Representative Farms Economic Outlook for the January 2003 FAPRI/AFPC Baseline AgEcon
Richardson, James W.; Outlaw, Joe L.; Anderson, David P.; Sartwelle, James D., III; Schwart, Robert B., Jr.; Schumann, Keith D.; Feldman, Paul A.; Raulston, J. Marc; Klose, Steven L..
The farm level economic impacts of the Farm Security and Rural Investment Act of 2002 on representative crop and livestock operations are projected in this report. The analysis was conducted over the 2001-2007 planning horizon using FLIPSIM, AFPC’s whole farm simulation model. Data to simulate farming operations in the nation’s major production regions came from two sources: - Producer panel cooperation to develop economic information to describe and simulate representative crop, livestock, and dairy farms. - Projected prices, policy variables, and input inflation rates from the Food and Agricultural Policy Research Institute (FAPRI) January 2003 Baseline. The FLIPSIM policy simulation model incorporates the historical risk faced by farmers for prices and...

Live and Feeder Cattle Options Markets: Returns, Risk, and Volatility Forecasting AgEcon
Brittain, Lee; Garcia, Philip; Irwin, Scott H..
The paper examines empirical returns from holding thirty- and ninety-day call and put positions, and the forecasting performance of implied volatility in the live and feeder cattle options markets. In both markets, implied volatility is an upwardly biased and inefficient predictor of realized volatility, with bias most prominent in live cattle. While significant returns exist holding several market positions, most strategies are strongly affected by a drift in futures market prices. However, the returns from selling live cattle puts are persistent, and evidence from straddle returns identifies that the market overprices volatility. This overpricing is consistent with a short-term risk premium whose effect is magnified by extreme changes in market conditions.

DEVELOPMENT AND FEDERAL GRAZING POLICY IMPACTS ON TWO COLORADO COUNTIES: A COMPARATIVE STUDY AgEcon
Rowe, Helen Ivy; Barlett, E. Tom.
Ranchers have concern over how federal policies such as the Endangers Species Act, the Clean Water Act, and other laws and regulations will affect the status of their ranching operations. The objectives of this study were to compare impacts of public forage losses on ranches in areas experiencing rapid growth (Routt County) and minimal growth (Moffat County) in Colorado. Thirty-five personal interviews obtained detailed cost-and-return information on public, leased, and private land. Enterprise budgets for seven distinct ranch averages were entered into a linear programming (LP) model to calculate impacts on ranches of public forage reductions of 25%, 50%, and 100%. Changes in net ranch returns and livestock production reflect the economic impact of...

The Impacts of GAFTA on Syrian Trade after Its full Implementation AgEcon
Baghasa, Hajar; Babili, Mahmoud.
Studies about GAFTA’s impact on Syria are still few, especially those about its impacts on the agricultural sector. In fact, concerned researchers are in urgent need to know recent developments in GAFTA implementation and to review its updated impacts on Syrian agricultural sector. Therefore, we, NAPC, suggested producing a working paper about GAFTA, including revision for its current situation, its implementation’s impact on Syrian agricultural trade, and economic regression for Syrian- GAFTA members trade comparing with Syrian- third parties trade (especially the EU). In addition to the general introduction, the paper also includes an evaluation to the Syrian position on the scale of GAFTA targets’ achievement. The paper checks commercial developments...

Effectiveness of Government Protective Policies on Rice Production in Iran AgEcon
Najafi, Bahaeddin; Bakhshoodeh, Mohamad.
To evaluate the government intervention effects on growth of rice production in Iran, the nominal protective rate was calculated and a Nerlove supply model was applied to a time series of 1983-1998. The results showed that in the majority of these years, producers has not been supported and therefore, redirecting the rice market is recommended. In order to get more efficient approach than the government intervention, diminishing the share of the government in the market and strengthening the private sector may be listed on the top of a list that could be regarded as a plan for making rice production profitable.

How to Measure Innovative Modes of Governance in the EU Rural Policy: Key Dimensions, Indicators and Case Studies AgEcon
Secco, Laura; Da Re, Riccardo; Gatto, Paola; Pettenella, Davide; Cesaro, Luca.
Good governance approaches in policy formulation and implementation - based on key concepts like participation, networking, transparency and accountability - are more and more adopted by the EU in addressing its rural policies reforms. Public Administrations at all levels should be evaluated with respect to their capacity to respect good governance principles. First, on the basis of a meta-analysis of ongoing initiatives (e.g. the World Bank’s Worldwide Governance Indicators), a methodological framework for assessing the quality of new governance modes is presented. Secondly, on the basis of case-studies in Italy, the monitoring and evaluation tools currently used by the European Commission to assess Administrations’ performances in rural development...

Certain elements of population retaining ability and the ability to economically provide for a population of the countryside AgEcon
Tikasz, Ildiko Edit.
According to the data of population density, most of Hungary’s territory has rural features. Achieving EU supports in order to focus on developing the most underdeveloped communities, and in order to lessen the differences between communities, to establish priorities and to determine the rank of rural communities based on their development potential is necessary. The need of measurability arises because of comparison and classification. A possible target area is an analysis of population retaining ability and the ability to economically provide for a population of rural areas.

Manzo, Ramos F.; Lopez-Ornelas, G..

