Hedging in the live cattle futures market has largely been viewed as a method of reducing producer's price over a rather lengthy production period (three to six months). Meat packers and processors also face price risk. However, packers' and processors' price risk lies on the upside (i.e., risk is due to price increases) and is also relatively short-term (usually a few days). The possibility of reducing packers' and processors' price risk through long-hedging on the live cattle contract for a short period of time (one week) was investigated. The results suggest some potential benefits to meat packers form following a routine hedging strategy. |

Recently there has been much concern regarding the use of forest resources in Australia. Proposals have been made to governments that would safeguard the forest environment but add to the costs of forest and logging industries. An analysis of the short-run effects of such proposals using the ORANI general equilibrium model suggests that downstream wood-using industries and the economy in general would suffer small declines in output but that activity and employment in the forest and logging industry itself may increase. |

I take it as obvious that we as a profession, as well as individual research organisations like the BAE, should think about research priorities. Brian Fisher's views on needs in agricultural policy research is a welcome contribution to this thinking. It is in the nature of such efforts that they will not attract universal agreement. Inevitably there will be debate and argument. This is healthy and desirable. |

This paper studies the optimal tariff in a dynamic framework. The effects of the supplier's rationality and of the type of strategy available to the importer are discussed. With rational sellers, the optimal tariff is dynamically inconsistent; the consistent tariff is extremely myopic and may be worse than free trade for the importer. The paper concentrates on the case in which the traded good is a reproducible commodity. This is compared to the situation in which the traded good is a nonrenewable resource. The plausibility of the consistent equilibrium, in the absence of binding commitments, is discussed. |

This paper assesses the impact of introducing role playing, case studies, and simulation games into undergraduate courses in agricultural economics. An educational impact model is used in a qualitative evaluation of the teaching aids and to generate hypotheses. Quantitative experimental results are used to test the hypotheses. Results indicate that each aid can improve students' performance when used in appropriate situations. However, there is a definite trade-off between student contact time requirements and the effect of these aids. |

A four equation input demand system for aggregate Southeastern United States agriculture consistent with dynamic optimizing behavior is specified and estimated. Labor and materials are considered as variable inputs while land and capital are treated as quasi-fixed inputs. It is found that the adjustment rates for capital and land differ considerably and are interdependent. Further, the data appear consistent with the existence of an aggregate production technology and the hypothesized optimizing behavior. |

Econometric models designed to show how national policies affect state agricultural sectors often use national prices as proxies for state prices. Consequently, they ignore the influence of freight rates on state production. An application to the Hawaii beef industry demonstrates that both freight rates and national beef prices have important impacts on Hawaii beef prices and production. By using state prices rather than national prices, error from changes in freight rates might be reduced, and the model's capacity for policy analysis might be broadened. |
