COSTS OF IMPROVING FOOD SAFETY IN THE MEAT SECTOR AgEcon

Recently enacted food safety regulations require processors to meet product standards for microbial contamination in meat products. An analysis of the cost-effectiveness of several technological interventions for microbial control in beef and pork processing shows that marginal improvements in food safety can be obtained, but at increasing costs. The additional food safety intervention costs represent about 1% of total processing costs for beef and pork. Some interventions and combinations are more cost-effective than others.

The U.S. Food and Drug Administration’s (FDA) increased attention to food imports from China is an indicator of safety concerns as imported food becomes more common in the United States. U.S. food imports from China more than tripled in value between 2001 and 2008. Addressing safety risks associated with these imports is difficult because of the vast array of products from China, China’s weak enforcement of food safety standards, its heavy use of agricultural chemicals, and its considerable environmental pollution. Every year hundreds of food recalls are made due to contamination. The main focus of this paper is to examine the effects of specific food events on consumers’ confidence in food safety as well as their preparedness regarding the United States food system. The food events studied in this are major food-borne illnesses outbreaks and recalls that have occurred since May 2008. The three events chosen included: the salmonella outbreak in jalapeno and Serrano peppers occurring in 2008, the salmonella outbreak in peanut butter occurring in 2009, and the E.coli outbreak in Nestle cookie dough occurring in 2009. Food safety shocks can threaten the health of consumers, create havoc within an industry and result in severe losses to producers. Governments often attempt to aid food safety by mandating standards and inspection of food products to supplement the efforts by private firms and industries. This article assesses a form of collective action that falls between typical government mandates and purely private action. Consumer Food Safety Perceptions: Do they Differ across Products, Species, and Specific Risks? AgEcon

No known research has directly evaluated the relationship between perceived risk on a particular food safety issue and perceptions of other risks (e.g., H1N1 perceptions and E-Coli O157:H7 perceptions). Similarly, no known study has evaluated the appropriateness of assuming perceived food safety risks are equivalent for all products of a given species (i.e., perceived risk of E-Coli O157:H7 in ground beef and beef steak). The focus of this working paper is to shed new light on these previously unevaluated issues and draw implications for future mitigation strategies regarding meat food safety risks.

Japanese consumers are sophisticated, highly conscious of food quality and safety, and willing to pay for attributes they believe define a high-quality, safe product. A recent series of domestic and international food safety crises have elevated the importance of meat safety among Japanese consumers. These last years, a fall in consumer's confidence in food safety encouraged false alerts which sometimes led to actual crisis. This paper studies a crisis due to an alert concerning a risk of listeria on a raw milk camembert brand. The investigation relies on individual data. Two results of risk economy are confirmed. Firstly, information has asymmetric effects, according its positive or negative aspects. Secondly, punctual alerts have only temporary effects on consumption. In this crisis, education and consumer's habits did not pay any role.

Retailer-led Regulation of Food Safety : Back to Spot Markets? AgEcon

At the end of the 1990s European retailers had significantly contributed to restructuring fresh agricultural product food chains (meat, fruit and vegetables), and had turned away from spot markets in order to create their own supply chains, based on private technical requirements and verification systems usually managed from within the firm. However, over the last few years a second type of system has appeared, as the range of standards adopted by retailers has been broadened to include generic standards common to several retailers. A telling example of this new approach is provided by the EUREPGAP protocol. In this paper we propose a theoretical analysis of this new procedure and its possible impacts.

FOOD SAFETY RISK PERCEPTION AND CONSUMER CHOICE OF SPECIALTY MEATS AgEcon

Consumer perception issues and recent microbial outbreaks in the livestock industry continue to stifle demand for specialty meats in the United States. This study was designed to explore impacts of risk perception issues on consumer choice of bison meat. A stated preference discrete choice random utility model, a joint risk perception/product choice model, and a probability of frequency method to aggregating risk scenarios, were used for a range of food safety/certification regimes. Perceived risk reduces bison consumption, but its effect declines with shifts to more regulatory control inherent in the different certification regimes.

Quality Perceptions and Willingness-to-Pay for Imported Rice in Japan AgEcon

Attitudes of Japanese consumers toward domestic and foreign varieties of rice were analyzed on the basis of a survey. We found that the current retail prices for imported rice are higher than the average consumers’ willingness-to-pay (WTP), whereas most domestic rice was priced below the average WTP. Unfamiliarity or negative perceptions of the safety and flavor of foreign rice lowered WTP substantially. The WTP for U.S. rice was limited more by negative perceptions of flavor than from concerns about food safety.

New institutional arrangements and standard adoption: Evidence from small-scale fruit and vegetable farmers in Thailand AgEcon

This paper presents an analysis of GlobalGAP adoption by small-scale fruit and vegetable farmers in Thailand focusing on GlobalGAP group certification, the costs and perceived benefits of GlobalGAP adoption, and the factors influencing standard adoption. GlobalGAP is the most important private standard for producers in the Thai horticultural sector concerning access to high-value markets, especially to Europe. We find that support by donors, exporters and public-private partnerships is vital to enable small-scale farmers to adopt the standard. Understanding U.S. Consumer Demand for Milk Production Attributes AgEcon

A choice experiment was used to examine the value of various fluid milk attributes. Respondents were surveyed regarding half or whole gallon milk purchases. A split-sample design was used to examine consumer inferences regarding food safety. Willingness to pay for verification of production process attributes varied across attributes and verifying entity. Consumers were generally willing to pay substantial premiums for milk produced without the use of rbST, on local family farms, with assured food safety enhancement, and for these claims to be verified by the U.S. Department of Agriculture.

The FDA Food Safety and Modernization Act and the Exemption for Small Firms AgEcon

The FDA Food Safety Modernization Act of 2010 is new legislation that mandates, among other things, new food safety standards. The act includes a clause that exempts small firms from new regulatory requirements. This paper investigates the effects of a small firm exemption from more stringent food safety standards. The model compares food safety, total output and the number of market participants for different food safety regulation with and without an exemption for small firms. The numerical examples show that a more stringent food safety regulation increases food safety, increases the price of food, decreases the total output and decreases the number of firms.
