Water management for irrigation requires suitable policy tools able to meet social objectives and private behaviour. The legal framework in the EU is today faced with the new water framework directive (60/2000), that sets up new criteria for water management, regulation and pricing. Among other things, the water framework directive introduces the principle of full cost recovery and the polluter pays principle for water users. For many areas of Italy, this may be a significant shift compared to present payment criteria, based on traditional rights, political prices, partial running cost coverage or others. Several authors have emphasised the effect of agricultural policy (such as SFP) as a driver of structural change. This paper aims to identify the determinants of the change in the use of productive factors under different policy scenarios. The analysis is performed ex ante, assessing the effect of CAP abolishment (as compared to the current CAP) on the use of productive factors, based on stated intentions by farmers. The results highlight the role of farm size, intensity and education in determining different patterns of reaction to policy changes. Also differences are identified among the three main component of structural change, land, capital and labour, with the latter being the less dependent upon the CAP. |

This paper addresses the issue of the role of agriculture in multifunctional rural development in Italy. Italy is characterised by high heterogeneity in terms of territorial composition, rural areas and the role of agriculture. The paper reviews the main multifunctionality concerns in Italy, by discussing rural development issues and policies and addressing the role of agriculture in such a context. The further development of agriculture and related future issues are then discussed, both in terms of dominant themes and most relevant policy design issues. |

The objective of this paper is to analyse and quantify the spatial dimension of the CAP effects in an area of Northern Italy. The analysis is based on survey information about stated intentions of farm-household in two CAP scenarios, treated through statistical analysis intended to identify the potential determinants of different farm reactions, focusing on explicit spatial variables (altitude, LFA, agrarian regions) among explanatory variables. The objective of this paper is to provide an analysis of the sustainability of irrigated agriculture in Italy in the context of CAP reform and Water Framework Directive. The work combines scenario analysis, multicriteria mathematical programming simulation models and economic, social and environmental indicators. Five irrigated farming systems were considered: cereals, rice, fruit, vegetables and citrus. The results show the diversity of Italian irrigated farming systems and the trade-off between socio-economic and environmental performance. This highlights the need for a differentiated application of the Water Framework Directive, balancing water conservation and rural development objectives. |

A comprehensive quantification of biodiversity in farming systems would require a very significant amount of work (and funds) even for a small area. Therefore, biodiversity indicators are needed to solve the problem of the measurement feasibility. Even though the issue of cost and effectiveness is central for the evaluation of the indicators, only the latter is discussed in detail in the scientific literature. This work presents a cost analysis based on the direct gathering of records from a farm-scale biodiversity survey (EU-FP7, BioBio - “Indicators for biodiversity in organic and low-input farming systems”) where the analysis of costs is part of the project. Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s.
