Profit and Variance Analysis of Cotton Production Technologies and Rotation Crops in Georgia AgEcon
Flanders, Archie; White, Fred C.; Shurley, W. Donald; Brown, Steve M..
Genetically modified cotton varieties have the potential for increasing returns and/or decreasing labor requirements. A nonlinear optimization model is applied to a whole farm analysis for evaluating cotton production technologies. This model maximizes farm utility, composed of expected returns and their variability, at various risk aversion levels in order to evaluate cotton production technologies. Results show that while conventional cotton maximizes utility in a risk-neutral situation, transgenic cotton varieties entered into the optimal solutions as higher levels of risk aversion were considered.

Welfare distribution between EU Member States through different national decoupling options. Implications for Spain AgEcon
Dominguez, Ignacio Perez; Wieck, Christine.
SUMMARY: This paper makes use of an agricultural sector model to analyse welfare effects derived from different national implementation options of the CAP Reform 2003. It shows that agricultural prices developed more favourable in a full premium decoupling scenario, since agricultural production declines more pronounced compared to a partial decoupling scenario. The use of the partial decoupling mechanism helps Member States to distribute income into less favoured areas but is not the optimal policy choice. However, if other Member States follow the same path of reform, a "prisoner's dilemma" will most likely be observed: partial decoupling appears as the preferred option for individual Member States, since high domestic production and high producer prices...

Managing Water Shortages in the Western Electricity Grids AgEcon
Scorah, Hugh; Sopinka, Amy; van Kooten, G. Cornelis.
British Columbia’s electricity grid is comprised primarily of hydroelectric generating assets. The ability to store water in reservoirs is a significant advantage for the province allowing it to import from Alberta when prices are favourable. Alberta, has a heavily fossil-fuel based electricity portfolio, but has seen substantial growth in its wind energy capacity. However this variable energy technology impacts the province’s grid operations. Wind energy is both variable and uncertainty. However, wind energy in Alberta can be stored via BC’s reservoir systems. In this paper, we examine the extent that drought impacts the both overall operating costs as well as the cost of reducing CO2 emissions. We model the Alberta and BC interconnected grids varying...

Semi-subsistence Farm Households in Central and South-eastern Europe: Current State and Future Perspectives AgEcon
Fritzsch, Jana; Wegener, Stefan; Buchenrieder, Gertrud; Curtiss, Jarmila; Gomez y Paloma, Sergio.
The European Union (EU) introduced a special transitional semi-subsistence measure to promote the smallest agricultural producers, so-called semi-subsistence farm households (SFHs) in the enlargement process. An outlook on the future of SFHs requires comprehensive and reliable information on the phenomenon and the impact of policy measures on their development. Therefore, a survey using a standardised questionnaire was conducted in Poland (175 households), Romania (185 households), and Bulgaria (184 households) from July to September 2007. In a first step, four major types of SFHs could be identified by means of cluster analysis: (i) rural diversifiers, (ii) rural pensioners, (iii) farmers, and (iv) rural newcomers. In a second step, a multiobjective...

Optimal intertemporal investment in Australian agriculture: An empirical investigation AgEcon
Agbola, Frank W..
This paper empirically investigates optimal intertemporal investment behaviour of farmers in Australia. The dynamic investment model is estimated using pooled crosssectional and time-series farm survey data spanning the period 1979-1993. The model captures intertemporal investment behaviour of farmers, including independent and instantaneous adjustment decisions. Empirical test results indicate that labour, capital, sheep numbers and cattle numbers adjust sluggishly towards their long-run equilibrium levels. Results provide empirical evidence to indicate that adjustment problem is characteristic of production in agricultural zones Australia.

Influencia social y sostenibilidad en el uso de recursos renovables AgEcon
Almudi, Isabel; Choliz, Julio Sanchez.

A Participatory Approach to Assess the Effectiveness of Responses to Cope with Flood Risk AgEcon
Ceccato, Lucia; Giannini, Valentina; Giupponi, Carlo.
This work illustrates the preliminary findings of a participatory research process aimed at identifying responses for sustainable water management in a climate change perspective, in two river basins in Europe and Asia. The paper describes the methodology implemented through local workshops, aimed at eliciting and evaluating possible responses to flood risk. Participatory workshops allowed for the identification of four categories of possible responses and a set of nine evaluation criteria, three for each of the three pillars of sustainable development. The main outcome of such activities consists in the ranking of broad response categories instrumental to the objective of the Brahmatwinn research project, i.e. the identification of Integrated Water...

Policy Design as an Irreversible Investment Under Uncertainty: Norwegian Agriculture and the WTO AgEcon
Mittenzwei, Klaus.
This paper is concerned with the timing of an agricultural policy reform under uncertainty. The focus is on the opportunity cost of giving up the option to wait when implementing a policy reform. Including the option value in applied policy analysis can help explain why conventional analyses may find observed policies to be Pareto-inferior. Furthermore, it explains why otherwise profitable policy reforms may be delayed. The theoretical model is applied to Norwegian agricultural policy anticipating a prospective WTO agreement. It is argued that the option value should be incorporated into applied policy analysis when high uncertainty prevails.