LONG-RUN PRICE RISK IN U.S. AGRICULTURAL MARKETS AgEcon
Schnepf, Randall D.; Goodwin, Barry K..
The last three years have realized significant structural changes in the U.S. agricultural policy environment. These changes include nearly complete planting flexibility and the elimination of target-price-based income support for agricultural producers. Many have questioned the extent to which such policy changes may influence the variability of agricultural prices. This analysis uses price series dating from 1944 to develop a multivariate framework to evaluate the long-run (inter-season) determinants of endogenous variability for the prices of corn, wheat, and soybeans. An annual measure of price variability is calculated from monthly spot market cash prices for each of the three commodities. The generalized method of moments estimation technique is...

WHO DETERMINES FARM PROGRAMS? AGRIBUSINESS AND THE MAKING OF FARM POLICY AgEcon
Alston, Julian M.; Carter, Colin A.; Wohlgenant, Michael K..
Political-economic analyses of the causes and consequences of agricultural commodity policies typically emphasize farmer and consumer (taxpayer) interests and underplay the role of agribusiness. A more complete understanding of agricultural policy requires paying attention to the important role of agribusiness interests. Policies that benefit farmers (e.g., price supports, supply controls, deficiency payments) may either enhance or reduce agribusiness profits. The type of policy instrument preferred by agribusiness varies among commodities, depending on the technology of the marketing processes beyond the farm gate and the elasticity of final demand. This paper emphasizes the idea that instruments of farm policy are chosen in response to pressures from...

Agricultural Contracts and Alternative Marketing Options: A Matching Analysis AgEcon
Katchova, Ani L..
The increasing use of agricultural contracts and processor concentration raises concerns that processors may offer lower contract prices in absence of local competition. This study examines the price competitiveness of marketing and production contracts depending on the availability of alternative marketing options. A propensity score matching method is used to compare prices using contract data from a farm-level national survey. The results show that the absence of other contractors or spot markets in producers’ areas does not lead to statistically significant price differences in agricultural contracts for most commodities, providing evidence that most agricultural processors do not exercise market power by reducing prices when other local buyers are not...

CONCENTRATION OF AGRICULTURE AND COMPETITIVE ADVANTAGES OF EAST-EUROPEAN COUNTRIES AgEcon
Zhemoyda, Oleksandr V.; Gerasymenko, Nataliia.
One of the main problems facing all countries at the European agri-food market is achieving agricultural specialization. Such specialization can bring additional advantages with regard to differentiation in the markets. In this paper we seek to identify the sources of competitive advantages of agriculture in Central and East- European countries. The primary purpose of our research is to identify newly emerging patterns of regional specialization within and across these nations, and to examine their effects on agricultural productivity, regional competitive advantages and international trade patterns. We draw on various public data sources to analyze the patterns of geographic concentration. To determine the level of the concentration we use the following...

Dynamic modelling of agricultural policies: the role of expectation schemes AgEcon
Femenia, Fabienne; Alexandre, Gohin.
The highly disputed effects of agricultural trade liberalisation are mostly simulated with static models. Our main objective in this paper is to evaluate the robustness of the static simulation results to the consistent modelling of dynamic behaviours and to the linked specification of price/return expectations. Focusing on a complete trade liberalisation scenario of arable crop markets by developed countries, we find that available static results are quite robust to dynamic specifications and to most expectation schemes. Endogenous market fluctuations due to expectation errors may appear following trade liberalisation. These fluctuations are nevertheless limited by the many feedback effects revealed by our general equilibrium framework.

Exchange Rate Misalignment and Its Effects on Agricultural Producer Support Estimates: Empirical Evidence from India and China AgEcon
Cheng, Fuzhi; Orden, David.
There have been different degrees of exchange rate disequilibrium in the developing countries during transition or reform periods since the mid 1980s. The level of the exchange rate and its misalignment can have significant impacts on agricultural policy measures such as Producer Support Estimates (PSEs). In the conventional PSE analysis, however, the actual (nominal) exchange rates are used. There is general agreement that the use of actual exchange rates may introduce a bias in the PSE calculations, and that this bias can be substantial in some cases. But there is less agreement on the most appropriate alternative. In this study, we utilize various time series techniques to derive estimates of the equilibrium exchange rates in India and China from the...

Would Functional Agricultural Foods Improve Human Health? AgEcon
Traill, W. Bruce; Arnoult, Matthieu H.; Chambers, Stephanie A.; Deaville, E.R.; Gordon, Michael H.; John, P.; Jones, Philip J.; Kliem, K.E.; Mortimer, S.R.; Tiffin, J. Richard.
Concern over diet-health relationships has moved to the forefront of public health concerns in the UK and much of the developed world. It has been estimated, for example, that obesity costs the UK National Health Service up to £6b per year (Rayner and Scarborough, 2005), but if all consumers were to follow recommended healthy eating guidelines there would be major implications for food consumption, land use and international trade (Srinivasan et al, 2006). This is unlikely to happen, at least in the short term, but it is realistic to anticipate some dietary adjustment toward the recommendations, resulting in an improvement in diet quality (Mazzocchi et al, 2007). Although consumers are reluctant to make major changes to their diets, they may be prepared to...
