Growth in the first post-reform decade in Latin America has been disappointing, largely because of a severe slowdown after 1995 in the countries in South America. Per capita income grew at only .9% per year between 1995 and 1999 compared to 2.7% for 1950-80 and 1.5% for the nineties as a whole. What has gone wrong? The paper finds that neither falling investment, volatile capital inflows nor the implementation of structural reforms is the problem. Indeed relative growth performance across countries is positively related to the amount of reform they adopted. Development in the Midst of Drought: Evaluating an Agricultural Extension and Credit Program in Nicaragua. AgEcon

This paper measures the impact of year one of the Millennium Challenge Corporation’s Rural Business Development program for small rice farming households on the Pacific Coast of Nicaragua. The program was rolled out in the 2009-2010 agricultural year, which was the driest year on record in the region, likely due to an El Niño event. Estimated impacts show that the program at best had no effect, and at worst led to a 10 percent reduction in yields. These impacts are estimated using an econometric model which uses selection on observables as its identifying assumption, and robustness checks suggest that this is a reasonable approach in this case. The high costs and effectiveness of Indonesia's current mix of policies aimed at maintaining rice self-sufficiency, for example fertiliser and other subsidies, has been questioned. Consequently, attention has turned to developing policies to increase farmers yields through efficiencies, for example as a result of better extension. The main issue investigated in this article is whether existing yields can be significantly improved through increasing the efficiency of individual farmers. In a recent article in the History of Economics Review, Richard Kleer discussed the role of teleology in Adam Smith’s economic work. Kleer has been at the forefront in promoting the ‘new teleological and theological view’ of Smith. In this view, Smith is portrayed as a theorist whose system of thought is fundamentally shaped by a belief in divine design and Providence. This revisionist account is in sharp contrast to the mainstream view of Smith as a secular follower of David Hume. As the title of his article indicates, Kleer focuses on the Wealth of Nations. Livestock Banks and Food Security in Laos AgEcon

The literature analysing the impacts of livestock banks is limited to a small number of papers, mostly of a qualitative nature. This paper contributes to the knowledge on the impacts of this type of intervention on short- term household food security through the analysis of original data form 112 households that participated in a pig bank in Laos. Taking advantage of the staggered implementation of the program, we use propensity score matching the show that receiving pigs reduces household rice production by approximately 34 percent in the first harvest after participation commenced. The existing social and institutional structures at the village level are so occupied with immediate issues of survival that they have been unable to divert much of their energy to long term development goals. The situation is characterized by the existence of "social traps" which lead people to adopt short term solutions and ignore the long term consequences of their actions. Nutritional status and access to clean fuels: Evidence from South Asia AgEcon

Indoor air pollution due to solid fuels is among the ten most important risk factors in global burden of disease leading to respiratory diseases, anaemia, blindness and other disorders. This study examines the correlations between fuel choice and the nutritional status of children. We also explore if factors such as income, kitchen location and education play any role in conditioning fuel choice. Our results suggest that the choice and use of fuel has long lasting effects on the growth and health of children. It is also associated with a higher frequency of respiratory disorders. We find that agricultural households predominantly use unclean fuels.

Pests like the larger grain borer (P. truncatus) and the maize weevil (S. zeamis) cause significant storage losses for African maize producers. The value of storage protection to a market-oriented farmer is a function of price seasonality, value loss prevention, and their opportunity costs of capital. Evidence suggests that hermetic technologies like Purdue Improved Crop Storage (PICS) bags can be effective against these key maize storage pests, but sustainable technology transfer requires that it be profitable for producers. Crop production forecasts are widely recognized as an important input into food balance sheets and for anticipating production shortfalls. However, the role of accurate crop production forecasting systems in mitigating food price instability and transitory food insecurity is often under-appreciated. This paper explains how crop production forecasting systems affect price instability and risks, and how they can be improved to stabilize the food system.

Agricultural Change and Population Growth: District-Level Evidence From India AgEcon

Green Revolution technologies were developed and promoted in the 1960s in response to alarm about impending famine in Asia. By boosting food supplies and fostering development, the technologies were expected to create "breathing space" for completing demographic transitions there. This paper uses District-level data from rural India on agricultural transformation (from 1961 to 1981) and on changes in human fertility (from 1971 to 1981) to examine whether they did so. In a reduced form model, female literacy and marriage rates emerged as strong fertility change determinants; effects varied by age cohort. The Economics of Agricultural Development: What Have We Learned? AgEcon

The history of thought in the field of Economic Development and corresponding development programs have gone through a series of identifiable phases. Phases of theory and praxis in Agricultural Development are likewise compared. In both cases, there is an apparent lost opportunity to learn the lessons of past failures and successes before moving to the next fad. After reviewing several policy and program areas, a few lessons are synthesized, a forward-looking research framework suggested, and the appropriate role of foreign aid discussed. A particular theme of interest is the balance in thinking and programs between social engineering and facilitation of economic cooperation.

Globalization and the expansion of world wine trade have caused a wine boom that together with agricultural subsidies have made fluctuations in wine inventories a more critical issue. In the case of domestic and international wine markets, little is known about intertemporal inventory adjustments and how they relate to prices.
