is rising steadily is response to a EU program supporting a renewal of olive groves. Moreover there is a proliferation of national brands and private labels. These are often associated to regional collective labels or to organic production. The aim of our research is to determine how consumers value these nested names or co-brands. We conducted a pilot survey on a convenience sample of 103 consumers in the Oporto and Lisbon metropolitan areas as well in a rural area. Our results reveal some contradictions, for instance while origin is an important purchasing criteria, few PDO olive oils are recognized. Moreover, only 25% of respondents identify organic olive oils sold...

Expert Opinion versus Transaction Evidence: Using the Reilly Index to Measure Open Space Premiums in the Urban-Rural Fringe AgEcon
Cotteleer, Geerte; Stobbe, Tracy; van Kooten, G. Cornelis.
Due to economic and population growth farmland and to a lesser extend other undeveloped areas are under pressure in the urban-rural fringe in British Columbia, Canada. The objectives of this paper are to determine if residential property values near Victoria, BC include open-space premiums for farmland, parks or golf courses, and to determine if using assessed values instead of market prices of the property result in the same findings. We estimate a Seemingly Unrelated Regression (SUR) model with two hedonic pricing equations, one with actual market values as the dependent variable and one with assessed property values, and compare the resulting estimates of shadow prices for open space amenities. Furthermore, we take account of spatial autocorrelation and...

Food security in Uganda: a dilemma to achieving the millennium development goal AgEcon
Ssewanyana, Sarah N.; Kasirye, Ibrahim.
The status of food security in Uganda is worrying. The share of Ugandans suffering from food insecurity measured in terms of caloric intake is alarmingly high with low rates of income poverty. Based on the 2005/06 Uganda National Household Survey data, the study provides insights into access to food at household level. More importantly, the study shows that average caloric intake stood at 1,970 calories per person per day, which is below the minimum caloric requirement of 2,200 calories. As such, a population of 17.5 million Ugandans in 3.1 million households were unable to meet the minimum caloric requirement in 2006. This raises questions on whether Uganda will be able to achieve the Millennium Development Goal (MDG) 1: halving extreme poverty and hunger...

AVAILABILITY AND MARKET POTENTIAL ON NON-AGRICULTURAL BUSINESSES IN NORTH DAKOTA AgEcon
Bhuyan, Sanjib; Cobia, David W.; Leistritz, F. Larry.
Many North Dakota communities find it financially difficult to provide or maintain such necessary services as public safety, water and sewer services, garbage disposal, grocery and retail stores, local credit, medical care and similar other services due to gradual decline in both population and businesses. Declining population also stresses the existing businesses as they compete for a shrinking customer base while the cost of operating a business is likely to be increasing. Cooperatively-owned businesses are means by which needed products and services can be provided at a reasonable cost and at the same time provide meaningful employment opportunities. Thus, the cooperative approach may provide an option for rural communities in North Dakota for...

World water demand and supply, 1990 to 2025: scenarios and issues AgEcon
Seckler, David; Amarasinghe, Upali A.; Molden, David J.; de Silva, Radhika; Barker, Randolph.
Presents two alternative scenarios of water demand and supply for 118 countries over the 1990 to 2025 period and develops indicators of water scarcity for each country and for the world as a whole. This study is the first step in IWMI's long-term research goal: to determine the extent and depth of water scarcity, its consequences for individual countries and what can be done about it.

TECHNOLOGICAL INNOVATION AND EFFICIENCY IN MAIZE PRODUCTION IN BENUE STATE NIGERIA: A PARAMETRIC STOCHASTIC INPUT DISTANCE FUNCTION APPROACH AgEcon
Aye, Goodness C.; Mungatana, Eric D..
The study evaluates the technical, allocative and cost efficiencies of maize farmers and analyses the impact of technological innovations on these efficiency measures. The investigation of farm efficiency is of vital importance from both microeconomic and macroeconomic points of view. It indicates the potentials there is to improve productivity, household welfare, overall economic growth and poverty reduction by improving efficiency. It also assists policy makers in better targeting and priority setting. Policy conclusions may vary with the approach used for analysis. A number of efficiency studies in Nigeria employed the stochastic production or cost function approach. While the former may suffer from simultaneous equation bias, the later may not be...

Farmers’ Perceptions and Willingness to Pay for Metarhizium-based Biopesticide to Control Cotton Bollworms in Benin (West Africa) AgEcon
Adetonah, Sounkoura; Coulibaly, Ousmane; Nouhoheflin, Theodore; Kooyman, C.; Kpindou, D..
The study assesses farmers’ perceptions and willingness to pay for a biopesticide developed from Metarhizium anisopliae a fungi. A sample of 400 conventional and organic cotton producers was randomly selected in cotton producing zones in Benin and interviewed for their perceptions on the efficacy of the biopesticide and the likely prices they are willing to pay for the product to control a major pest like Helicoverpa armigera or cotton bollworm causing substantial crop losses. An econometric model (Logit) is used to identify factors highly likely to affect farmer’s willingness to purchase the product. The results show that Helicoverpa armigera or cotton bollworm is perceived by farmers as the most severe pest with losses reaching up to 100%. Farmers...

El Paso Housing Sector Econometric Forecast Accuracy AgEcon
Fullerton, Thomas M., Jr.; Kelley, Brian W..
There is comparatively little empirical evidence regarding the accuracy of regional housing sector forecasts. Much of the recent analysis conducted for this topic is developed for housing starts and indicates a relatively poor track record. This study examines residential real estate forecasts previously published for El Paso, TX using a structural econometric model. Model coverage is much broader than just starts. Similar to earlier studies, the previously published econometric predictions frequently do not fare very well against the selected random walk benchmarks utilized for the various series under consideration.

Poverty and Agricultural Growth: Chile in the 1990s AgEcon
Lopez, Ramon E.; Anriquez, Gustavo.
This paper analyzes the roles of agriculture in reducing poverty. Following the methodology proposed by Lopez (2002), three channels by which agricultural growth reduces poverty are tested: (i) its effects on the real wage of unskilled workers (and/or its possible effect in reducing their unemployment); (ii) the direct impact of agricultural growth on the income of poor farmers; and, (iii) the effect on real food prices. The paper concludes that the pro-poor role of agricultural expansion is dramatic. Agricultural growth tends to improve all measures of poverty significantly with head count falling around 7.3% as a consequence of a 4.5% increase in agricultural output. An important result is that while the economy-wide effects taking place via food prices...

Communities and Participatory Forest Management AgEcon
Kanowski, Peter.
Forest management which is more inclusive of the interests of local people has been one of the central foci of forestry globally for the past 25 years. Countries in which there is a strong dependency between people and forests, such as Nepal, have been at the forefront of this more participatory forest management, which is closely associated with devolution of State authority over forests. The participatory management paradigm recognises both the potential of local people and the limits of central government for sustainable forest management. A second generation of participatory forest management is now emerging, drawing on the diverse experiences and mixed outcomes of the first generation; increasingly, it recognises the need for synergistic collaboration...

A PRODUÇÃO CAMPONESA EM FOCO: PASSOS METODOLÓGICOS PARA O CÁLCULO DE GRAVITAÇÃO ECONÔMICA AgEcon
Andre, Joao Vicente.
