The document synthesizes the data collected in 2002 and 2003 as part of the Fisheries monitoring system of Ifremer. It updates the description of the status in 2000 of the French fishing fleets operating in the North Sea, Channel and Atlantic (produced in 2002). The document is made of a series of leaflets. The first leaflet provides a global description of the overall population of fishing vessels. Information provided includes vessel and crew characteristics, spatial distribution of fishing activity and catch, and gears used. A description of fleets (sub-groups of vessels using the same gear combinations) is also provided at both national and regional levels. The following leaflets provide a detailed description of the fishing activity and economic... |

Many sectors such as the fishery show classic examples of technological lock-in and path dependence, even though some economists might predict smooth switching toward technologies that are more cost effective and sustainable. We use ideas from the evolutionary economics and public choice literatures to explain why trajectories of technological change, especially in fisheries, may not be smooth at all, but rather punctuated. The interest of technological change and switching behavior for fisheries economists and managers stems from the fact that control of effective effort, often necessary for sustainable management of the resource, remains a central management problem for that sector worldwide, even in developed countries. However, various policies put in... |

Marine ecosystems evolve under many interconnected and area-specific pressures. To fulfil society's intensifying and diversifying needs while ensuring ecologically sustainable development, more effective marine spatial planning and broader-scope management of marine resources is necessary. Integrated ecological–economic fisheries models (IEEFMs) of marine systems are needed to evaluate impacts and sustainability of potential management actions and understand, and anticipate ecological, economic and social dynamics at a range of scales from local to national and regional. To make these models most effective, it is important to determine how model characteristics and methods of communicating results influence the model implementation, the nature of the... |

With a thin economic component, most bio-economic models of fisheries fail to assess the effects of the regulation systems on firms. In order to analyse the short term consequences of different management schemes, a simulation model is applied to the French driftnet albacore fleet: licence allocation with driftnet regulation, individual quotas, and individual transferable quotas without any input control. Vessel technology is estimated by using the data collected, and groups of vessels are distinguished according to criteria of performance. We present the adjustment within firms and between groups under different scenarios (limited entry with and without driftnet regulation, individual quotas and individual transferable quotas allocation), and we compare... |

Between 2006 and 2008, Ifremer, in collaboration with the polling institute BVA, implemented a pilot survey of french recreational fisheries. The aim of the survey was to assess the overall population involved in this activity, taking into account the diversity of recreational fishing practices, from fish and shellfish gathering on the seashore to angling and spearfishing. The study was designed to provide first estimates of fishing effort, catches and landings, and economic impacts of recreational fishing. The protocol implemented was two-step. First, a telephone survey of french households, based on a sampling frame of the entire french population of people aged 15+, was carried out to assess the population of fishers and give a first general view of the... |

Face-to-face interviews were conducted to identify the main changes in gear and vessel technology that may have improved the fishing efficiency of a number of French, Danish, and Basque fleets over the past few decades. Important changes include the gradual appearance of twin trawls (Danish and French trawlers) and trammel-nets (French gillnetters), and the increased polyvalence of Basque bottom trawlers. The results suggest that fishing effort descriptors that are not traditionally measured (gear type, groundrope type, length of net used per day, headline length, crew size, number of winch or net drums) may have a substantial impact on catch rates. Adjusting fishing effort using such descriptors may generally improve the relationship between fishing... |

Fishing activities have a significant role in socio-economic base for a few coastal areas. In this respect, fleets operating mainly in coastal fisheries deserve a special interest due to their narrow links with the home base. However, coastal fleet activities are not very known, restricting the capacity to deliver a diagnosis on their economic viability. This article suggests an assessment of the influence and the economic performance of the coastal fleets in Brittany. Results show similar economic performances for coastal units compared to offshore units. Furthermore, coastal units own additional advantages in relation to their energy consumption and capacity to operate without public subsidies. However, there are vulnerable to fishing effort of offshore... |

Moored fish aggregating devices (MFADs) are increasingly being used in small-scale tropical fisheries to access pelagic fish species that are otherwise difficult to harvest in large numbers. Little attention has yet been paid to monitoring MFADs in coastal areas, however. This is most likely due to the small-scale nature of most fisheries that utilize them and the presumed lower impact of those fisheries on fish stocks and their ecosystems. In this paper, we examined the abundance and density of MFADs around Guadeloupe, using aerial line transect surveys. Estimated MFAD densities were found to be high compared with previously reported densities in this area, especially within the 22–45 km range offshore. We examine and discuss possible reasons for these... |

In order to provide reliable scientific advice and support for fisheries management, it is necessary to evaluate the biological and economic sustainability of complex fisheries, such as multi-species multi-fleet fisheries. Existing policy-screening modelling tools are not fully suitable in this purpose due to either an over-simplified description of population dynamics, or due to the lack of consideration of economic aspects. In this paper, we present a package that enables quantitative bioeconomic assessment of management scenarios. Population dynamics is described through spatially- and seasonally-explicit models. Exploitation dynamics is characterized by several fishing activities with specific spatial and seasonal features, and practiced by several... |

Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which... |

The commercial sector includes exploitation and extraction of marine resources, manufacturing industry, private services. In this new edition, a special effort is devoted to the analysis of maritime ports related industries. The non-commercial sector includes public services, among which the Navy, state services, education, safety, marine and coastal environment protection, marine sciences. Each activity of the commercial sector is described by key figures (turnover, value added, employment). The non-commercial sector includes data on running costs, in particular personnel costs. This report presents the methodology used for the production of economic indicators on commercial fleets in Guyana and Guadeloupe. In a context of limited information, this document recalls the different data sources used to produce indicators at the scale of vessels and fleet segments (fleet, activity, effort and landing data, socio-economic surveys and other local data, etc). The method for calculating the economic indicators requested as part of the European data collection program is then described. A detailed list of the variables used for the production of these idicators is provided in the appendix. |
