Organic certification costs represent an important competitive disadvantage for organic farming. A proportion of the higher costs of organic products may result from the costs of certification along the entire supply chain. A reduction of such transaction costs provides a basis for a general increase in organic farms competitiveness. In this paper we present a model based on Bayesian Networks (BN) for the support of certification bodies in the phase of inspection planning. BNs are probabilistic models with a graphical interface, representing a network of a set of interconnected random variables, and provide a basis for influence diagrams based on conditional probabilities computations. Diese Arbeit befasst sich in ihrem ersten Teil mit der Situation der albanischen Landwirtschaft. Die Situationsanalyse wird anhand von Betriebsbefragungen und umfangreichen Recherchen bei Experten, Organisationen und Unternehmen durchgeführt. Im zweiten Teil wird untersucht, ob die ökologische Landwirtschaft eine mögliche Entwicklungsperspektive für die albanische Landwirtschaft darstellt. Ziel der Studie ist es, das Anforderungsprofil für Kontrolleure auf der Grundlage der EU-Öko-Verordnung 2092/91 für die unterschiedlichen Kontrollbereiche zu ermitteln. Grundlage dafür bilden die Analyse der Tätigkeiten von Kontrolleuren aufgegliedert nach Branchen in die verschiedenen Kontrollbereiche Landwirtschaft, Verarbeitung und Import aus Drittländern. Ergänzend wurde erfasst, welche Anforderungen in anderen Kontroll- und Qualitätssicherungsnormen und -verordnungen an das Kontroll- bzw. Auditpersonal gestellt werden. The International Summer School of the Anthroposophical Society held at Torquay came just two months after the Agriculture Course at Koberwitz. In general, the characteristics of organic varieties - and by extension of organic plant breeding - differ from that of conventional breeding systems and conventional varieties. Realising an organic plant breeding system and subsequently steering it to meet changing demands is no less than a mammoth task. The many actions to be undertaken can be divided into short-term commercial and scientific activities, and longer or long-term commercial and scientific activities. Action must be taken in the short-term to ensure adequate quantities of organically propagated plants and seed. When it comes to discussions on genetically modified organisms (GMOs) and organic agriculture, biotechnologists often ask: “Why are your rules so strict? Why ban GMOs when they are the only tool to secure the world’s future need for food? They are more efficient, quicker, etc!” When asked these questions I explain the underlying values of organic agriculture. In this article I will discuss the basic values of organic agriculture as laid down in the IFOAM four basic principles, and will relate them to the field of plant breeding. I also discuss the consequences and challenges for the further development of organic plant breeding.

Nevertheless there are good arguments for establishing local certification bodies in developing and transition economies. FiBL has been cooperating with local certification bodies in South-Eastern Europe (Albinspekt in Albania, Balkan Biocert in Bulgaria and Macedonia, Ecoinspect in Romania) and Asia (Biocert in Indonesia, Indocert in India, LibanCert in Lebanon and OFDC in China). The paper explores the drivers for organic farming uptake and undertakes a preliminary evaluation of the effectiveness of organic farming policy against a set of 24 criteria, in a number of case study countries. It covers a large part of the Savannah vegetation of Ghana and suffers from declining soil fertility, food insecurity, climate variability and change.
