Organic farming is increasingly recognised, by consumers, farmers, environmentalists and policy-makers, as one of a number of possible models for environmental, social and financial sustainability in agriculture. It has taken a long time to get this far. Organic farming’s roots can be traced back more than 100 years, to various individuals and movements concerned about soil conservation, pesticide use, resource use, animal welfare, land stewardship, nature conservation, diet, human health and social justice. Results from model estimations based on existing data on gene dispersal in oilseed rape indicate that the GM dispersal by pollen to organic fields primarily can be limited by the use of isolation distances. The results also indicate that because of pollen dilution, large fields are better protected from GM pollen dispersal than smaller fields. For large fields (i.e. field width > 200 m), the risk of dispersal from GM fields by pollen will be limited (approx. 0.1%) at distances above 100 m. For small fields (i.e. width = 50 m), some GM pollen dispersal (up to approx. 0.3%) may be expected even with an isolation distance of 200 m. If the fields are very close, the use of additional protective buffer zones may be required. |

Im Rahmen des Vorhabens wurde eine systematische Schwachstellenanalyse für das Kontrollsystem und –verfahren nach der „Verordnung (EWG) Nr. 2092/91 über den Ökologischen Landbau und die entsprechende Kennzeichnung landwirtschaftlicher Erzeugnisse und Lebensmittel“ (EG-Öko-VO) durchgeführt. Ausgehend von dieser Analyse wurden Vorschläge für ein proaktives Risikomanagement abgeleitet. Hierbei wurden die in den Gründen der EG-Öko-VO verankerten Zielsetzungen des Verbraucherschutzes, des lauteren Wettbewerbs, der Markttransparenz und der Förderung des Ökologischen Landbaus zu Grunde gelegt. Im Jahr 2003 wurden in Deutschland ca. 410.000 t Milch entsprechend der Richtlinien des ökologischen Landbaus für den Markt erzeugt. Dies entspricht einem Anteil von ca. 1,4 % der gesamten Milchproduktion in Deutschland (BLE, 2004). Im Vergleich zu anderen Ländern wie Schweiz, Österreich oder Dänemark ist dieser Anteil als gering anzusehen – ungeachtet dessen ist die ökologische Milchproduktion in den letzten Jahrzehnten kontinuierlich gestiegen. Sie erhöhte sich 2003, im Vergleich zum Vorjahr, um 8,6 %. Der Anteil von Öko-Milch und Öko-Molkereiprodukten am deutschen Lebensmittelmarkt beträgt 3 – 4 %, ca. 465 Mio Euro. In organic farming a dilemma is posed by the heavy reliance on nutrients from conventional livestock farming. For Danish organic plant producers the influx of conventional nutrients accounts for up to 70% of their nutrients. Facing this problem, Danish organic farmers' organizations have decided to phase out their use of conventional manure before 2021. This, however, raises a number of questions about consumers’ acceptance of the alternative technologies that have been proposed to close the nutrient gap. Die Nachfrage nach Bio-Lebensmitteln ist in Deutschland in den letzten Jahren stetig gestiegen. So erhöhte sich der Absatz von Bio-Trinkmilch in 2007 im Vergleich zum Vorjahr erneut um 34 %. Aufgrund sporadisch resultierender Lieferengpässe bei Bio-Milch aber auch der erheblichen Handelspreisdifferenz – wie z. B. insbesondere bei Bio-Lachs – besteht ein potenzielles Risiko der Falschdeklaration konventioneller Produkte als Bio-Ware. Zum Schutz von Verbrauchern wie auch Erzeugern werden daher Verfahren zur Überprüfung der Kennzeichnung benötigt, die – in Ergänzung der betrieblichen Kontrollen – im Zweifelsfall eine Unterscheidung ökologisch und konventionell erzeugter Lebensmittel auf Ebene des Einzelhandels erlauben. |

This report provides an evaluation of the new EU import regulation for organic products (Council Regulation (EC) 834/2007, Commission Regulation (EC) No 1235/2008). To ensure that the evaluation addresses the issues and concerns of the stakeholders affected by the new import regulation and to increase the use of the evaluation results for upcoming decisions, this evaluation was organised as a stakeholder evaluation approach. Based on the results from two national workshops in third countries (Turkey and Switzerland) and from one international workshop, the report concludes in policy recommendations to improve the import system for organic products as well as the organic sector as a whole. |

Agriculture in Asia is characterized by small holders of farmland with an average size of less than 2 hectares (80% of total farms). This proceedings summarize the results of the first EUCARPIA symposium on Organic Plant Breeding - Plant breeding for organic and sustainable, low-input agriculture: dealing with genotype-environment interactions - that took place in Wageningen in November 2007. EUCARPIA is the European Association for Research on Plant Breeding.
