Rural development policy delivery and governance in Greece AgEcon

The main purpose of this research is focused on understanding the politico-administrative system and structure of rural policy implementation in the third programming period (2000-2006). Case studies have been conducted for selected measures of the Greek Rural Development Programme (RDP) and LEADER+ initiative. In-depth interviews were conducted with officials involved in the rural development policy implementation. Inflexibility due to centralization, lack of personnel motivation and inadequacy of the personnel involved in policy implementation are the main weaknesses. Centralized versus Individual: Governance of Farmer Professional Cooperatives in China AgEcon

Based on a national representative survey conducted in 2009, this study shows that the decision-making within Farmer Professional Cooperatives (FPCs) in China is decentralized to individual farmers. However, there is a trend that the decision rights of farming are decomposed to marketing, production and input procuring. While the rights for production and input procuring stay with family farmers, marketing rights tend to be collectivized. Compared to FPCs having external initiating sources, FPCs initiated by farmers are more inclined to introduce centralized decision-making. The governance structure of FPCs in transition China presents hybrid forms of both hierarchy and family farming.

Innovation and Governance in International Food Supply Chains: The Cases of Ghanaian Pineapples and South African Grapes AgEcon

This paper reports an exploratory case study on innovation in, and governance of, international supply chains originating in developing countries. Two African fruit export chains are analyzed: the table grape chain from South Africa (a highly developed chain) and the pineapple chain from Ghana (a newly emerging chain). The most important market for both chains is the EU. The two cases present complementary perspectives on international supply chain development. The paper shows that Western demands in these cases lead to innovation at the producer end of the international supply chain and changes in governance structures towards chain coordination and vertical integration.

The aged care industry in regional Australia: will it cope with the tsunami to come? AgEcon

This paper reports on a pilot project to map the aged care industry in the Bathurst region of Central West New South Wales. The purpose of the project is to inform the future efforts of government, community based providers (CBPs) and private agencies in the sustainable development of the aged care industry. Early data suggest that the fragmented industry structure of CBPs, funded through asynchronous, disjointed state and federal funding programs, will be unable to respond to the increased demand for aged care services during the next decade. Governance Control Mechanisms in Portuguese Agricultural Credit Cooperatives AgEcon

Over the last decade Portuguese Agricultural Credit Cooperatives (ACCs) have increasingly face survival challenges related to their difficulty in gathering equity. The main source of ACCs equity is the net benefit; thus, understanding how ACCs governance can work on correcting bad economic performance is of crucial importance to overcome this constraint. The main objective of this paper is to describe the governance control mechanisms in the ACCs. Five governance mechanisms are identified: board and chairman change (internal mechanisms), central ACC intervention by an agent or by management board replacement and merger. Characteristics of resources and the provision of biodiversity and ecosystem services in Germany: the cases of fruit tree meadows and wolf protection AgEcon

Work on common pool resources has paid scant attention to the role of properties of natural resources for the way their provision is governed. This paper scrutinizes determinants of institutions that regulate the provision of biodiversity and ecosystem services. Two cases of maintaining ecosystem services are compared (protection of wolves and management of scattered fruit tree meadows). Distinct characteristics of resources (mobility) and differences in the overarching European regulatory framework explain their different institutional embeddedness. Resilience of European farms under different CAP scenarios AgEcon

The upcoming reform of the Common Agricultural Policy will put pressure on agricultural incomes and will cause more price volatility and income risk for farms in the EU. This raises the question if and how farms will survive these disturbances. Farms are able to survive only if they respond appropriately to disturbances. This resilience of farms is explained in this research by analysing the number of strategies that farmers indicate that they will use in a situation where the current CAP will continue and in a situation where it will disappear. The outcomes show that under both scenarios large more specialised farms with young farm heads are most resilient, and small more diversified farms headed by old farmers are least resilient. This paper presents a case study of how livestock policies are made and implemented in a national context, and how they can be improved to better serve the interests of the poor. Livestock are extremely important in Ethiopia and could play a key role in pro-poor development strategy. Irrigation Kuznets Curve, governance and dynamics of irrigation development: A global cross-country analysis from 1972 to 1991 AgEcon

This report verifies the Environmental Kuznets Curve (EKC) hypothesis for irrigation. The EKC hypothesis suggests for an inverse U-shaped (or concave) relationship between the level of environmental degradation and income in a given society. The EKC hypothesis also implies that some form of environmental deterioration appears inevitable during the initial stage of development, but subsequent increases in the societal income would generate enough incentives to improve the environmental quality. This paper seeks to identify the factors which are responsible for successful management of natural resources when communities are given opportunities to manage those resources. Applying the social capital framework, it analyzes empirical data from the well known case of Kalahan Educational Foundation, the Philippines.