Semi-subsistence farm households and the non-farm rural economy - Perspectives and challenges AgEcon
Buchenrieder, Gertrud; Fritzsch, Jana; Wegener, Stefan; Curtiss, Jarmila; Gomez y Paloma, Sergio.
Semi-subsistence farm households (SFHs) have persevered in Central and Southeastern Europe. An outlook on future perspectives of SFHs asks for reliable information on the phenomenon of SFHs and the impact of policy measures on their development options: (1) intensifying farming, (2) diversifying income creating activities, or (3) exiting farming for waged employment. This article focuses on SFHs and rural non-farm employment (RNFE). On the basis of a comparative 2007-survey of 489 SFHs in Bulgaria, Poland and Romania, three countries with particularly many SFHs, four major types of SFHs (rural pensioners, farmers, rural diversifiers, rural newcomers) were identified. For policy analysis, a multiobjective linear programming household model was developed. In...

Bioeconomic modeling of wetlands and waterfowl in Western Canada: Accounting for amenity values AgEcon
van Kooten, G. Cornelis; Withey, Patrick; Wong, Linda.
This study extends an original bioeconomic model of optimal duck harvest and wetland retention by bringing in amenity values related to the nonmarket (in situ) benefits of waterfowl plsi the ecosystem values of wetlands themselves. The model maximizes benefits to hunters as well as the amenity values of ducks and ecosystem benefits of wetlands, subject to the population dynamics. Results indicate that wetlands and duck harvests need to be increased relative to historical levels. Further, the socially optimal ratio of duck harvest to wetlands is larger than what has been observed historically. Including amenity values leads to a significant increase in the quantity of wetlands and duck harvests relative to models that focus only on hunting values.

Analisis de escenarios de políticas para la gestion publica en la agricultura de regadio AgEcon
Riesgo, Laura; Gomez-Limon, Jose Antonio.

Properties of Flexible Functional Forms for Modeling Bilateral Export Supply and Import Demand in Multi-Country Agri-Food Models AgEcon
Winter, Etti Maria; Frohberg, Klaus.
This paper illustrates the opportunities of incorporating more advanced functional forms into multi-country trade policy models. It suggests the use of flexible forms such as the Symmetric Generalized McFadden Function (SGMF) or the Normalized Quadratic-Quadratic Expenditure System (NQQES). Particularly if issues namely trade in differentiated products, preferential trade and effects of standards and traceability on bilateral trade are considered the NQQES offers attractive properties since it allows estimating variety specific expenditure elasticities which might compensate for example increased certification costs. A second aim of the paper refers to the critique on the handling of model parameters in calibrated policy models. In general, employed...

Economic Impacts of Soybean Rust on the US Soybean Sector AgEcon
Gomez, Miguel I.; Nunez, Hector M.; Onal, Hayri.
The spread of Asian Soybean Rust (ASR) represents a real threat to the U.S. soybean sector. We assess the potential impacts of ASR on domestic soybean production and commodity markets as well as the competitive position of the US in the soybean export market. We develop a mathematical stochastic dynamic sector model with endogenous prices to assess the economic impacts of ASR on US agriculture. The model takes into account the disease spread during the cropping season, the inherent uncertainty regarding the risk of infection, and the dichotomous decisions that farmers make (no treatment, preventive treatment, and curative treatment) facing the risk of infection. Our results suggest substantial impacts from potential ASR spread on agricultural output,...

Single payment scheme and dual values of land in PMP models AgEcon
Judez, Lucinio; de Andres, Rosario; Urzainqui, Elvira.
Land dual values are one of the important aspects of the results of mathematical programming models used to evaluate the impact of agricultural policy measures at regional and farm level. When the decoupling of direct payments and the payment entitlements per hectare are included in PMP models in the context of the Single Payment Scheme (SPS), the analysis of the land dual values is more complex than in models which do not take these aspects into account. In this paper, we present a theoretical analysis of the land dual values when the SPS is included in PMP farm models. This theoretical analysis is carried out for the base year (linear model) and for a simulated year (quadratic model). The results of this analysis are illustrated by comparing numerically...

On the Optimal Taxation of Common-Pool Resources AgEcon
Kossioris, Georgios; Plexousakis, Michael; Xepapadeas, Anastasios; Fe Zeeuw, Aart.
Recent research developments in common-pool resource models emphasize the importance of links with ecological systems and the presence of non-linearities, thresholds and multiple steady states. In a recent paper Kossioris et al. (2008) develop a methodology for deriving feedback Nash equilibria for non-linear differential games and apply this methodology to a common-pool resource model of a lake where pollution corresponds to benefits and at the same time affects the ecosystem services. This paper studies the structure of optimal state- dependent taxes that steer the combined economic-ecological system towards the trajectory of optimal management, and provides an algorithm for calculating such taxes.
