Farm level effects of EU policy liberalization: Simulations based on an EU-wide agricultural sector model and a supply model of the German agricultural sector AgEcon

The impact of sectoral or economy wide policy scenarios is often of strong political and public interest, yet it is a scientific challenge. When analyzing different levels of aggregation, the use of single models may not be sufficient. In this paper we establish an interface between the European Simulation Model (ESIM) and the Farm Modelling Information System (FARMIS). The linkage of the two models allows us to quantify adjustment processes both at the sectoral level and at the farm group level for the German agricultural sector. Different liberalization scenarios are presented and compared to a reference scenario. Decoupling of direct payments can be expected to have complex effects and the net effect on crop and fodder acreage is unclear. A literature review reveals that various simulation models uniformly project a decline of the cereal and silage maize acreage as well as ruminant production in the EU-15 in the course of decoupling of direct payments. In contrast, model results are mixed with respect to the direction of the decoupling effect on oilseed and pasture as well as voluntary set aside area. The model type is not found to have a systematic effect on model results. Quality Standards for Food Products - A Particular Burden for Small Producers in Developing Countries? AgEcon

This paper develops an analytical framework which structures the problem of whether, how and to what extent small producers in developing countries are disadvantaged by the increasing prevalence of food quality standards. Based on a literature review, the empirical evidence is structured and research gaps are identified. The paper finds that small and medium producers rarely comply without support from downstream actors. In case of well-educated and relatively wealthy farmers, forward integration is also found. No empirical support exists for the intuitively appealing hypothesis of a lower cost of compliance per unit of output for large producers. EU Trade Preferences for Moroccan Tomato Exports--Who Benefits? AgEcon

The EU applies a complex system of preferences for tomato imports from Morocco. Quantities are fixed and serve as entry price quotas and tariff rate quotas at the same time. This paper provides empirical evidence of i) the existence of an economic rent under the EU preferential scheme for tomato imports from Morocco of about €24-36.5 mill. per year, and ii) the distribution of that rent. Due to the structure of the Moroccan export sector as well as the EU method of allocating import licenses, it is likely that a large part of the quota rent ends up at the Moroccan side and that a dissipation of the rent in physical rent-seeking activities is limited.

How effective is the EU's import regime for oranges? AgEcon

EU imports of oranges are restricted not only by ad valorem tariffs but also by the entry price system establishing a minimum import price. In addition, the EU applies a comprehensive system of trade preferences. The hypothesis of this paper is that, in contrast to its complexity, the effectiveness of the EU import system for oranges is low with respect to its goals, i.e. protecting EU producers and creating imports from preference receiving countries. The comparison of import prices for oranges from extra-EU countries with the EU entry price shows that the former are about 40% higher than the latter on average. An ex-ante analysis of distributional effects of the CAP on western German farm incomes AgEcon

This study is concerned with measuring impacts of the Common Agricultural Policy (CAP) on farm income distribution of western Germany. Not only the sheer contribution of market price support and direct payments as a proportion of income is taken into account, but also the impact of support on production incentives. For this purpose, we apply a modelling system consisting of a partial equilibrium model and a programming model. Based on a comparison of Gini coefficients and a decomposition of overall inequality effects we conclude that liberalization of the agricultural sector leads to a more unequal distribution of family farm income in relative terms, whereas a liberalized market provides a more equal situation in absolute terms.

Turkey’s accession to the EU: what will the Common Agricultural Policy cost? AgEcon

At the EU Council in December 2004, European heads of governments decided to start EU accession negotiations with Turkey in October 2005. Various recent analyses assess the cost of applying the Common Agricultural Policy of the EU (CAP) to Turkey; most of them without taking into account the specific structure of the agricultural sector in Turkey, which would determine the receipts from EU funds. This paper assesses potential budgetary effects resulting from the application of the CAP to Turkey. This document describes the Israeli Social Accounting Matrix (SAM) for the year 2004, developed by the Agricultural and Food Policy Group at the University of Hohenheim. The SAM is a part of a larger research project which aims to analyse several economic, trade, and labour policies in the context of economic integration of agriculture between Israel and the West Bank. How effective is the EU Entry Price System for Fresh Fruits and Vegetables? AgEcon

The EU protects EU growers of 15 kinds of fresh fruits and vegetables against international competition not only by the means of ad valorem tariffs of up to 20%, but also by the EU entry-price system (EPS), which is designed to restrict imports below the product-specific, politically designated entry price level. This study investigates the influence of the EPS on import prices of fruits and vegetables per product and country of origin. We utilise a unique data set comprising about 60,000 observations of daily synthetic import prices. Turkey entered a customs union (CU) with the EU in January 1996. Agricultural trade is not covered by this CU but it is subject to extensive preferential trade rules. In this article, the effects of an inclusion of agricultural products in the CU as well as alternative policy options on the Turkish agricultural sector are analysed. To this aim, a comparative-static, partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalization of the agricultural sector is found to lead to significant comparative static welfare gains of about €670 million as compared to the status quo. Various reasons including cif/fob spread, differing political price protection depending on the net trade situation, and domestic transportation cost contribute to situations in which domestic prices are different in an exporting compared to an importing situation. Net trade models that take these differences into account must somehow deal with the problem of products that are not exported at the export-based price, because it is too low, and are not imported at the import-based price, because it is too high.
